passing of said By-law 625/77 and which said By-law
would not be in conformity, including the District
Plan of the Town of Pickering District Planning Area,
Region of Durham which was adopted by Council
February 17th 1975 and recommended to the Region of
Durham for approval.

1)
By-law 652/77 is in conformity with the
Official Plan of the Town of Pickering approved
and in force at the time said By-law was
passed, namely the 4th day of July 1977;
2)
No further Official Plan has been proposed
by Council nor approved by the Ministry of
Housing since the passing of said By-law 652/77
and which said By-law would not be in conformity
including the District Plan of the Town of
Pickering District Planning Area, Region of
Durham which was adopted by Council Febrùary
17th 1975 and recommended to the Region of
Durham for approval;
3)
That the objections received objecting to
this By-law be considered invalid;
4)
And further, that the objections be forwarded
to the Ontario Municipal Board.

To amend By-law Number 266/75 limiting the
number of automobile service stations and public
garages.
By-Law Number 686/77
To authorize the execution of a Licence Agreement
between the Corporation of the Town of Pickering
and Lorne Davis with respect to the leasing of
Parts 3 and 9, Reference Plan 40R-2638.
By-Law Number 687/77
To authorize the execution of an Agreement between
the Corporation of the Town of Pickering and Parcival
Developments Limited with respect to Lot 116, Plan 350,
Town of Pickering (LD 305/76)

moved that the report of the Committee of the Whole
on By-law Numbers 685/77 to 687/77 inclusive, be
adopted, and that the said By-laws be now read a
Third Time and PASSED, that the Mayor and Clerk
sign the same, and that the Seal of the Corporation
be affixed. thereto.

By-Law Number 688L77 - Two Readings Only
Councillor Mathêson,'seconded by Councillor Robertson
moved for leave to introduce a By-law of the Town of
Pickering to authorize the execution of a Working
Rights Agreement between the Corporation of the Town
of Pickering and The Ministry of the Environment and
Ontario Hydro with respect to Part Lot 20, Broken
Front Concession, Range 3. and that same now be read
a first and second time, and that the Council go into
Committee of the Whole thereon.

moved for leave to introduce a By-law of the Town of
Pickering to authorize the execution of a Demolition
Agreement between the Corporation of the Town of
Pickering and Theodorus Jan Hendrik Vermeulen and
Martini Vermeulen with respect to Part Lot 76,
Plan 816, and that same be now read a first, second
and third time and that the same be now finally
passed and that the Mayor and Clerk sign the same
and that the Seal of the Corporation be thereto
affixed.

Township of Pickering from 1972 - 1973.

moved for leave to introduce a By-law of the Town of
Pickering to confirm the proceedings of the Council
of the Corporation of the Town of Pickering at its

that same be now read a first, second and third
time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the
Seal of the Corporation be thereto affixed.

SURPLUS LANDS - BLOCK,~ PLAN~~QQ1
That Block "B", Plan M-1007, be deemed surplus to the
Municipality's needs;
That the Durham Region Public School Board and the
Durham Region Separate School Board be approached
concerning their interest in the property;
That the Planning Department prepare a development
proposal for this property, taking into consideration
the interests of the School Boards, the owners of
Lots 25,13 and 12, Plan M-1007 and the need for an
easement for school children;
That a further report be considered by the Executive
Committee once the various issues are resolved.
REGION OF DURHAM - MODEL PARKING BY-LAW

That the Town Solicitor's report dated July 5th 1977
with respect to the Regional Model Parking By-law be
forwarded to the Region of Durham for their consideration;
That the Town of Pickering not adopt a universal three-
hour parking restriction on roads under the jurisdiction
of the Municipality;
That the Town of Pickering indicate to the Region of
Durham its interest in adopting a similar parking by-
law subject to the amendments suggested by the Town
Solicitor in his report of July 5th 1977.
TOWN OF COBALT - FINANCIAL ASSISTANCE
That the amount of $250.00 be forwarded to the Town of
Cobalt Disaster Fund, with the funds charged to General
Ledger Account 2195.
ZONING BY-LAW 1609/77
LOOKOUT POINT SOUTH SUBDIVISION

That the report of the Town Solicitor dated July 13th
1977 with respect to By-law 609/77 (Lookout Point
Subdivision) be received and that the Municipality not
request the Ontario Municipal Board to dispense with a
Hearing in this matter as envisaged under Section 35
of the Planning Act, Subsection 14.

STATEMENT OF FINANCIAL POSITION

11th 1977 with respect to the financial position of the
Municipality as of June 30th 1977 be received for
information.

BIDWELL HOMES LIMITED - COMPLETION OF SERVICES

That Bidwell Homes Limited be granted a further extension
to the completion of services within Plan M-1O07 from
July 17th to October ~~~ 1977, and that they be advised
that no further extensions to the completion of these
services will be granted and further that the Town
initiate the completion of all outstanding services
not completed satisfactorily as of that date.

That a By-law be passed amending By-law 266/75 as
it relates to the licensing of Alan Kirk Restorations
at their new location of 910 Dillingham Road.
REGION OF DURHAM - PARKING POLICY

endorsement of the proposed Regional Parking Policy.
BROCK TERTIARY PLAN - ORANGEBROOK DEVELOPMENTS

Plan and submitted on behalf of their clients Orangebrook

APPENDIX I
CENOTAPH - MUNICIPAL BUILDING

That the request of the Royal Canadian Legion in their
letter of July 27th 1977 for financial assistance in
the construction of a Cenotaph proposed for the front
of the Municipal Building be referred for consideration
during the 1978 budget review.
ONTARIO HOUSING CORPORATION

That the Town of Pickering advise the Ontario Housing
Corporation of its approval of the establishment of
an area-wide Housing Authority, exclusive of the City
of Oshawa, to administer Ontario Housing Corporation
units within the Region of Durham.
SUBDIVISIONS - SIMON HENRY KAPTYN ESTATES -
AMENDED STORM DRAINAGE PROPOSALS

That the Director of Public Works be authorized to
negotiate with the Simon Henry Kaptyn Group concerning
the storm drainage system for their property on
Plan M-1040 in the Industrial Area and that a report
be forwarded to Council outlining the preferred
alternative.
PICKERING HOCKEY ASSOCIATION - PROPOSED TOURNAMENT
That the report of the Director of Recreation dated
August 3rd 1977 be adopted and that the Pickering Hockey
Association be permitted to utilize the Public Skating
hours scheduled for the Don Beer Sports Arena on
February 3rd and 5th 1978, as outlined in their request
on June 27th 1977.
ACCOUNTS FOR APPROVAL
That the Accounts dated July 31st 1977 in th amount of
$1,607,249.59, as submitted by the Administrator-
Clerk, be approved.
APPENDIX II
REPORT OF THE EXECUTIVE COMMITTEE MEETING OF AUGUST 15th 1977
1.
DELEGATION - LOT SEVERANCE - BURNS
LOT 13, PLAN 353
That Mr. & Mrs. Neil Burns be informed that the
Town of Pickering is not prepared to deviate from
its policy with respect to lots created by the
Land Severance Committee and that if they wish to
finalize the decision of the Land Severance
Committee with respect to their property in Plan 353,
Lot 13, that they will be obliged to do the
following:
1.
Pay the reduced Land Severance fee of
$2,500.00 to the Town of Pickering.
2.
Provide evidence to the Town that they
have come to a såtisfactory financial
arrangement with The Bramalea Group with
respect to connecting into services
provided by that Company.
3.
Assume the cost of the necessary Reference
Plan to define the one foot strip of land
adjacent to their property owned by the
Town of Pickering.
2.
LEASING OF INDUSTRIAL LANDS
That a By-law be passed authorizing the Mayor and
Clerk to execute a Licence Agreement between the
Town of Pickering and Lorne Davis on lands more
particularly described under Reference Plan 40R-2638
as Part 3 and Part 9.
3.
ALLOCATION OF SEWAGE CAPACITY - INDUSTRIAL LANDS
That the Town Manager be directed to inform the
Region of Durham that the Town of Pickering's position
with respect to the allocation of sewage capacity
within the Industrial Area as expressed in their
Resolution # 167/76, Item 7, dated November 1st 1976
remains flexible and that in particular the
Municipality would be prepared to re-a110cate the
capacity should other developers, such as the
Captain Group, come forward with specific development
plans " capable of immediate implementation.
4.
SITE PLAN AGREEMENT - PARCIVAL DEVELOPMENTS LIMITED
.
That a By-law be prepared authorizing the Mayor
and Clerk to execute a Site Plan Agreement between
the Town of Pickering and parcival Developments
Limited with respect to Lot 116, Plan 350.
5.
COMMEMORATION MEDALS
That the Council Members advise the Town Manager,
prior to August 19th 1977, of those citizens they
feel worthy of receiving the commemorative medal
being issued by the Secretary of State of Canada
in honour of the 25th Anniversary of the accession
of Her Majesty the Queen to the Throne, together
with the reasons why they feel such an award
should be made and that a final list for submission
to the Office of the Premier be prepared for the
approval of Council prior to August 23rd 1977.

APPENDIX II
ELVIN CONSTRUCTION LIMITED - DRAFT PLAN OF SUBDIVISION
ROSEBANK ROAD SOUTH
That the Town Solicitor be directed to withdraw the
Town's appeal to the Ontario Municipal Board against
the Land Division Committee decisions affecting
LD 254/76 and LD 256/76 on the express understanding
that the development of these two lots will be
subject to a Development Agreement with the Municipality
and, conditional upon Mr. Elvin entering into a
further agreement acknowledging that the development
of the surplus lands will not take place without
benefit of a Registered Plan of Subdivision.
