GARAGE LICENSING BY-LAW-
AUTO-TRUCK RUSTPROOFING (PICKERING) LIMITED
Mr.Edwin J. Welch of Auto Truck Rustproofing (Pickering)
Limited, spoke to the item. Mr. Welch indicated that
he was willing to have the "H" Licence without the
retailing of gas and oil. In the discussion it was
pointed out that there is a conflict with the zoning
by-law and the retailing of accessories. It was
pointed to Mr. Welch that he can install the accessories
within the framework of his "G" designation licence
and that on June 14th 1977 the whole Brock Industrial
Area will be considered when the study comes before
Council. Mr. Welch agreed to continue with his "G"
Garage Licence and to await the outcome of the Brock
Industrial Area Study.

of May 9th 1977 dealing with the Garage Licensing By-

Association, addressed Council on the item of the
modification of the Dressing Rooms. He indicated
that the Executive of the Pickering Hockey Association
concurred with the recommendation of the Executive
of the Pickering Panthers.

Planning Committee Report of May 10th 1977 be adopted.

Moved by Councillor Fisher, seconded by Councillor
Anderson that this Council authorizes the publication
of a Public Notice regarding the destruction of weeds
under the provision of the Weed Control Act of the
Province of Ontario and directs the Regional Weed
Inspectors to cause noxious weeds or weed seeds to
be destroyed in such a manner as they may deem proper
and that the expenses incurred by the said Weed
Inspectors in the discharge of their duties shall
be placed on the Collector's Roll of this municipality
against the respective parcels concerned and that
such amounts shall be collected in the same manner
as taxes under The Municipal Act.

Moved by Councillor Anderson, seconded by Councillor
Fisher that whereas the By-law #589/77 the Council
of the Corporation of the Town of Pickering authorized
the execution of a Servicing Agreement between the
Corporation of the Town of Pickering and the Regional
Municipality of Durham with respect to the installation
of services on a proposed road in the Brock Industrial
Area (Part 5, Plan 40R-3l58);
AND WHEREAS it may be desirable for the Regional
Municipality of Durham to authorize the use of such
services, for the purposes for which they are designed,
by other persons or parties;
NOW THEREFORE BE IT RESOLVED THAT:
1.
The Regional Municipality of Durham is hereby
given the consent of the Corporation of the Town
of Pickering to the authorization of the use of
the services referred to above by third parties
for the purposes for which the services are designed.
2.
Such use of any of the services shall not be
deemed to be an acceptance of any of the services
by the Regional Municipality of Durham, nor an
assumption by the Region of any liability in
connection therewith, nor a release of the Town
from any of its obligations under the agreement
referred to.

Canada Works Program, and that the same be now read a

finally passed and that the Mayor and Clerk sign the

passed and that the Mayor and Clerk sign the same
and that the Seal of the Corporation be thereto affixed.

moved for leave to introduce a By-law of the Town
of Pickering to authorize the execution of a Subdivision

and Dungarvan Investments Limited, Gillingham Investments
Limited and Highcroft Investments Limited (Lots 13 - 17,
34 - 38, and Part Block B, Plan M-lO17, Draft Plan l8T-75053)
and that same now be read a first and second time,
and the Council go into Committee of the Whole thereon.

Moved by Councillor Kitchen, seconded by Councillor
Cahill that Sub-section C of Section 16 of Schedule B
of the Lookoub Point South Subdivision Agreement be
amended after the words "Commencing in 1981," to read:
"the owner shall pay annually to the Town the sum of
$47,000.00 until the required Industrial/Commercial
buildings have been constructed as liquidated damages".

Limited, Gillingham Investments Limited and Highcroft
Investments Limited carrying on business under the
firm name and style of Lookout Point Developments
(Plan M-IO17) and that same be now read a first,
second and third time and that the same be now finally
passed and that the Mayor and Clerk sign the same
and that the Seal of the Corporation be thereto affixed.

assessed properties in the Town of pickering as
will be required to cover the 1977 requisition from
the Regional Municipality of Durham and that same
be now read a first, second and third time and that
the same be now finally passed and that the Mayor and
Clerk sign the same and that the Seal of the Corporation
be thereto affixed.

It was noted that a report will be forthcoming from
the Director of Public Works concerning the drainage
on the west-side of Fairport Road.

Parking - Wharf Street
There is no parking on both sides of Wharf Street
west of Liverpool Road. However, cars have been
seen parked in that area. The Administrator-Clerk
was requested to contact the Durham Regional Police
concerning the enforcement of the By-law in that
area.
Sheridan MaIl Parkw~=-Earking
It was noted that cars were parked on both sides
of Sheridan Mall Parkway on the occasion of the
Flea Market. This situation is to be checked
concerning any hazards for the Police or the Fire
Departmen t.
Fire Marshall's Report
The Fire Marshall's Report has not been received
as yet
Motorcycles - .~!?~ Road North
It was noted that motorcycles are using areas of
the Bramalea property in the Rosebank Road North
area. Bramalea should be notified of these activities.
Orangebrook I~dustria~Development
There was a request of information to be given to
the Council Members concerning the square footage
of the Orangebrook Industrial Development.

GARAGE LICENSING BY-LAW -
AUTO-TRUCK RUSTPROOFING (PICKERING) LIMITED
That the report of the Town Solicitor dated April
25th 1977 be adopted and that Auto-Truck Rustproofing
(Pickering) Limited be advised that the Municipality
cannot issue the licence designation requested in
Mr. Welch's letter of April 19th 1977, as the property
is not zoned for this purpose.
AGREEMENT - GOVERNMENT OF CANADA -
CANADA WORKS PROGRAM
That the report of the Administrator-Clerk dated
April 25th 1977 be approved and that a By-law be
passed authorizing the Mayor and Clerk to execute
an agreement with the Government of Canada authorizing
the participation of the Municipality in a Canada
Works Program.
BRAMALEA - SERVICING OF BLOCK A, PLAN M-l057
That the reports of the Director of Public Works
dated April 6th 1977 and April 20th 1977 with respect
to the servicing of Block A, Plan M-1057 in the
Bramalea Subdivision be received and that Bramalea
be advised that the Municipality is not prepared to
deviate from the servicing requirements of this
Block, as specified by the Director of Public Works.
PICKERING PANTHER HOCKEY CLUB - DRESSING ROOM-
DON BEER SPORTS ARENA
That the report of the Director of Recreation and
Transportation dated April 20th 1977, and dealing with
the request of the Pickering Panthers Hockey Club for
an additional dressing room in the Don Beer Sports
Arena be approved and that the Town Solicitor prepare
an appropriate funding agreement to cover the cost
of the work.
TENDER - FLAKE AND LIQUID CALCIUM
That the report of the Town Buyer dated May 3rd 1977
and dealing with the supply of Flake Calcium and
Calcium Chloride Solution be adopted.
RESOLUTION - TOWNSHIPS OF SHACKLETON & MACHIN
That the resolution of the Corporation of the Townships
of Shackleton and Machin dealing with the non-medical
use of drugs not be endorsed and that they be encouraged
to obtain the endorsement of their resolution through
the auspices of the Association of Municipalities of
Ontario.
GRANT - DURHAM FEDERATION OF AGRICULTURE
That a grant in the amount of $300.00 be paid to the
Durham Federation of Agriculture for the year 1977.
MINISTRY OF NATURAL RESOURCES - REPORT ENTITLED
"A POLICY FOR MINERAL AGGREGATE RESOURCE MANAGEMENT
IN ONTARIO"
That the reports of the Director of Planning dated April
18th 1977 and the Director of Public Works dated February
22nd 1977, dealing with the report of the Ontario Mineral

TRAFFIC - INTERSECTION OF LIVERPOOL ROAD AND TATRA DRIVE
That the report of the Director of Public Works dated
April 28th 1977 and dealing with the intersection
improvements at Liverpool Road and Tatra Drive be
received; and that the proposed cost of $18,000.00
be included in the 1977 Road Program.
MINISTRY OF AGRICULTURE AND FOOD - REPORT ENTITLED
"A STATEGY FOR ONTARIO FARMLAND"
That the report of the Director of Planning dated
April 28th 1977 and dealing with the report of the
Ministry of Agriculture and Food entitled "A Strategy
for Ontario Farmland" be received and that a copy of
this report be forwarded to the Ministry of Agriculture
and Food for their information.
GARAGE LICENCE - NEL'S AUTO SERVICE
That the repo~t of the Town Solicitor dated May 4th
1977 and dealing with an application for a Class
"c" Garage Licence by Ne1's Auto Service of 933
Dillingham Road be adopted and that the necessary
by-law amendment be prepared incorporating the
conditions contained with Mr. Sheffield's report
of May 4th 1977.
SUBDIVISION AGREEMENT - LOOKOUT POINT SOUTH
That a by-law be prepared authorizing the Mayor
and Clerk to sign a Subdivision Agreement with
Dungarvan Investments Limited, Gillingham Investments
Limited and Highcroft Investments Limited covering
a Plan of Subdivision, more particularly described
as Lots 13 - 17, 34 - 38, and Part Block B, Plan
M-1017, Town of Pickering.
AMENDMENT TO SUBDIVISION AGREEMENT - LOOKOUT POINT
That the report of the Town Solicitor dated May 4th
1977 dealing with an amendment to the Lookout Point
Subdivision Agreement dated December 3rd 1973 be adopted
and that the necessary by-law be prepared authorizing
the Mayor and Clerk to sign the amending agreement.
AGREEMENT - ERNEST L. STROUD
That a By-law be prepared authorizing the Mayor and
Clerk to execute an agreement between the Corporation
of the Town of Pickering and Ernest L. Stroud pursuant
to a condition attached to Land Division Committee
decisions LD 60/77 and LD 61/77, with respect to
certain lands in Lots 29 and 30, Range 3, Broken
Front Concession.
BELL CANADA - RATE INCREASES
That the letters of Bell Canada dated April 19th 1977
including their submissions to the Canadian Radio-
Television and Telecommunications Commission requesting
rate increases within the Markham and South Pickering
sectors be received for information.

ACCOUNTS FOR APPROVAL
That the Accounts dated April 29th 1977 in the
amount of $1,338,857.02 as submitted by the
Administrator-Clerk, be approved.
TENDER FOR FLOODLIGHTING - DUNMOORE TENNIS COURT
That the tender of Gardner Industrial Electric
Limited be accepted for the supply and installation
of Floodlighting for One 4-Court Tennis Court, in the
amount of $6,828.00, as recommended by the Town Buyer
in his report of May 6th 1977.
TENDER - FLOODLIGHTING - CLAREMONT LAWN BOWLING GREEN
That the tender ofStaoey Electric Company Limited be
accepted for the supply and installation of Floodlights
at Claremont Lawm Bowling Green in the amount of
$6,713.00 as recommended by the Town Buyer in his
report of May 6th 1977.
EXPROPRIATION OF MUNICIPAL PROPERTIES
That Anthony R. May be retained to prepare appraisals
on the following Municipal properties expropriated
by the Federal Government for the proposed Airport:

Old Municipal Garage
Atha Community Centre
A1tona Community Centre
Brougham Community Centre
at a cost not to exceed $9,000.00.
LEGAL COUNSEL - TOWN CENTRE
That the AdministratOr-Clerk be authorized to retain
David B. Greenspan to continue as legal counsel to
the Municipality in the development of the Town Centre.
