Fisher that the minutes of the meeting of April 18th
1977, be adopted.

of Pickering to authorize the execution of a Site
Plan Agreement between the Corporation of the Town
of Pickering and The Pentecostal Assemblies of Canada
with respect to Part Lot 28, Range 3, B.F.C. (P CA 109/76)
and that same be now read a first, second and third
time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the

Councillor Robertson, seconded by Councillor Fisher
moved for leave to introduce a By-law of the Town
of Pickering to authorize the execution of an Option
Agreement between the Corporation of the Town of
Pickering and The Minister of the Environment with
respect to permanent and temporary easements in
Part Lot 18, Concession 1 (Plummer Street Road Allowance)
York/Durham Sewage System, and that same be now read
a first, second and third time and that the same be
now finally passed and that the Mayor and Clerk sign
the same and that the Seal of the Corporation be
thereto affixed.

moved for leave to introduce a By-law of the Town
of Pickering to authorize the execution of an Easement
Agreement between the Corporation of the Town of
Pickering and Silvio Tachella with respect to Part
Lots 1, 2 and 37, Plan 283, and that same be now read
a first, second and third time and that same be
now finally passed and that the Mayor and Clerk sign
the same and that the Seal of the Corporation be
thereto affixed.

the Seal of the Corporation be thereto affixed.

By-Law Number 597/77
Councillor Kitchen, seconded by Councillor Anderson
moved for leave to introduce a By-law of the Town
of Pickering to authorize the execution of an Agreement
between the Corporation of the Town of Pickering and
T. & I. MacKay with respect to Lot 79, Plan 816
(P CA 6/77) and that same be now read a first, second
and third time and that the same be now finally passed
and that the Mayor and Clerk sign the same and that
the Seal of the Corporation be thereto affixed.

By-Law Number 598/77
Councillor Anderson, seconded by Councillor Fisher
moved for leave to introduce a By-law of the Town
of Pickering to levy such rates against all of the
assessed properties in the Town of Pickering as
will be required to cover the 1977 requisitions from
the Durham Board of Education and the Durham Roman
Catholic Separate School Board, and that same be now
read a first, second and third time and that the same
be now finally passed and that the Mayor and Clerk
sign the same and that the Seal of the Corporation
be thereto affixed.

By-Law Number 599/77
Councillor Fisher, seconded by Councillor Robertson
moved for leave to introduce a By-law of the Town
of Pickering to adopt the 1977 Budgets of the Town
of Pickering and to provide for the levy of the required
rates, and that same be now read a first, second and
third time and that the same be now finally passed
and that the Mayor and Clerk sign the same and that
the Seal of the Corporation be thereto affixed.

By-Law Number 600/77

moved for leave to introduce a By-law of the Town
of Pickering to number the homes and lots in Registered
Plan M-l089, and that same be now read a first, second

and that the Mayor and Clerk sign the same and that
the Seal of the Corporation be thereto affixed.

moved for leave to introduce a By-law of the Town
of Pickering to authorize the execution of a Fùnding
Agreement for the Liverpool Community Study Area
between the Corporation of the Town of Pickering
and J.D.S. Investments Limited, The Cadillac Fairview
Corporation Limited, Orange Brook Developments
Limited and Eagle Brook Investments Limited and
Canada Permanent Trust Company and Peter Kirkland
Marshall, executors of the estate of K.R. Marshall,
and that same be now read a first, second and third
time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the
Seal of the Corporation be thereto affixed.

moved for leave to introduce a By-law of the Town
of Pickering to authorize the execution of a Condominium
Agreement between the Corporation of the Town of
Pickering and Kipark Construction Limited and Farnham
Holdings Limited carrying on business as Tudor Glen
Homes, Block A, Plan M-lO17 (Condominium Plan l8CDM
75-134) and that same be now read a first, second
and third time and that the same be now finally passed
and that the Mayor and Clerk sign the same and that
the Seal of the Corporation be thereto affixed.

OTHER BUSINESS
O.M.R.A. Convention
Councillor Kitchen indicated that the O.M.R.A. Convention
is to be held from May 25th to 28th 1977. The question
was raised as to who would be attending the Convention.
2.
Rotary Civic Appreciation Dinner
The Rotary Civic Appreciation Dinner is to be held on
a Monday still to be determined. It was requested
that the Council Meeting on that day be deferred until
after the Dinner. The Administrator-Clerk is to
arrange an appropriate date for this occasion.

Councillor Robertson, seconded by Councillor Fisher
moved for leave to introduce a By-law of the Town
of Pickering to confirm the proceedings of the
Council of the Corporation of the Town of Pickering
at its meeting held on the 2nd day of May 1977, and
that same be now read a first, second and third time
and that the same be now finally passed and that the
Mayor and Clerk sign the same and that the Seal of
the Corporation be thereto affixed.

TOWN SIGN BY-LAW - VIOLATION
That the report of the Town Solicitor dated
April 15th 1977 with respect to a violation of
By-law 3071 by Shoreham Apartments (Avalon
Condominium) be received and that the By-law
Enforcement Officer be directed to remove the
offending sign upon further notice to Shoreham
Apartments.
TENDER - SUPPLY OF CULVERTS
That the report of the Town Buyer dated April 19th
1977 with respect to the co-operative tender
circulated by the Region of Durham for the supply
of corrugated steel culverts be adopted.
SITE PLAN AGREEMENT - PICKERING PENTECOSTAL CHURCH
That a by-law be prepared authorizing the Mayor
and Clerk to execute a Site Plan Agreement dealing
with property in Part Lot 28, Range 3, owned by
the Pickering Pentecostal Church.
OPTION AGREEMENT - MINISTRY OF THE ENVIRONMENT
That a by-law be prepared authorizing the Mayor and
Clerk to execute an Option Agreement granting the
Ministry of the Environment an easement over a portion
of Plummer Street to accommodate a portion of the
York/Durham Trunk Sanitary Sewer System.
EASEMENT AGREEMENT - SILVIO TACHELLA
That a by-law be prepared authorizing the Mayor and
Clerk to sign an Easement, Agreement in favour of
Silvio Tache1lo over Part of Lots 1,2 and 27, Plan
283.
AIRPORT EXPROPRIATION - MUNICIPAL PROPERTIES
That the Administrator-Clerk be authorized to obtain
estimates on the preparation of appraisals of the
various properties expropriated by the Federal
Government for the proposed Airport and that the
Firm of A.R. May and Associates be requested to
prepare an estimate on the prep~ration of the
necessary appraisals.
TENDER - SALE OF LOT 95, PLAN 816 - OLD FOREST ROAD
That the tender of Giuseppe Nesci for the purchase of
Lot 95, Plan 816 in the amount of $500.00 be accepted.
AGREEMENT - T. & I. MacKAY - LOT 79, PLAN 816
That a by-law be prepared authorizing the Mayor and
Clerk to execute an agreement between the Corporation
and T. & I. MacKay with respect to Lot 79, Plan 816,
as recommended by the Town Solicitor in his report of
April 19th 1977.

FENCE BY-LAW - EXEMPTION
That the request for an exemption to the Town
Fence By-law 425/76, by the owners of 1359/1361
Brands Court not be granted.
DRAINAGE - FAIRPORT ROAD
That the report of the Director of Public Works
dated April 13th 1977 dealing with the Fairport
Road drainage problem be adopted and that he be
instructed to include this project in the 1977
Road Construction Program.
LOCAL IMPROVEMENTS - SOUTHVIEW DRIVE' ROSEBMK AREA
That:
1.
The Town of Pickering assist the Region of
Durham on all procedural matters in order to
finalize all local improvement matters initiated
by the former Township of Pickering and assumed
by the Region of Durham.
That the Region of Durham be authorized to
draw an amount of $25,000.00 from the Town of
Pickering's Sewage Reserve Fund held by them
on its behalf, on the understanding that the
Region of Durham will absorb allover-expenditures
of the Rosebank Area Sanitary Sewer Local Improve-
ment project (960-7400).

That the Town of Pickering give a grant of
$4,000.00 to the Region of Durham under Section
248A of The Municipal Act on the understanding
that they will absorb allover-expenditures of
the Southview Drive Watermain Local Improvement
Project (960-7407); and that the $4,000.00 be
charged to G/L 2195 Grants to Organizations as
an unbudgeted expenditure item for 1977.
4.
That the Town of Pickering provide space for
the holding of a Court of Revision to hear all
appeals against the Local Improvement Assessments
for the Southview Drive and Rosebank Area.
REQUEST TO PURCHASE WALKWAY - ADJACENT TO LOT 42, PLAN M-997
That Block Q, Plan M-997 be made available for sale to
the owners of Lot 41 and 42, Plan M-997. The price to
be established on a per square foot basis based on values
of property in the immediate area.
BRONTE SQUARE - ZONING APPLICATION
That the letter of Mr. W.J. Madden with respect to the
Bronte Square Development proposed by Runnymede Development
corporation Limited be received and that he be advised
that he will be notified at such time as a formal zoning
application is considered by the Planning Committee for
the re-zoning of these lands to permit the development
proposed by Runnymede Development Corporation Limited.

MINISTER'S ZONING ORDER MODIFICATION APPLICATION M 7/77
R. KUBLINSKI, PART LOT 6, CONCESSION 5
That Application M 7/77 by R. Kublinski to modify the
Minister's Zoning Order in respect to lands being
Part Lot 6, Concession 5 on the north side of the
Fifth Concession Road to permit the construction of
a residence on a lot with 520 feet lot frontage and
10 acre lot area be APPROVED, on the grounds that
the subject proposal is in compliance with Council's
Rural Area Development Policy and the property is
not within the noise cone of the proposed Pickering
Airport.
ACCOUNTS FOR APPROVAL
That the Accounts dated April 19th 1977 in the amount
of $469,924.56, as submitted by the Administrator-Clerk,
be approved.
AMENDMENT TO GARAGE LICENSING BY-LAW
That a by-law be prepared amending By-law 266/75
incorporating the recommendation of the Town Solicitor
in his report of April 19th 1977, as it relates to
the licensing of Robert Lafontaine, carrying on
business as B.P. Service Centre.
RUNNYMEDE DEVELOPMENT CORPORATION LIMITED
GLENDALE SUBDIVISION AGREEMENT
That the report of the Administrator-Clerk dated
April 18th 1977 relative to the Runnymede Development
Corporation Limited be received and that no further
action be taken.
MITCHELL PARK
That the remainder of the brick wall at Mitchell
Park be removed.
