HomeMy WebLinkAboutFebruary 21, 1977 (I) - 20 - 5/77 COUNCIL MEETING A meeting of the Pickering Town Council was held on MONDAY, FEBRUARY 21st 1977 at 8:10 p.m. PRESENT: Mayor G. Ashe Councillors J. Anderson L. Cahill D. Kitchen K. Matheson A. Robertson N.C. Marshall - J.P. Myslik Administrator-Clerk Deputy Clerk ADOPTION OF MINUTES ( II) Moved by Councillor Cahill, seconded by Councillor Robertson that the minutes of the meetings of February 7th and 14th 1977 be adopted. CARRIED DELEGATION Mr. L.I. Greenbaum of Runnymede Development Corporation Limited was in attendance to discuss with the Committee Item #7 of the Planning Committee Report. Through an oversight, Runnymede did not receive notification that this Plan of Subdivision was being considered by the Planning Committee during their meeting of February 9th (See Resolutions - Item #2) 1977. Mr. Greenbaum spoke to the matter and he expressed four areas of concern to the Runny~ede Development Corporation. a) Whether the Town was satisfied that its land use ,op_tions for this area are protected by the release of eight units as approved at this time. b) That the Municipality not lift the l' reserve on the northerly end of Monteagle Circle known as Block "T", Plan M-1038 until such time as the Developer and Runnymede Development Corporation Limited arrive at a satisfactory agreement relative to servicing cost sharings. c) The problem of storm drainage for the subject land. d) That the sewage treatment plant capacity allocation for Runnymede be safeguarded. The Mayor responded to the four concerns of Mr. Greenbaum and indicated that the interests of Runnymede Development Corporation Limited would not suffer from the development by Jack Jacobsen. Mr. Greenbaum indicated that he would appreciate a written answer to the concerns which he had expressed. - 21 - 5/77 (III) CORRESPONDENCE The Ontario Municipal Recreation Association distributed details on its Conference being held at Trent University in Peterborough from May 25th to 28th 1977. Delegates from Members of Council are invited. (IV) REPORTS - See Appendix I Ontario Humane Society Report for the month of January 1977, with comparison figures for the month of January 1976. (V) RESOLUTIONS REPORT OF THE EXECUTIVE COMMITTEE OF FEBRUARY 8th 1977 See Appendix II Resolution 23/77 Moved by Councillor Kitchen, seconded by Councillor Robertson that the recommendations contained in the Executive Committee Report of February 14th 1977, items #1, #2 and #4 to #9, be adopted. CARRIED Resolution 24/77 - Item #3 Moved by Councillor Kitchen, seconded by Councillor Robertson that item #3 of the Executive Committee Report of February 14th 1977, be adopted. PLANNING COMMITTEE REPORT OF FEBRUARY 8th 1977 See Appendix III Resolution 25/77 Moved by Councillor Matheson, seconded by Councillor Anderson that the recommendations contained in the Planning Committee Report of February 8th 1977, item #'s 1, 3, 5, 6, 8, be adopted. CARRIED Resolution 26/77 - Item #2 Moved by Councillor Matheson, seconded by Councillor Anderson that item #2 of the Planning Committee Report of February 8th 1977, be adopted. Councillor Anderson. - 22 - 5/77 (V) RESOLUTIONS (Continued) Resolution 27/77 - Item #4 Moved by Councillor Matheson, seconded by Councillor Anderson that item #4 of the Planning Committee Report of February 8th 1977, be adopted. CARRIED Resolution 28/77 - Item #7 Moved by Councillor Cahill, seconded by Councillor Matheson that item #7 of the Planning Committee Report of February 8th 1977 be deferred to staff and to the next Executive Committee Meeting. CARRIED Resolution 29/77 Moved by Councillor Matheson, seconded by Councillor Cahill that the week of March 6th - 12th 1977 be proclaimed as "Children's Aid Week" in the Town of Pickering. CARRIED Resolution 30/77 - See Appendix IV Moved by Councillor Anderson, seconded by Councillor Matheson that whereas Section 636a of the Municipal Act as enacted by Statutes of Ontario, 1973, c. 124 transfers the responsibility for the hearing of the applications for cancellation, reduction and refund of taxes to the Council of the Municipality; AND WHEREAS notices in writing of applications have been received by the Clerk of the Municipality for the cancellation, reduction, and refund of taxes for various reasons; AND WHEREAS upon investigation and receipt of reasonable explanations all claims have been substantiated; BE IT THEREFORE RESOLVED that the Council of the Town of Pickering accept the following list of applications and authorize the adjustment of taxes to be made accordingly. CARRIED Resolution 31/77 Moved by Councillor Anderson, seconded by Councillor Matheson that whereas the Public Transportation and Highway Improvement Act requires the submission of a statement of proposed Transit Operating Expenditures to the Ministry of Transportation and Communications for approval, and WHEREAS the normal Transit Operating Expenditures for the year 1977 are estimated at $313,100.00 with subsidies estimated at $136,025.00, and - 23 - 5/77 (V) RESOLUTIONS (Continued) Resolution 31/77 (Continued) WHEREAS the normal Transit Capital Expenditures are estimated at $52,500.00 with subsidies estimated at $39,375.00; THEREFORE the Council of the Corporation of the Town of Pickering adopts the estimated expenditures and subsidies and submits same to the Ministry of Transportation and Communications for approval. CARRIED Resolution 32/77 Moved by Councillor Kitchen, seconded by Councillor Anderson that the Council of the Corporation of the Town of Pickering request the Regional Municipality of Durham to install a 683 exchange telephone number so that the residents of Pickering may be able to call the Region without having to pay long distance charges. CARRIED (VI) BY-LAWS By-Law Number 557/77 Councillor Robertson, seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Lease Agreement between the Corporation of the Town of Pickering and Ontario Hydro with respect to the rental of land for parking purposes at the Don Beer Sports Arena, and that same be now read a first, second and third time, and that same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 558/77 Councillor Cahill, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to fix instalment dates, penalty amounts and interest rates respeëting the payment and collection of taxes, and that same be now read a first, second and third time, and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. - 24 - 5/77 (VI) BY-LAWS (Continued) By-Law Number 559/77 Counci110r Anderson, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to amend By-law Number 195/75 - Regulation of Traffic, and that same be now read a first, second and third time, and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 560/77 Councillor Cahill, seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to exempt certain parts of Plan M-l024 from part lot control, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto afffixed. CARRIED By-law read a first, second and third time and finally passed. (VII) 1. OTHER BUSINESS Transit Capital and Operating Subsidy See Resolution Number 31/77 2. Request of a 683 Exchange telephone number at the Regional Office. See Resolution 32/77. 3. Regional Waterbil1ing Councillor Kitchen submitted a notice of motion relative to the Regional Waterbilling. 4. Industrial Seminar - Norm Cafik Mr. Cafik indicated that there will be an Industrial Seminar held on March 9th 1977 at the General Sikorski Hall in Oshawa. Registration fees are $15.00. (VIII) CONFIRMATION BY-LAW By-Law Number 561/77 Councillor Matheson, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 14th and 21st day of February 1977, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. SO/each Tunics $88.3s/each Officers Tunics $94.ls/each Parkas '$33.s0/each LEASE - PARKING LOT - DON BEER SPORTS ARENA That a by-law be passed authorizing the Mayor and Clerk to sign a Lease Agreement with Ontario Hydro covering the lands utilized for parking purposes at the Don Beer Sports Arena. PICKERING HOCKEY ASSOCIATION WHEREAS the Pickering Hockey Association has co-operated with the Municipality in combining the various Hockey Associations that formerly operated within the Town of Pickering; and WHEREAS as a direct result of the Town's policy concerning the registration of non-resident hockey players, the Association has experienced a major reduction in registration for their programs for the 1976-77 Season; and WHEREAS during earlier discussions on the Town's policy, the Municipality indicated that it would assist the Association during its formative year; BE IT THEREFORE RESOLVED that a one time grant of ,$3,180.00 be paid to the Pickering Hockey Association for the 1976-77 Season and that provision for this amount be included in the 1977 budget. RAILWAY CROSSING - SIDELINE 30, CONCESSION 7 That the Canadian Transport Commission be advised that the Municipality has no objection to the Railway removing its crossing located on Sideline 30, Concession 7, nor would the Town have any objection to the Railway fencing across the unopened road allowance adjacent to its boundaries. BAY RIDGES COMMUNITY CENTRE That the report of the Director of Recreation and Transportation dated January 26th 1977 and dealing with the Bay Ridges Community Centre be approved and that the Municipality assume the maintenance responsibilities for the Bay Ridges Community Centre immediately. Continued.....2 6. I! 7. 8. 9. < - 2 - PICKERING HIGH SCHOOL - RUGBY TEAM That-the report of the Director of Recreation and Transportation dated January 26th 1977 be approved and that Mr. G. Hiron of Pickering Hiqh School be advised that it is not the policy of the Town of Pickering to underwrite the cost of such activities. MOTORIZED SNOW VEHICLE ACT That a resolution be passed authorizing the Durham Regional Police Department to act as agents for the Town of Pickering in the enforcement of the Ontario Motorized Snow Vehicle Act. RESOLUTION - MUNICIPALITY OF CAVAN That the resolution of the Municipality of Cavan, dealing with farm marketing policies not be endorsed and that they be encouraged to obtain the endorsement of their resolution through the auspices of the Association of Municipalities of Ontario and/ or the Rural Ontario Municipal Association.
