COUNCIL MEETING
A meeting of the Pickering Town Council
we held on Monday, the First day of MARCH
1976 at 8:00 p.m.

ADOPTION OF MINUTES
Moved by Councillor Matheson, seconded by Councillor Searle
that the minutes of the meeting of February 16th 1976 be adopted.

(II)
DELEGATIONS
Representatives of the Ajax-Pickering Social Planning Council
were in attentance to address Council with respect to the
current staff freeze imposed by the Region of Durham in the
Family Counselling field in the Ajax-Pickering sector.
They submitted a written brief to members of Council.
MOTION
Moved by Councillor Matheson, seconded by Councillor Anderson
that Mrs. H. Polak be heard.
CARRIED
Mrs. Polak explained that the staff of the Ajax-Pickering
Counselling Service was reduced to one member and that the
staff was frozen at this time by the Region of Durham. She
explained further that this service was offering a very
necessary assistance in the area. The Mayor explained that
there was one addition to the staff already approved and that
the staff freeze was only temporary until such time as the
budgets were approved. (Resolution - See below)

REPORTS
The Ontario Humane Society Report for the year 1975.
It was noted that the By-law Department should review the
animal control by-law and also that the tri-municipal committee
requested Pickering to review the matter of animal control.

That the Regional Local
Richardson's memorandum
of $22,100.00 for water
the finalization of the

Surcharge, as outlined in Mr. R.F.

figure quoted by the Regional Finance

That the Regional Local Surcharge, as outlined in Mr. R.F.
Richardson's memorandum of February 9th 1976, in the amount
of $433,200.00 for sewerage services, be accepted, subject
to the finalization of the figures quoted by the Regional
Finance Department.
AND THAT the necessary funds be raised by a mill rate levy and
capital payment across the urban service areas with the final
amount and process to be determined prior to the passing of the
general tax rate by-law.

Resolution - Item #12
Moved by Councillor Matheson, seconded by Councillor Spratley
that the staff be requested to report on the possibility of
creating a fire area separate from the existing areas to
include the lands belonging to the Federal Government and
those under the jurisdiction of the North Pickering Development
Corporation, with implications as to timing, costs, implementation
and legality.
LOST
Relative to this item #12, it was noted that fire areas are
not legal in a town.

that the following Department Head Reports for the month of
February 1976 be adopted.

Moved by Councillor Searle, seconded by Councillor Kitchen that
t~EREAS the Public Transportation and Highway Improvement Act
requires the submission of a statement of proposed Transit
Operations Expenditures to the Ministry of Transportation and
Communications for approval;
AND WHEREAS the normal Transit Operating Expenditures for the
year 1975 were estimated at $212,800.00 with subsidies estimated
at $106,400.00;
AND WHEREAS by Resolution 35/75 the Municipality requested the
approval of an Operating Subsidy in the amount of $106,400.00;
AND WHEREAS the Municipality now seeks an additional subsidy
for Operating Expenditures in the amount of $30,065.00;
THEREFORE the Council of the Corporation of the Town of
Pickering adopts the estimated expenditures and subsidies
and submits same to the Ministry of Transportation and
Communications for approval.

that the Mayor be authorized to proclaim the week of March 1st 1976
to be "GUATEMALA EARTHQUAKE RELIEF WEEK" in the Town of Pickering.

Resolution 40/76
Moved by Councillor Kitchen, seconded by Councillor Matheson
that the Town of Pickering request the Region of Durham to
staff the Ajax-Pickering Family Counselling Service to a
degree sufficient to fulfill the requirements in the area.

Moved by Councillor Kitchen, seconded by Councillor Searle
that:
WHEREAS the existing Franchise Dealer for the issuance of
Motor Vehicle Licences is not adequately serving the needs
of the Town of Pickering; and
WHEREAS the population of the Town of Pickering has reached
a point where it warrants a Franchise Dealer within the
Town's boundaries;
BE IT THEREFORE RECOMMENDED that the Ministry of Tran~portation
and Communications consider the establishment of a Franchise
Licensing Dealer within the Town of Pickering and at the same
time give serious consideration to the establishment of a
Driver Examination Centre within the Town of Pickering to
serve the population between the Town of Whitby and the
Borough of Scarborough.

for leave to introduce a By-law of the Town of Pickering to
repeal By-law 4431/73 amending Restriced Area By-laws 2511
and 2520, and that same be now read a first, second 'and third
time, and that the same be now finally passed and that the Mayor
and Clerk sign the same and that the Seal of ehe Corporation
be thereto affixed.

Councillor Matheson, seconded by Councillor Searle moves
for leave to introduce a By-law of the Town of Pickering to
appoint members to the Town of Pickering Public Library Board

passed and that the Mayor and Clerk sign the same and that the
Seal of the Corporation be thereto affixed.

for leave to introduce a By-law of the Town of Pickering to
number the homes and lots in Registered Plan M-I045, and that
same be now read a first, second and third time, and that the
same be now finally passed and that the Mayor and Clerk sign
the same and that the Seal of the Corporation be thereto
affixed.

Councillor Anderson, seconded by Councillor Searle moves for
leave to introduce a By-law of the Town of Pickering to exempt
certain parts of Plan M-1057 from part lot control (Amberlea
Subdivision - Phase 1) and that same be now read a first, second
and third time, and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal of the
Corporation be thereto affixed.

Councillor Anderson, seconded by Councillor Spratley moves for
leave to introduce a By-law of the Town of Pickering to establish
a Community Recreation Centre in the Town of Pickering (Claremont)

that the same be now finally passed and that the Mayor and Clerk
sign the same and that the Seal of the Corporation be thereto
affixed.

Councillor Spratley, seconded by Councillor Kitchen moves for
leave to introduce a By-law of the Town of Pickering to appoint
members to the Committee for the management and control of the
Doctor N.F. Tomlinson Community Recreation Centre for the year
1976, and that same be now read a first, second and third time
and that the same be now finally passed and that the Mayor and
Clerk sign the same and that the Seal of the Corporation be
thereto affixed.

By-law Number 368/76
Councillor Searle, seconded by Councillor Anderson moves for
leave to introduce a By-law of the Town of Pickering to adopt
Amendment Number 24 of the Official Plan for the Town of Pickering
District Planning Area, Region of Durham (Braun Construction -
Part Lot 32, Concession 1) and that same be now read a first,
second and third time, and that the same be now finally passed
and that the Mayor and Clerk sign the same and that the Seal of
the Corporation be thereto affixed.

By-law Number 369/76
Councillor Searle, seconded by Councillor Matheson moves for
leave to introduce a By-law of the Town of Pickering to adopt
Amendment Number 25 of the Official Plan for the Town of
Pickering District Planning Area, Region of Durham, (Onrav(
Limited - Block R, Plan M-19) and that the same be now read a
first, second and third time, and that the same be now finally
passed and that the Mayor and Clerk sign the same and that the
Seal of the Corporation be thereto affixed.

OTHER BUSINESS
The Mayor gave a word of welcome to the Third Bay Ridges Scout
Troup who were in attendance.
2.
Councillor Kitchen presented a notice of Motion, relative to
the Licensing Bureau and Driver.Examination Centre.
MOTION
Moved by Councillor Anderson, seconded by Councillor Spratley
that the motion pertaining tb the Licensing Bureau and Driver
Examinátion Centre be dealt with.

There was announcement of a general meeting of the Big Brothers
of the Ajax-Pickering area to be held on Tuesday, March 9th 1976
at 7:30 p.m. in the Wm. E. Legros Community Centre, Ajax, members
of the public are welcome to attend.

CONFIRMATION BY-LAW
By-law Number 370/76
Councillor Spratley, seconded by Councillor Matheson moves for
leave to introduce a by-law of the Town of Pickering to confirm
the proceedings of the Council of the Corporation of the Town
of Pickering at its meeting held on the first day of March 1976,
and that same be now read a first, second and third time and
that the same be now finally passed and that the Mayor and Clerk
sign the same and that the Seal of the Corporation be thereto
affixed.
