1. Adoption of Minutes of the Meeting of February 10th, 1999
Moved by Gordon Reidt that the minutes of the meeting of February 10th, 1999 be adopted
as circulated.

2. Comments from Interested Members of the Public
Irene Koch, Durham Nuclear Awareness, speaking on behalf of Karen Paul, advised that she
would submit for attachment to the minutes, a copy of the submission made to the Control
Board by Durham Nuclear Awareness. She also requested that the report requested at the
February 10th, Pickering/Ontario Hydro Liaison Committee meeting concerning Fire Safety
at the Pickering Nuclear Generating Station be presented at the June 9th meeting.

3. Durham Nuclear Health Committee Meeting Minutes
The Durham Nuclear Health Committee Meeting minutes dated August 21, 1998 and
February 5, 1999 were received for information. Moved by Pat O’Brien.
4. Actions Arising From Minutes
Plant & Licencing Update - presented by John Froats
- three units are presently running
- day 52 in outage program
Report Card:
-public safety-excellent status
-employee safety-excellent status except for fatality of an employee at Montgomery
Park Road and Brock Road.
-Unit 6 outage fell into 1999 - deviation from plan
-Unit 5 down early
-Financial Performance - haven’t made as much electricity as planned, need to improve
in this area.
-staff morale has improved for 2 basic reasons - a) changing of name and b) issuance of a
two year licence.
Significance Level: (reflects impact on public safety, employee safety, environment, cost,
production, etc.)
Level 1 - minor condition adverse to quality
Level 2 - an event or adverse condition and significant by itself
Level 3 - an event that causes some reduction in safety margin
Level 4 - an event of a significant nature - fatality
-regulatory affairs organizations determine level
- 0 Level 1 - R99 events
-32 Level 2 - R99 events - 12 - public safety impact
20 - other impacts, e.g. cost, production, etc.
Siesmic Update - presented by Clive Alexander
-copies of this presentation were distributed and are attached.
Environmental Action Plan - presented by Judy Ryan
-copies of Ontario Hydro’s Submission of Pickering Detailed Schedule for the
Environmental Action Plan were distributed and are attached.
Project Tracking:
-Report every 6 months to AECB and CAC
-Report 90 day plan to Pickering
-Report each month to Site Vice President meeting
-Report each quarter to PN CNO meeting

Groundwater Study Update - presented by Jamie Lawrie
-Pickering site has a wide groundwater monitoring system
-a ring of wells will be constructed for long term monitoring of groundwater
-test for oil, tritium, flow rate, flow direction, etc.
-2 Phases
-Phase 1 - Engineering Design
-Phase 2 - Engineering and Construction
-Summary-will provide an early warning of groundwater contaminants, allows effective
implementation of corrective actions, etc.
Pickering ‘A’ Restart - presented by Mike Williams
-a presentation was made on Pickering ‘A’ Restart and an indepth document on this issue
was available for information and distributed to committee members.
Economic Impact Study - presented by Jane Tennyson
-more dialogue is planned with the Town of Pickering and the community
-hope to schedule a meeting within the next ten days
-will then meet with the Community Working Group and review the Terms of Reference
-Terms of Reference will be finalized once consultation with the Council of the Town of
Pickering is complete.
-consultants were hired in March to carry out an Economic Impact Study
-this study should be completed by May 31st.
-the data is being accummulated presently
- consideration was given to both Darlington and Pickering Nuclear Generating Stations
on impact to Pickering and Durham Region
5. Other Business
a) Evans Enyolu questioned why Pickering ‘A’ had been layed-up and how staff morale
was.
-In early 1997 an IIPA was undertaken which determined that there was not enough
trained staff to make the required improvements to 20 units.
-2 reasons for shutting down Pickering ‘A’ are a) condensor’s made of copper must be
changed to stop copper emmissions into lake, b) modifications required to shut-down
system.
-1997 was the worse year for staff morale
-the 2 year licence helped morale
-the morale on the project team is very good
b) Denise Wiese questioned where staff will come from once Pickering ‘A’ is up.

-Employees will be taken from Unit B, Bruce Nuclear Generating Station, recruiting from
universities, and contract positions
c) Al Goodall requested that at the next meeting a report be made with respect to what will
be spent for the restart and how will this money be recouped.
d) Evans Enyolu emphasized his request to have a report on who is responsible for which
jurisdiction at the plant as well as a report on Fire Safety at the Pickering Nuclear
Generating Station.
e) Pat O’Brien distributed copies of an update on Ontario Power Generation Year 2000
Testing at Pickering Nuclear. (attached)
