Kearns - Committee Coordinator, Town of Pickering A discussion took place concerning the incident which occurred at the Pickering Nuclear Generating Station on Saturday evening, September 12, 1998. The General Manager expressed his anger at how he was informed of the incident and advised that a ‘courtesy’ call was unacceptable. Ross distributed copies of the formal Notification Process, and the Regional Nuclear Emergency Notification and Offsite Response Levels and explained that the incident on Saturday was a ‘Reportable Event’. Pat O’Brien explained that if an incident is a ‘reportable event’, it is the responsibility of the Durham Emergency Measures Office (DEMO) to notify all interested parties. Pat also advised that the General Manager and Mr. Bob Strickert will be advised at the same time on a non-reportable incident. Ross explained the process followed for ‘Initial Notification’ of a ‘Reportable Event’:  within 15 minutes the Province must be notifed  Durham Regional Police Communications Centre (DRPCC) must receive a fax outlining all details of the incident  the DRPCC Supervisor must be phoned within 10 minutes  confirm that all calls have been made  the fax must be read back to the Duty Contact Person verbatim  the DREM receives a call and requests that the Duty Manager call the station to verify the facts  the Duty Manager then calls DREM to advise what to do - 2 -  Duty Contact Person then calls back to the Supervisor to advise what to send out and to whom. Ross explained that both the Towns of Pickering and Ajax Fire Departments are notified of a ‘reportable incident’ and it is their responsibility to notify the CAO’s of the municipalities. The General Manager stated that he did not want to receive any other calls regarding incidents except from the Fire Chief or Deputy Fire Chief. When the incident has been rectified, the Province telephones with a ‘Stand-Down’ order. The Police notify the Fire Department who in turn notifies the General Manager. The General Manager stated that the formal procedures to be followed are excellent and smartly done but cannot work within Pickering with the problems being experienced at the Pickering Nuclear Generating Station. The General Manager advised that when he has received a call, he then informs the Mayor. Once he has heard from the Fire Chief or Deputy he then informs the Councillors. It was decided that the General Manager would be advised immediately by the DEMO of any ‘reportable incidents’ at the PNGS.
