respect to the new site for the Pickering Museum, and

that the same be now finally passed and that the Mayor
and Clerk sign the same and that the Seal of the Corporation
be thereto affixed.

moved for leave to introduce a By-law of the Town of
Pickering to authorize the execution of an agreement
between the Corporation and Bramalea Consolidated
Developments Limited exempting certain lots from the
provisions of the subdivision agreement dated December
17th 1973, and that same be now read a first, second
and third time and that the same be now finally passed
and that the Mayor and Clerk sign the same and that the
Seal of the Corporoation be thereto affixed.

OTHER BUSINESS
Councillor Kitchen advised that following an investigation
requested by him, the East Shore Marina on Frenchman's
Bay had made the necessary changes to comply with their
site plan agreement with the Municipality. He understood
that representation would be made by the owner of this
property to Council in the future for additional facilities
on the site.
2.
Councillor Kitchen reminded Council of the opening of
the Kins~n Park on Sandy Beach Road scheduled for
June 28~ 1975.

That the Mayor and Clerk be authorized to sign
an agre888nt dated June 16th 1975, auending the
subdivision agreement between the former Township
of pickering and Runnymede Development Corporation
dated December 27th 1973 with reference to a plan
of subdivision of part of Lots 23 and 24, Concession
1 in the ~wn of Pickering and specifically dealing
with the releasing of Block L for furkber develop-
ment subj ect to the developer entering into a
plan of subdivision for this parcel with the
Municipality.
RUNNYMEDB - AGREEMENT - GLENDALE SUBDIVISION -
STORM DRAINAGE EASEMENT - ~MALLPØS DEVELOPMBN'l'St
That the Mayor and Clerk be authorized to exercise
. an easement agreement between the Corporation and
Mallpaks Development Limited in ',Trust. for purposes
of securing an easement for storm sewage purposes
in the Glendale subdivision.

ONTARIO HOUSING ACTION PROGRAM
WRBRBAS the Council of the Corporation of the Town
of Pickering has by resolution endorsed the principles
o~ the Ontario Housing Action program¡
AND WHEREAS the Province of Ontar io is desirous of
stimulating housing construction in the Reqion J
AND WHEREAS Durham developers have indicated their
desire to participate in the aforesaid program¡
AND WHEREAS to achieve the objectives of the Proqram,
it is necessary to construct major sewaqe and water
faci1ities¡
AND WHEREAS the Reqional MuniciHlityof Durham
has sole responsibility for the provision of theee
facilitiesJ
BE IT THEREFORE RESOLVED that the Town of pickerinq
confirm to the Region of Durham that the COrporation
is prepared to use its best effort. to initiate and
complete procedures and make building permits
.~ailable to provide for the construction of 4,100
bo~sing units up to 1978 and upon completion of a
Housing Policy Phase II Study, that it is prepared
to establish housing tarqets for the period after
1978, and further

THAT the Region of Durham be encouraged to make
application to the Ministry of Housiny under the
Ontario Housing Action Program for a series of
annual interest-free loans over a five-year period
commencing in 1975 to assist the Region in the
construction of the required sewage and water

TOWN OF PICKERING PURCHASE FROM MARTIN -
PART LOT 12, CONCESSION 5 - 15 ACRES
That the Mayor and Clerk be authorized to sign an
Agreement of Purchase and Sale for approxtmately
15 acres in Part Lot 12, COncession 5, on property
to be used for the future location of the Town
Museum and that the necessary fund. be secured
from Reserve Fund G/L 4238 - -Recreation projects.,
and, that Clause 2 of the Agreement of Purchase
and Sal~ be changed to read -and the deposit
monies shall be returned to the Purchaser without
interest. .
BRAMALEA CONSOLIDATED DEVEIDPMBNTS LIMftED -
AGREEMENT
That the Mayor and Clerk be authorized to sign
an agreement between the COrporation and Bramalea
COnsolidated Developments Ltmited exempting certain
lots from the provisions of the subdivision
a9reement dated December 17th 1973.
LO'l'TBRY TICKBTS - SALE WITHIN MUNICIPALITY
That the su9gested policy with respect to the
sale of lottery tickets within the Town of pickering
contained in the Administrator-Clerk's report
of June 18th 1975, be adopted.
POLICY - FENCING
That a policy be established with respect to the
sharing of the cost of fences separating Municipally-
owned lands and that of abutting properties and
that the policy be that the Municipality will share
~ally with the abutting property owner the cost
of the fence between the lands of the Municipality
and the owner to a standard consistent with that
in the general neighbourhood, and further, that the
installation of such fences will be subject to
existing Municipal Budget Allocation and priorities
established consistent with the requests received
and, that specific situations and/or problems of
fencing be referred to COuncil for consideration.
GARVOLIN AVENUE BOULEVARD
That the two-foot boulevard on the north side of
Garvolin Avenue be paved, as recOllllD8ftdtÞCl by the
Director of Public Works in his report of June 17th
1975, to the Administrator-Clerk, and tMt the colt
be charged to the Roads Budget. .
ACCOUNTS FOR APPROVAL
That the accounts in the amount of $361,327.25
as submitted by the Administrator-Clerk on June 16th
1975, be approved.

LIVERPOOL ROAD - KINGST~ ROAD TO FINC~ AVENUE
That the Regional Traffic Engineer advise the
Town on whatever measures can be made to alleviate
the sight deficiencies on the hill north of
Highway' 2 on Liverpool ~ad and investigate the
validity of reducing the speed limit to make it
a safer thoroughfare.
PAPER COLLECTION
That the Town's policy on paper collection be
continued to the end of 1975 but that it be
restricted to the garbage area, and the ~ets
of Brougham, Claremont and Greenwoõd.
KROSNO AND BALA'1'ON SEWER EASEMENT
That with the concurrence of the Region of Durham
and the four abutting property owners, and on the
understanding that no cost will be !ncwrred by the
Town, a lease arrangement be entered into with the
abutting property owners adjacent to the easement
fronting from Krosno Boulevard to Balaton Avenue,
subj ect to perpetual easement rights in favour
of the Municipality, and that tenants be charged
. an amount equal to the taxes that the land would
generate should it be taxed. '.
BRIEF TO THE ROBARTS COMMISSION ON ME'rRO' !'ORON"rO
That.the brief to the Robarts Commission on
Metro Toronto be referred back to staff to investigate
in greater depth the various functions that would

Councillor Kitchen advised Council that he had arranged
a meeting for July 22, 1975, at which the D~rector of
P~b¡ic Works would be in attendance to explain to the
residents what the Town proposed in the area. This
follows several residents expressing their opposition
to the proposal.

The Administrator-Clerk had received two telephone calls
from Messrs. Stewart and Randall of Krosno Boulevard who
had requested that the matter of Hydro vehicles using the
residental a£ea be raised in Council. The subject is
being monitored by the Police Department and they will
be contacted.

The Mayor reminded Council of the Mayor's Blood Donor
Clinic scheduled for July 31st 1975 from 2.00 p.m. to
8.30 p.m.
4.
The Mayor advised Council that a press release of the
previous week indicated that the Brock North Sanitary
Landfill Site had been found unsuitable by the Ministry
of Environment for Sanitary Landfill purposes and no
licence for this use would be issued. Limited use was
to be considered on the Brock South Site, the major
portion of which fell within the Town of Ajax.

RESOLUTION RE: ONTARIO H:tDRO PROPOSED RATE INCREASES

That whereas ontar io Hydro is proposing rate
increases amounting to 30\ for municipal custome8s
in 1976, followed by further increases of 25' in
1977 and 20\ in 1978, for a cumulati~e increase
totalling 95' over the three year span¡ and
Whereas these proposals will be examined by the
ontario Energy Board who are inviting interventions1 and
Whereas the proposed increases are intended to generate
$14 billion for ontario Hydro capital expansion¡ and
Whereas while such a huge expansion may be necessary,
it is incumbent upon ontario Hydro thoroughly justifying
their plans at the Board Hearing: and
WtiØ~as the effect of those costs will be to double
hydro rates for municipal customers, thus adding sub-
stantially to the inflationary spiral¡
Therefore be it resolved that the Town of pickering
register its concern with ontario Hydro and the
Provincial Government regardinq the excessive rates
projected for Hydro consumers in the Province and
that it urge the consumers within the Town of pickering
to register their concern with Ontario Hydro, the
Minister of Energy and their local M.P.P..

submitted to the Town of Pickering for approval
