A meeting of the Pickering Town Council
was held on Monday, the THIRD day of

ADOPTION OF MINUTES

MOVED by Councillor Spratley, seconded by Councillor
Matheson, that the minutes of the meeting of January
20th 1975, be adopted.

DELEGATIONS
1.
The Mayor welcomed the 4th Bay Ridges Scout Troop to
the meeting.
Mrs. O'Donnell Chairman of the Durham Region Board of
Education and Mr. Ken Munro were in attendance to
sign the Agreement covering the community use of the
Dunbarton High School. The Mayor outlined the
significance of this Agreement whereby the board
has giving ample evidence of its philosophy of
making school buildings available to members of the
public for recreation purposes during non- school
hours.

W.L. Ogden and Miss Judy Cooper Regi.trar and Vice-
President respectively of the Society of Directors
of Municipal Recreation of Ontario were in attendance
to present a P~-1.lowship in the Society to Mr. David
Bass Director of Recreation and Transportation.
In making the award Mr. Ogden noted that in the
twenty-nine years of the Society only fifty odd
individuals had been so honoured. The Mayor
offered the congratulations of Council and the Town
residents to Mr. Bass for his achievement.

dated December 20th 1974 to the Town Manager dealing
with the 'No Left Hand Turn' By-law on Sandy Beach Road
be accepted and that Mr. B.C. rieil be advised that the
By-law will not be repealed at this time. As recommended'
in the Report of the Executive Committee Meeting held on
Monday, January 13th 1975.

OTHER BUSINESS
~".embers of Council questioned the synchrcnization of
the four lights on the Brock Ro~d south of #2, and
wondered whether this might be reviewed wlththe M.T.C.
The Mayor informed Council of the reconstruction of
Brock Road south of Bayly Street which was to start
almost immediately. In response to an enqairy from
Councillor Robertson he indicated that the Recreation
Department and Ontario Hydro wer~ studying the possibility
of incorporating a bicycle path within the Hydro right-
of-way systømwhich would prove far more extensive than
the inclusion of such facilities on the Brock Road.
In this regard Councillor Kitchen wondered whether it
was possible to secure a similar facility between the
Arena and Sandy Beach Road, indicating that he understood
that this had been a condition of a land severance
application.
Councillor Robertson wished to record the appreciation
of the Council to the Minor Hockey Association for the
very well run Tournament that was held at the Don Beer
Arena during the previous weekend. He was particularly
impressed with the sportsmanship shown by the participants
as well as the spectators.
Council also wished to extend its congratulations to the
Big M Hockey team for winning the Silver Stick Competition.
Councillor Anderson requested the permission of Council
to attend theODtar~o TrafficConvention scheduled for
the latter part of February.

attend the Ontario .-~affic Convention scheduled for the
Royal York Hotel on February the 27th and 28th 1975.

CARRIED
Councillor Kitchen advised Council that he understood
Bay Ridges Cable T. V. ~'!as in the process of applying for
a rate increase and he wondered whether the company should
be asked to make a presentation to Council to determine
whether the present Municipal levy of 75~ per hook-up
should not be reviewed ip light of the impending increase.
The Mayor indicated that7~as the intention of the Company
to fully discuss this matter with Council once the additional
equipment required for extended services was available and
they had a better idea of what the benefits to the residents
would be.

REPORT OF THE EXECUTIVE COMMITTEE OF JANUARY 27TH 1975
The Executive Committee presents its Report ~nd respectfully
reports and recommends as follows~
RECOMMENDATIONS - (For Council Approval)
1.
STANDARD FORM OF SUBDIVISION AGREEMENT
That the Standard Form of Subdivision Agreement recommended
by the Town Solicitor to the Manager in his memorandum of
January 14th be approved.
2.
RESOLUTION - TOWN OF MARKHAM
That the Resolution of the Town of Markham contained in their
circular of January 16th 1975, dealing with a revised election
date in the Province, be endorsed.
3.
CORONER'S JURY - ACCIDENT OF JUNE 28/74
That the recommendations of the Coroner's Jury investigating
the death of Michael Hiller on June 28th 1974 at the C.N.R.
overpass at Highway #2 be endorsed on the express understanding
that the implementation and cost associated with these
recommendations is solely that of the C.N.R.
4.
PICKERING DEVELOPMENTS SUBDIVISION
WALKWAY IN PARK FROM BRANDS COURT TO GLENGROVE PUBLIC SCHOOL
That sufficient funds be included in the 1975 Public Works
budget to accommodate the snow clearing of the walkway from
Brands Court to Glengrove Public School.'
5.
LIVERPOOL ROAD - SIDEWALK AT HWY.#401 - INTERCHANGE
That the letter to Mr. R.J. Hutchinson from the Ministry of
Transportation and Communications with respect to the sidewalk
on the west side of Liverpool Road and Highway #401 dated
January 7th 1975 be received and filed.

CONSERVATION - ROSEBANKAREA
That whereas the Municipality has requested the Metro Toronto
and Region Conservation Authority to conduct a Conceptual
Study of the Rosebank area; and
Whereas provision is being made in the 1975 budget of the
Authority for such a Study;
Be it therefore enacted that the brief submitted by the
East Rouge Ratepayers' Association to the members of the
Executive Committee during their meeting of January 13th
1975 be received, and that the Ratepayers' Association be
advised of the results of the Conceptual Study once it has
been completed.
7.
FIVE YEAR CAPITAL FORECAST 1975 - 1979
That the Five Year Capital Forecast contained in the report
of the Treasurer to the Manager dated January 10th 1975 be forwarded
to the Region of Durham and to the O.M.B. for approval.
1974 EQUALIZED ASSESSMENT REPORT FOR REGIONAL MUNICIPALITY OF
DURHAM
That the report of the Treasurer dated January 21st 1975 to
the Town Manager, dealing with the 1974 Equalization Assessment
Report for the Regional Municipality of Durham, be received,
and that the Clerk be instructed to withdraw the Municipality's
appeal to the Ontario Municipal Board against the 1974
Equalized Assessment.
