Ashe Councillors - Clerk J. Anderson D. Kitchen A. Robertson B. Searle K. Spratley (arrived K. Matheson N.C. Marshall 8:12 p.m.) (1) ADOPTION OF MINUTES MOVED by Councillor Matheson, seconded by Councillor Robertson, that the minutes of the meeting of January 13th 1975, be adopted. CARRIED (11) RESOLUTIONS REPORT OF THE EXECUTIVE COMMITTEE OF JANUARY 13th 1975 The Executive Committee presents its Report and respectfully reports and recommends as follows: RECOMMENDATIONS - (For Council Approval) 1. WHITE'S ROAD - SOUTH OF OKLAHOMA DRIVE ASSUMPTION BY REGIONAL MUNICIPALITY OF DURHAM That the Town of Pickering request the Region of Durham to assume White's Road, south of Oklahoma Drive as a Regional Road, as recommended by the Director of Public Works in his report of December 30th 1974 to the Town Manager. 2. EXTENSION OF GAR3Þf3 ARE.,,- That the existing Garbage Area not be extended beyond its present boundaries, as recommended by the Director of Public Works in his report of December 30th 1974 to the Town Manager. 3. SANDY BEACH ROAD - "NO LEFT TURN BY-LAW" That the report of the Director of Public Works, dated December 20th 1974, to the Town Manager dealing with the "No Left Hand Turn" By-law on Sandy Beach Road be received and that Mr. B.C. Neil be advised that the By-law will not be repealed at this time. 4. WINTER CONTROL - SIDEWALKS That the Director of Public Works be authorized to proceed with snow removal program for sidewalks, as detailed in his report of January 2nd 1975 to the Manager, and that he report further on the cost of ice control on these sidewalks, and that the list of sidewalks contained in the Director of Public Works report of January 2nd, 1975 be amended to indicate: Commerce Street Krosno Boulevard Garvolin Avenue Annland to Liverpool both sides entire length - 12 - 3/75 EXECUTIVE COm~ITTEE REPORT (Continued) 5. FLASHING LIGHT SIGNAL - UXBRIDGE TOWNLINE That the Director of Public Works be authorized to install an oversized reflectorized sign at the intersection of Sideline 26, in Concession 9 and that the existing flashing light be removed, as recommended in his report of November 28th 1974 to the Town Manager, and that the oversized reflectorized sign include a signal device. 6. SIGN - BAYLY STREET That the Director of Public Works arrange for the instal- lation of a sign identifying the Town of Pickering in accordance with his report of December 20th 1974 to the Town Manager. 7. EXTENSION OF DIAL-A-BUS That the recommendation of the Director of Recreation' and Transportation in his report of January 10th 1975 be accepted, and that the recommendation be amended by deleting all of the words after SATURDAY and the results of the service be reviewed in six months. 8. TAX-WRITE-OFFS That the list of taxes attached to the report of the Treasurer dated January 9th 1975 and considered uncollect- able be written off. 9. 1975 CAPITAL EXPENDITURE QUOTA That the Regional Municipality of Durham be requested to include in their 1975 interim Capital Expenditure Quota an amount of $105,000.00 to cover the land cost for the Municipal Garage. 10. DUNBARTON INDOOR POOL That the report of the Director of Recreation and Trans- portation dated January 9th 1975 to the Manager with respect to the Dunbarton Indoor Pool be adopted, and that the low tender of York Marble, Tile & Terrazzo Limited in the amount of $17,160.00 be approved. Resolution 8/75 MOVED by Councillor Anderson, seconded by Councillor Robertson that the recommendations contained in the report of the Executive Committee of January 13th 1975, with the exception of items numbers 3 and 4, be adopted. CARRIED Item 3 - Councillor Kitchen noted that the Manager was to have reported on the residency of those convicted of improper turns at this intersection and until such report was received he felt that the matter should be deferred. Resolution 9/75 MOVED by Councillor kitchen, seconded by Councillor Anderson that item #3 be deferred. CARRIED - 13 - 3/75 EX$èUTIVE COMMITTEE REPORT (Continued) Item 4 - Councillor Kitchen noted that a resident had asked that Modlin Avenue be included in the program. Resolution 10/75 MOVED by Councillor lillderson, seconded by Councillor Robertson that item #4 be adopted. CARRIED (Ill) BY-LAWS By-Law Number 157/75 Councillor Anderson, seconded by Councillor Robertson moves for leave to introduce a By-law of the Town of Pickering to authorize the Treasurer to borrow monies pending receipt of interim taxes, and that same be now read a first, second and third time and the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 158/75 Councillor Robertson, seconded by Councillor Anderson moves for leave to introduce a By-law of the Town of Pickering to implement the Official Plan of the Town of Pickering in Part of Lot 22, Concession 1, Town of Pickering and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 159/75 Councillor Matheson, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to authorize signing of a Release between the Corporation of the Town of Pickering and Walter and Lydia Tyrooshenko, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the saroe and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 160/75 Councillor Searle, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering for the regulation of traffic under the jurisdiction of the Town of Pickering, and that same now be read a first, - 14 - 3/75 (111) BY-LAWS (Continued) Bl-Law Number 160/75 (Contimued) and second time, and that Council go into Committee of the Whole thereon. MOTION: MOVED by Councillor Kitchen, seconded by Mayor Ashe that the Durham Region Traffic Department and the Durham Police Department be asked for their opinion on the advisability of enforcing a strict three hour maximum parking limit versus a three hour maximum during the period of 12 midDight to 7:00 a.m., The Committee of the Whole arises and reports the By-law as read. 3rd Reading Councillor Searle, seconded by Councillor Matheson moved that the report of the Committee of the Whole on By-law number 160/75 be adoped, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. B~-Law Number 161/75 CARRIED Councillor Kitchen, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to appoint members to the Town of Pickering Public Library Board, and to repeal By-Law #155/75, and that.same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be affixed. CARRIED By-law read a first, second and third time and finally passed. (lV) OTHER B~SINESS 1. Councillor Kitchen presented to Council on behalf of the residents of Bayview Avenue, Waterpoint Street and Simpson Street a petition for water and sewers. 2. Councillor Matheson raised the question of the estimated Regional water bills and the obvious discrepancies. Resolution 11/75 MOVED by Councillor Matheson, seconded by Councillor Robertson that the Region of Durham be requested to read all water meters within the Town of Pickering prior to the imp1imentation of any new water rates and that any deficiencies found in consumption be billed out at the old rate. CARRIED 3. Resolution 12/75 MOVED by Councillor Anderson, seconded by Councillor Robertson that: WHEREAS the Town of Pickering passed By-law #93/74 adopting Official Plan Amendment Number 22: - 15 - 3/75 OTHER BUSINESS (Continued) Resolution 12/75 (Continued) AND WHEREAS the Region of Durham Planning and Development Committee has requested that the applicant for this Amendment re-submit it to the Durham Region, in view of the fact that the original application was made prior to the implementation of Regional Government; AND WHEREAS the applicant has now done this, and as part of the normal planning process the Region has requested the comments of the Town of Pickering to this new application; BE IT THEREFORE ENACTED that the Region of Durham Planning and Development Committee be advised that By-law #93/74 confirms this Municipality's Agreement to this Amendment, and further that the Region of Durham be requested to allocate water capacity to the development involved in this application. Kitchen The Mayor advised Council that Bell Canada had informed him that the Pickering calling area was to be expanded in 1976 to include the Brooklin exchange. The Mayor reminded the members of Council of the meeting scheduled for January 25th, 1975 at which time applicants for the Taxicab licences would be interviewed. The Mayor requested the me~~ers of Council to be present for the first of a series of budget meetings which was to start on February 1st, 1975 at 9:00 a.m. The Mayor infor~ed Council of his involvement with the Telethon scheduled for Gl~bal T.V. an February 2nd, 1975 in support of Participation House. He distributed a fact sheet on the project and requested financial contributions from each of the members of Council. He expressed the hope that the members of the Town Staff would respond in like manner to this telethon. CONFIRMATION BY-LAW By-Law Number 162/75 (VI) Councillor Spratley, seconded by Councillor Matheson moved for' leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 20th day of January 1975, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
