ADOPTION OF MINUTES
MOVED by Councillor Spratley, seconded by Councillor
Robertson that the minutes of the meeting of January
Sixth 1975, be adopted.

RESOLUTIONS
REPORT OF THE EXECUTIVE COMMITTEE OF JANUARY 6th 1975
The Executive Committee presents its Report and respectfully
reports and recommends as follows:

RECOMMENDATIONS - (For Council Approval)
1.
CLAREMONT RECREATION ASSOCIATION
That a grant of $50.00 be paid to the Claremon~ Area':. .
Community Association to assist them with their 1974
Christmas Variety Show, and that they be advised that
no further grants will be paid as it is not Council
policy to subsidize this type of program.
2.
RESOLUTION - CITY OF SUDBURY
That Council endorse the resolution of the City of
Sudbury dated October 22nd 1974, dealing with the
compulsory retirement age of Fire Fighters.
3.
DEVELOPMENT ACîIVITY REVIEW - REGION OF DURHAM
That the Regional Municipality of Durham be advised
that for the purposes of Deve1o?ment within the
COmmunity that:
1.
The Executive Commdttee of Council be designated
the political assembly (for Development Division
Liaison) .
2.
That the Mayor be designated as the political
Official.
3.
That the Town Manager be designated the staff
member for daily staff to staff contact.

4.
VERDICT OF CORONER'S JURY
That the recommendations of the Coroner's Jury
investigating the death of Michael Hiller on June
28th 1974 at the C.N.R. Overpass at Highway #2 be
received and referred to the Town Solicitor for his
comments on the legal implications of the recommendations.
5.
EASEMENT - 401 INTERCEPTOR SEWER
That the Mayor and Clerk be authorized to sign an
Easement in favour of the Regional Municipality of
Durham for the 401 Interceptor sewer west of Sandy
Beach Road and south of parkham Crescent.
6.
ONTARIO COUNTY SOIL AND CROP IMPROVEMENT ASSOCIATION

That a grant in the amount of $37.50 be paid to the
Ontario County Soil and Crop Association in the year 1975.
7.
ACCOUNTS FOR APPROVAL
That the Accounts in the amount of:
General:
$804,828.18
$ 57,438.55
Roads:
for the month of December 1974 be approved.
8.
METROPOLITAN TORONTO INDUSTRIAL COMMISSION
That Mayor Ashe be authorized to represent the
Municipality at the annual meeting of the Metro-
politan Toronto Industrial commission.
9.
1974 EQUALIZED ASSESSMENT REPORT FOR REGION OF DURHAM
That the 1974 Equalized Assessment report for the Region
of Durham be received and filed.
10.
ONTARIO HUMANE SOCIETY
That the Treasurer be instructed to have the Zenith
number to the Ontario Humane Society reconnected and
that the monthly cost be monitored and that a report
of this cost be submitted to the first Executive
Committee meeting in hpril of 1975.
11.
PICKERING EMERGENCY RESCUE UNIT
That the annual report of the pickering Emergency
Rescue Unit be received and further that the Executive
Committee extend to the Commodore, Mr. G. Keith
Warner, on behalf of the Unit the congratulations
of the Municipality on a job well done and express
to the members the appreciation of the Municipality
for their efforts.
12.
LOCAL IMPROVE~"mNTS IN THE WHITE'S ROAD/HIGHWAY 12 AREA
-
That the Solicitor report on the implications of
the charge back to the local Municipality for the
cost of local improvements in the White's Road/
Highway #2 Area.

14.
TENDER - l~ TON TRUCK
That the tender of Chrysler Truck Centre for a 1975
Dodge D 500 l~ ton truck, in the amount of $7,981.71
be approved.
15.
SUB-LEASE OF PRO SHOP AT DON BEER SPORTS ARENA
That Mr. Frank Schofield be granted permission to
sub-let his lease on the Don Beer Sports Arena
Pro-Shop for the period January 13th 1975 to April
30th 1975, as recommended by the Director of Recreation
and Transportation in his report of January 3rd 1975
to the Town Manager, be approved.
16.
PAPER COLLECTION
That the Municipality extend the collection of paper
for a further six-month period and that the matter
be re-considered at that time.
17.
SCARBOROUGH OFFICIAL PLAN AMENDMENT - REGIONAL SHOPPING
COMPLEX - HIGHWAY #2 AND SHEPPARD AVENUE
That the letter of Decenber 31st 1974 from the Borough
Clerk dealing with the Scarborough Official Plan
Amendment Number 304 be acknowledged and that the
Borough be advised that it is in the best interests
of Pickeriqg to pursue their appeal bec~se of the
impact of this amendment on this Municip~ltty, but
the Town would hope that the Borough would encourage
the participation of the Town stafr and Council in
future Planning of this particular area.
18.
RENEWAL OF TAXI LICENCES
That th e question of the issuance of 1975 Taxicab
Licences be placed on the next Executive Committee
Agenda, and that all 1974 Taxicab Licences be extended
to January 31st 1975.
19.
APPOINTMENT TO THE CONSERVA~ION
-
AUTHORITY
That Mayor Ashe and Councillor Anderson be the Council
appointees to the Metro Toronto and Region Conservation
AuthorLty and that the Region be so adviSed.

MOVED by Councillor Spratley, seconded by Councillor
Matheson that items 1 - 8, items 10,11 and 12, items 14 - 19
be adopted
CARRIED
There WðS some consideration given to the impact of the
Equalization Faotor and the ~ignifica~ce of even a minor
change in the Factor itself.
Resolution 7/75
MOVED by Councillor Kitchen, seconded by Councillor Spratley
that the Clerk be instructed to lodge an appeal against the
1974 Equalized Assessment Report prepared by the Ministry
of Revenue and that the Manager prepare a repo~t on this
subject for the consideration of the Executive Committee.

BY-LAWS
By-Law Number 154/75
Councillor Searle, seconded by Councillor Kitchen
moved for leave to introduce a By-law of L~e Town of
Pickering to appoint members to the Town of Pickering
Museum Committee and to repeal By-law Number 33/74
and that same be now read a first, second and third
time and that the same be now finally passed and that
the Mayor and Clerk sign the same and that the Seal of
the Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally
passed.
By-law Number 155/75
Councillor Matheson, seconded by Councillor Searle
moved for leave to introduce a By-law of the Town of
Pickering to ñppoint members to the Town of Pickering
Public Library Board, and to repeal By-law Number 65/74
and that same be now read a first, second and third
time and that the same be now finally passed and that
the Mayor and Clerk sign the same ànd that the Seal of
the Corporation be thereto affixed.
CARRIED

OTHER BUSINESS
Resolution 8/75
MOVED by Councillor Spratley, seconded by Councillor
Robertson that the tender for the tiling of the Dunbarton .
Pool in the amount of $17,160.00 from York Marble Tile
& Terrazzo Limited be accepted.
CARRIED
2.
The Mayor advised Council of the Blood Donor Clinic being
held on January 23rd 1975 at the Sheriden Mall.
On February 1st and 2nd a Telethon is being held on Global T.V.
in support of the construction of ~(Participation House)
for this area. The Mayor hoped that all members of Council
and staff would get behind this worthwhile venture.

By-Law Number 156/75
Councillor Kitchen, seconded by Councillor Anderson moves
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on the 13th
day of January 1975, and that same be now read a first,
second and third time and that the same be now finally
passed and that the Mayor and Clerk sign the same and
that the Seal of the Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally
passed.
