Myslik ADOPTION OF MINUTES MOVED by Councillor Spratley, seconded by Councillor Robertson that the minutes of the meetings of August 19th and August 26th, 1974 be adopted. DELEGATIONS Mr. Ralph Bradley of the East Shore Recreation Associa- tion appeared before Council to discuss the enforcement of speed limits in the Bay Ridges area, and in particular the Tatra Drive area. Referring to a prepared brief, he suggested that the possible solution to the problem might be the establishment of a 3 way stop intersection at Tatra and Modlin Road. Mr. Cyril Gardiner, Works Supervisor of the Town, was in attendance to receive the M.T.C. Certificate for successfully passing the Scott McKay Municipal Asphalt Technology Course. The Hayor, in presenting the Certificate, noted the excellent mark obtained by Mr. Gardiner and congratulated him on his achievements. DURH~M REGION ROMAl1 CATHOLIC SEPARATE SCHOOL BOARD That the Durham Region Roman Catholic Separate School Board be advised that Council has no interest in utilizing the St. Mary's Separate School. 2. STATEMm~T OF FINANCIAL POSITION That the Treasurer's report of August 15th, 197~ to the Manager dealing with the financial position of the Municipality be received and filed. 3. ONTARIO HUMÆ~E SOCIETY That the Mayor and Clerk be authorized to sign an amended agreement with the Ontario Humane Society covering services provideð and the cost thereof, and that Councillor Spratley be appointed to the Regional Animal Control Cormnittee to represent the Town of Pickering. 4. SJ.\..NITATION - RECYCLli1G OF. PA1?ER That the report of the Director of Public Works of August 19th, 1974 dealing with the recycling of paper be adopted. 5. PIL~NING PROGRAÞ1 That the report of the Region of Durham Plannin~ Department dealing with the implementation of a Regional Official Plan be endorsed and that Mr. Stephen Bedford be appointed to serve on the Technical Advisory CoJTU":'.ittee. 6. ROAD WIDENING - THIRD CŒ1CESSION ROAD That the Mayor and Clerk be authorized to sign an Offer to Purchase between the Town of Pickering and the Provincial Government covering the road widening required for the construction of the Third Concession Road in Lots 19 and 20. 7. APPROVAL OF ACCOUNTS That the accounts for approval dated August 14th, 1974 in the amount of $1,969,488.38 be approved. 8. CIVIC APPHECIATION DINNER That the Recreation Department investigate the feasibility of holding a Civic Appreciation Dinner or similar event to honour outstandina athletes and citizens to coincide with the presentation of rin~s and crests for possible implementation in 1975. 9. ONE FOOT RESERVE - BROCK & BAYLY That the ~egion of Durham be advised that the Imnicipality is prepared to lift its one foot reserve along the 'rlesterly extremity of the Brock Road south of Highway #401 ana north of Bayly Street, subject to - 133 - 23/74 9. ONE FOOT RESERVE - BROCK & BAYLY (Continued) the Region deeding a further one foot reserve to the Municipality along the westerly extremity of the re- aligned road allowance. 10. KROSNO WATERCOURSE That the firm of Totten Sims Hubicki & Associates be retained to conduct a study of the Krosno Watercourse, as outlined in their letter of Auqust 23rd to the Manager at a cost not to exceed $3,000.00, with the funds to be taken from the lot development fees secured from the Pickering Development Subdivision. 11. HIGffi1AY SIGN - VILLAGE OF PICKERING That the M.T.C. be advised that the Town of Pickering is opposed to the use of the designation "Pickering" for any Municipality other than the Town of Pickering. CARRIED Resolution 247/74 MOVED by councillor r.latheson, seconded by Councillor Robertson that the report of the Manager dealing with the employee mileage allowances be approved, as recommended by the Executive Committee, August 26th, 1974. CARRIED Resolution 248/74 MOVED by Councillor Kitchen, seconded by Councillor Searle that the tender of Bry Ron Contracting Limited in the amount of $3,261.00 for the installation of Storm Sewers on Hoodview Avenue be accepted. CARRIED Motion MOVED by Councillor Anderson, seconded by Councillor Robertson that vlliEREAS the 1973 Girls Ontario Midget Softball Champion- ship was won by a team from the former Township of Pickering; and T'lHEREAS this outstanding achievement was not properly recognized by the former Township Cøuncil; and ~lliEREAS the Town of Pickering Council is the duly constituted successor to the former Council; BE IT THEREFORE RESOLVED that the Town of Pickering recognize the achievements of the Girls Ontario Midget Softball Ch~mpions of 1973 by the pre- sentation of Recognition Awards of either Rings or similar articles of equivalent value and bearing the Town Crest, and that such awards be presented at the same time as those made to similar award winning teams or persons. Amendment to Motion MOVED by Councillor Matheson, seconded by Councillor Kitchen that the Resolution be amended to read" "BE IT THEREFORE RESOLVED that the Town of Pickering recognize the achievements of the Girls Ontario Midget Softball Champions of 1973 by the presentation of rings bearing the Town Crest as recognition nnd that such awards be presented Gt the same time as those made to similar winning teams or persons." (V) BY-LA~\7S By-Law Number 106/74 Councillor Anderson, seconded by Councillor Spratley, moves for leave to introduce a By-law of the To\Om of Pickering to authorize the signing of a Release from an Agreement between Taylor Concession 9, Lot 18 and the form9r Township of Pickering, and that the same be now read ~ first, secend and third time and that the same be now finally passed and that the Mayor and Clerk , sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 108/74 Councillor Matheson, secondeè by Councillor Spratley, moves for leave to introduce a 3y-law of the Town of Pickering to authorize the execution of amending agreement between the Corporation of the Town of Pickering and Lookout Point Developments, fmd that the same be nm,¡ read a first, second and third tiKe and thnt the same be now finally passed and that the Mayor and Clerk sign the s&~e and th~t the Seal of the Corporation be thereto affixed. (VII) - 135 - 23/74 The By-law regulating Self-Service Gasoline Outlets was referred to the Executive Committee. OTHER BUSINESS Councillor Kitchen suggested that Council should consider the establishment of a 24 hour - 3 hour parking limit in the Bay Ridges area, which would alleviate part of the hazard to children mentioned in the discussion on Tatra Drive. The Manager was instructed to determine the timing on the fence to be constructed at the Bayly Street end of the Krosno Watercourse. In response to an inquiry from Councillor Robertson, Mayor Ashe stated that he was not personally aware of any highrise proposals for the Bay Ridges area other than that contemplated for the IGA Plaza and the Senior Citizens units proposed for Krosno and Liverpool Road. CONFIRMATION BY-LAW By-law Number 109/74 Councillor Spratley, seconded by Councillor Anderson, moves for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meetings held on August 26th and September 3rd, 1974, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
