In a letter of May 27th, 1974 the Regional Municipality
of Durhœ~ outlined the policy decisions of the Council
of the Regional Municipality of Durham reco~mended by
the Region's Finance Committee.

MOVED by Councillor Searle, seconded by Councillor
Robertson that
~mEREAS the City of Belleville has passed a Resolution
requesting the Provincial Government to subsidize
Municipalities for the cost of borrowing money until
grants are received; and
~rnEREAS the Town of Pickering has been asked to endorse
the position taken by the City of Belleville on this
natter;
BE IT THEREFORE ENACTED that the Town of Pickering endorse
the following resolution:
"THAT due to the high cost of borrowinq money the
provincial GoveInment be requested to subsidize Munici-
palities for the cost of borrowing money until grants are
received; and
THAT this resolution be presented for approval at the
Annual Conference of the Association of Municipalities
of Ontario and that copies be forwarded to the Honourable
John White, Hinistar, Hinistry of Treasury, Economics and
Intergovernmental Affairs; The Honourable R.T. Potter, M.P.P.,

Recreation and Transportation as indicated in his

the Executive Committee, May 27th, 1974.

MOVED by Councillor Kitchen, seconded by Councillor
Matheson that in the absence of a Seconda~y Plan for
the :'Rural Areal! (Community 10) and studies pertaining
thereto, applications received for modifications to the
Minister's Zoning Order which would provide for develop-
ment for existing lots for residential p.poses be
deferred pending:-
(i) An overall survey of the "Rural Area" to
determine the nurober, locations, size, and
general characteristics of all such lots and
'~y with By-law 3037.
An analysis of such survey to ascertain the
overall impact of the development of such
individual lots.
An interim recommendation to Council in respect
to such development as part of the input of the
"Rural Area" Secondary Plan.
This study be given priority for completion by
October 1974.

However, in the case)f lots "7hich have been severed
prior to 1968 and before the I!Rural Area': policy was
considered by Council, which comply with the Town's
Zoning and Building By-laws, and which have remained
in the same ownership since before the imposition of
the Minister's Zoning Order, consideration be given
by the Planning Committee of Council, with a view
towards amending the Minister's Zonin~ Order, in order
that the owners may be granted Building Permits.
As recommended by the Planning Committee, May 9th, 1974
and by the Executive Committee, May 27th, 1974.
Resolution Nuœber 151/74 as ~mended is hereby repealed.

MOVED by Councillor Robertson, seconded by Councillor
Spratley that regardless of the unofficial status of
liThe Pickering Plan" prior to the formal adoption of
the District Plan by the Town and the Region it is
recommended that:
1) It be used as the basis for the Planning Urogram
i~herent in it, which should be initiated immediately
so as to involve the public in the local planning of
their respective Communities (and the Special Study
Areas), so that when the District Plan is adopted, it
may have been modified if and as necessary to reflect
the public opinion obtained, and also be used as the
vehicle for co-operation with the Regional Department
of Planning and Development in the preparation of the
Regional Official Plan as it affects this Municipality,
and Municipal input to the planning of the ~orth
Pickering Project and Pickering Airport.
2) Upon receipt of the Provincial Subsidy for Planning,
it is recommended that the department be brought back
to its full Establishment (2 additional Planners) which,
together with the 2 s~~er students already arrangeð for
under the Provincial \'1974 Involvement in Hunicipal
Administration programi: subsidy, will enable the initial
survey work on the Planning Communities South of
Highway 401 (Brock, Industrial and Fairport) and the
!¡Rural CommunityH to be undertaken during the Summer
months followed by an intensive Public pàrticipation
Program in the formulation of Policies and Principles
for those Planning Communities in the Fall.
3) That Planninq Consultants be retained to assist the
Planning Department in the preparation of a Conceptual
Development Study for the "Regional District Centre"
and "Kingston Road - Highway 401 Prestiqe Industrial
and Commercial Areas" in co-operation with all the
owners of lands within those areas.

MOVED by Councillor Robertson, seconded by Councillor
Spratley that this Council authorizes the publication
of a Public Notice, regarding the destruction of weeds
under the provision of the Weed Control Act of the
Province of Ontario and directs the Regional ~'!eed
Inspectors to cause noxious weeds or weed seeds to be
deatroyed in such a manner as they may deem proper and
that the expenses incurred by the said ~eed In~ectors
in the discharge of their duties shall be placed ~ the
Collector's Roll of this municipality against the
respective parcels concerned and that such amounts
shall be collected in the same manner as taxes under
The Municipal Act.

Robertson that June 16th to 22nd 1974 shall be observed
as "Senior Citizens' r.-1eek" in the Town of Pickering.

Searle that the Resolution passed by the Social
Planning Council of Oshawa-vfuitby dealing with L.I.P.

Councillor Robertson, seconded by Councillor Spratley,
moves for leave to introduce a By-law of the Town of
Pickering to appoint a Deputy-Treasurer for the Town
of Pickering and that same now be read a first and
second time, and that Council go into Committee of the
Whole thereon.
The Committee of the vfuole arises and reports the By-law
as read.

moves that the report of the Committee of the Nhole on
By-law Number 64/74 be adopted, and that the said By-
law be now read a Third Time and PASSED, that the Mayor

OTHER BUSINESS
There was a discussion occasioned by the fact that the
people of Bay Ridges were advised by the Post Office to
use the mailing designation of Pickering rather than Bay
Ridges. One opinion maintained that the local communities
should be able to keep their identity; another opinion
opted for the use of Pickering to reinforce identity with
the Town.
A brochure from the Community Association of Bay Rid~es
is available for interested individuals.
There is a meeting with the Housing Action Staff of the
Ministry of Housing with Council and Staff of the Town
of Pickering in the Committee Room on Thursday June 6,
1974 at 3:30 p.m.
A letter was received from Mr. qm. Newman, Minister of
the Environment, expressing his appreciation for the
effort the Town is putting into the recycling of paper.
It was suggested that the :-1inistry of the Environment
could supply municipalities with lists of buyers and
users of materials for recycling.
A copy of the Ontario Housing Survey will be available
in the next agenda.
