MOVED by Councillor Robertson, seconded by Councillor
Matheson that the minutes of the meetings of April 1st
1974 and April 8th, 1974 be adopted.

In a letter of March 30, 1974 the Rouge Hills Ratepayers
Association invited Mayor Ashe and Members of Council to
attend their General Meeting beina held on April 23,1974.
In a letter of April 17,1974 the Ontario Hydro requested
permission to post flagmen at two positions on Brock Road

MOVED by Councillor Robertson, seconded by Councillor
Matheson that the resolutions pertaining to the North
Pickering Development and the Proposed Pickering Airport
be referred to Executive Committee.

Kitchen that the account of Oliver Lloyd & Associates,
in the amount of $1,135.46, be paid, as recommended by
the Executive Committee, April 8,1974.

MOVED by Councillor Kitchen, seconded by Councillor
Anderson that the tender of Miller Paving Limited be
accepted in the amount of A (At Curb) $0.155 per lineal
foot and B (In Road) $0.20 per lineal foot for crack
filling, subject to the approval of the Ministry of
Transportation and Communications, and that Resolution
Number 107/74 be rescinded.

t~EREAS the City of WeIland has passed a resolution
dealing with Bill 225, "An Act to Permit Municipalities
to Grant Assis~ance to Elderly Residents", and

~VHEREAS the Town of Pickering has been asked to endorse
the position taken by the City of Welland on this matter
BE IT THEREFORE ENACTED that the Town of Pickering
endorse the following resolution:
"THAT NHEREAS the Province of Ontario by Bill 225, 'An
Act to Permit Municipalities to Grant Assistance to
Elderly Residents', provided that the Councils of local
municipalities may allow certain owners of residential
property a uniform credit against their real property
taxes, and
tiHEREAS the provision of such credits to a particular
segment of the community requires, in effect, a sub-
sidization by other municipal taxpayers, and
~ffiEREAS the Council of the City of WeIland deems it
inequitable to provide such credits from municipal
property taxes, and
~rnEREAS the provision of such credits by the provincial
Government would provide uniformity across the Province
and ensure that all eligible recipients are treated
equitably.
NOW THEREFORE BE IT RESOLVED that this Council petition
the Government of the Province of Ontario to provide
from Provincial funds a uniform grant to all municipal
taxpayers who have attained the age of sixty-five years
and who are receiving a monthly guaranteed income
supplement under Part II of the Old Age Security Act
(Canada), and further
That a copy of this resolution be forwarded to The
Honourable Willi~~ G. Davis, Prime Minister of Ontario;
The Honourable John H. ~fuite, Treasurer of Ontario;
Mr. Ellis P. Morningstar, M.L.A.; The Association of
Municipalities of Ontario and to all major Ontario
municipalities seeking their endorsement."

Proposed Official Plan Amendment as submitted by

Development be DEEMED PREMATURE due to the lack of
sewer service capacity, as recommended by the Planninq
Committee, April 4,1974. .

Spratley that the application by M.A. Brancaccio to
modify the Minister's Zoning Order in respect to lands
at Part Lot 6, Concession 7 to permit the construction of
a poultry barn and accessory residence be APPROVED
subject to the poultry barn and the residential building
being constructed simultaneously by agreement to be
registered against title, as recommended by the
Planning Committee April 4,1974.

Township of Pickering and forwarded to the Ontario
Municipal Board for approval;

NŒ~ THEREFORE BE IT RESOLVED that the To,'m of Pickering
is desirous of continuing the procedure required to
obtain the approval of the Ontario ~unicipal Board to
By-laws 44~,G/73 and 4449/73 of the Township of Pickering,
enacted on the 5th day of November: 1973 and that the
Ontario Municipal Board be advised accordingly.

to raise money to aid in the construction of works and
building repairs under the Shoreline Property Assistance
Act, 1973; and
~mEREAS under date of July 23, 1973, rmtario Municipal
Board Order E 731171 approved the application of the
Township of Pickering to borr~¡ $100,000.00 to be used
in the construction of works and bui1dinq repairs under
the Shoreline Property Assistance Act, 1973; and
t~REAS we advise that ~carLorouqh has requested a
portion of this Board Order to cover the applications
which were transferred to them as at January 1,1974;

Municipal Board Order on the Shoreline Property Assistance
Act be apportioned to the municipalities of Ajax and
Scarborough to cover the shoreline properties taken over
by them as at January 1,1974 as follows:
Ajax $10,000.00
Scarborough $40,000.00

MOVED by Councillor Anderson, seconded by Councillor
Robertson that
WHEREAS Council by Resolution Number 96/7~ indicated
their agreement to the temporary closing of the Brock
Road south of Montgomery Park Road to assist the Ontario
Hydro in their construction program at the Nuclear
Generating Plant; and
WHEREAS there are certain legal requirements which must
be complied with before the road can officially be closed;
and
mmREAS the Ontario Hydro is obliged to commence con-
struction immediately to take advantaqe of the full
construction season; and
t.-ffiEREAS by letter of April 17,1974 the Ontario Hydro
has requested permission to permit the movement of
earth moving equipment across the Brock Road and has
agreed to provide adequate protection to vehicular
traffic utilizing the road;
IT IS THEREFORE RESOLVED that the Ontario Hydro be
granted permission to move earth moving equipment across
the Brock Road, as outlined in their letter of ,A.pril 17,
providing that the Town of Pickering is included in their
Liability Insurance Policy as a named-insured, and pro-
vided that they enter into an indemnification and an
agreement to save the Town of Pickering harmless of any
and all use of heavy machinery 01";, the road allowance.

Spratley that the Clerk be instructed to determine from
the Ministry involved under what authority the gravel
pit on the ~orth Road half a mile from vfuitevale was
opened after being closed for ten years;
also on which basis the hours of operation are determined
and the usage of the 5th Concession which runs through
the centre of Whitevale.

Pickering to authorize the execution of an Offer to
Purchase between the Corporation of the Town of
Pickering and the Durham Board of Education and that
same now be read a first and second time, and that
Council go into Committee of the ~1hole thereon.

MOVED by Councillor Robertson, seconded by Councillor
Spratley that the following teams be congratulated and
recognized by the Council for the honour that they
have brouqht to the Town and the appropriate steps
be taken by the Clerk to do this:

DEFEATED
It was indicated that the Town has already set up a
defini te policy of a\<Jardinq rings to All Ontario Ninners.
A discussion ensued concerninq the closing of the
Liverpool cloverleaf by the ~ü.nistry of Tra.nsportation
and Communications. The Ministry had a~reed not to
restrict access to Highway ,~Ol until the Brock Road
cloverleaf would be opened, however, the hazardous
traffic situation necessitated the closinq. The
Ministry of Transpo~tation and Communications has
written a letter to Council apologizing for the
precipitated action. This was considered the best
possible solution in the circumstances.
There have been several complaints of qravel trucks
using the road through ~fuitevale. See'Resolution
Number 120/74. '
The question of bicycle paths in the Town, and
especially on the Brock Road overpass was raised.
A resolution to this effect has already been sent to
the Region.
The problem of children playing hockey and other sports
on the streets was discussed. These activities result
in blocked roads and occasional damage to adjacent
property. Practically all that can be done is to
enforce existing laws and by-laws.
