COUNCIL MEETING
A meeting of the Pickerina Town Council
was held on MONDAY, the FIRST day of
APRIL 1974 at 8:00 p.m.

ADOPTION OF MINUTES
MOVED by Councillor Robertson, seconded by Councillor
Anderson that the minutes of the meeting of March 18th
1974 be adopted.
CORRESPONDENCE
In a letter of March 21, 1974 the Ministry of Trans-
portation and Communications outlined the reasons for
not installing traffic signals at the Bayly Street -
Go Station entrance or at Bayly Street - Krosno Blvd.
intersection.
It was suggested that the Region be contacted about a
new sidewalk in this area, or the possibility of a
crosswalk or a flashing light could be brought to the
attention of the Ministry.
In a letter of ~larch 15, 1974 Hr. Bohdan Barna offered
his comments regarding the taxicab situation in the
Pickering area.
In a letter of March 15,1974 the Department of
Planning & Development of the Regional Municipality

In a letter of !'larch 17, 1974 !1r. John Li vinqs ton
submitted his comments regarding the expropriation in
North Pickering by su~~estinq that it should be
compared to a similar situation that occurred in the
1830's.
In a letter of March 19, 1974 the Re~ional Municipality
of Durham refused a petition for the installation of
sanitary sewers in the Old Forest Road area on the
basis that sewering of this area was premature at this
time.
In a letter of March 26,1974 the Ministry of the
Environment submitted a Notice of Public Hearing
with respect to the development of a trunk sewer
collection system in the Central York~Pickering Areas.

Relative to the Department Head Reports the question
was raised as to when the first sweep of the streets
is to be done. It was further queriãd whether or not
two clean-ups of streets are usûally done, or could be
done. A report from the Engineerin~ Department was

MOVED by Councillor Anderson, seconded by Councillor
Kitchen that Sage Electric be perMitted to relocate
their alarm panel from the 25th Division Police Station
to Number Five Fire Hall, on the understanding that
the panel to be replaced will be a new one, as
recommended by the Executive Committee, March 25,1974.

Anderson that the Brock Road south of Montgomery Park
Road be closed for a p~riod of plus or minus eiqht
years, during the construction phase of the Hydro ex-
pansion, subject to the Ontario Hydro enterina into an
Agreement covering the re-location and re-construction
of the roadway on the completion and expansion of the
Nuclear Generating Plant, as recommended by the
Executive Committee, ~1arch 25, 1974.

The Mayor briefly outlined the ~ain elements of the
Contract Agreement with the Union.
The principals of both the Corporation and the Union
were complimented on the efficient and business-like
manner in which the negotiations were" conducted.

MOVED by Councillor Matheson, seconded by Councillor
Anderson that

a subdivision agreement was entered into
between the Corporation of the Township of
Pickering and Pickering Developments dated
March, 1973, and which required the posting
of a Performance and Maintenance Guarantee of

One Million, ~10 Hundred and Fifty Thousand
Dollars ($1,250,000.00);
AND ~iHEREAS due to the time which has elapsed between
the signing of said agreement and the registra-
tion of the final plan, services have been
installed and paid for in the amount of Seven
Hundred and Twenty-Three Thousand, Nineteen
Dollars and Twenty-Eight Cents ($723,019.28);
NOW THEREFORE BE IT RESOLVED that the amount of Per-
formance and Maintenance Guarantee required of
Pickering Developments be reduced to the sum
of Eight Hundred and Sixty Thousand Dollars
($860,000.00) .

MOVED by Councillor Matheson, seconded by Councillor
Kitchen that
~mEREAS the Public Transporation and Highway Improvement
Act requires the submission of a statement of
proposed Transit Operating Expenditures to the
Ministry of Transportation and Communications
for approval;
AND WlŒREAS the normal Transit Operating Expenditures
for the year 1974 are estimated at $121,270.00
with subsidies estimated at $42,414.00;
AND WHEREAS the normal Transit Capital Expenditures are
estimated at $66,307.00 with subsidies estimated
at $49,730.00;
TFEREFORE the Coun~il of the Corporation of the Town
of Pickering adopts the estimated expenditures
and subsidies and submits same to the Ministry
of Transportation and Communications for
approval.

Councillor Matheson, seconded by Councillor Spratley,
moves for leave to introduce a By-la~ of the Town of
Pickering to authorize the signing of a Release dated
March 18th 1974 between the Town of Pickering and Roy
C. Nurse Limited and that same now be read a first and
second time, and that Council go into Committee of the
Whole thereon.
The Committee of the Whole arises and reports the By-
law as read.
Councillor Matheson, seconded by Councillor Spratley,
moves that the report of the Committee of the ~fuole on
By-law Number 39/74 be adopted, and that the said By-
law be now read a Third Time and PASSED, that the Mayor
and Clerk sign the same, and the seal of the Corporation
be affixed thereto.

Councillor Kitchen, seconded by Councillor Robertson,
moves for leave to introduce a By-law of the Town of
Pickering to authorize the execution of an Aqreement
between the Corporation of the Town of Pickering and
the Canadian Union of Public Employees and its Local
#129 and that same ~ow be read a first and second time,
and that Council go into Co~mittee of the ~fuole thereon.
The Committee of the ~,fuo1.e arises and reports the By-law
as read.
Councillor Kitchen, seconded by Councillor Spratley,
moves that the report of the Committee of the Nhole on
By-law Number 40/74 be adopted, and that the said By-law
be now read a Third Time and PASSED, that the l1ayor and
Clerk sign the same, and the seal of the Corporation be
affixed thereto.

OTHER BUSINESS
A letter of Mr. O.M. Solandt in American Scientific was
brought to the attention of the Council members concern-
ing the Ontario Hydro Nuclear Plant in Pickering.

Councillor Anderson, seconded by Councillor Robertson,
moves for leave to introduce a By-l~1 of the Town of
Pickering to confirm the proceedings of the Council of
the Corporation of the Town of Pickerino at its meeting
held on the 1st day of April 1974 and that same now be
read a first and second time, and that Council qo into
Committee of the vfuole thereon. '
The Committee of the Hhole arises and reports the By-la\\I
as read.
Councillor Anderson, seconded by Councillor Searle,
moves that the report of the Committee of the vfuole on
By-law Number 41/74 be adopted, and that the said By-law
be now read a Third Time and PASSED, that the Mayor and
Clerk sign the same, and the seal of the Corporation be
affixed thereto.
