ADOPTION, OF MINUTES

That the report of the Executive Committee, dated November
26, 1979, be adopted with the following amendments:
Item #7 was amended by deleting the words "during non-prime
hours".
Item #8 was lost.

That Project Planning Associates Limited, be offered an
additional $21,039.06 to complete the Dunbarton/Highbush/Wood-
lands Planning Study by January 31, 1980; as recommended
by the Director of Planning in his confidential report
of October 31, 1979, on the condition that the landowners
who signed the original cost sharing agreement, with the
exception of Mr. Stroud, reimburse the Town these funds
based on the percentage basis outlined in the said cost
sharing agreement.

That Council's resolution of June 20, 1977, giving Draft
Approval to Plan of Subdivision 18T-77006 be rescinded
and replaced with the following recommendation:
That revised Draft Plan of Subdivision 18T-77006 proposing
the development of 4 single family residential lots and
one block for future development be APPROVED subject to
the following conditions:
1.
Changes in 'red' as shown on the Plan stamped
approved this date.
2.
Owner to make satisfactory arrangements with
Council regarding the required parkland dedication.
3.
Owner to enter into a satisfactory subdivision
agreement with and to the satisfaction of the
Town of Pickering.
4.
Owner make satisfactory arrangements with the
Town of Pickering and the Regional Municipality
of Durham regarding:
a)
the provision of all services
b)
5.
the allocation of sewage treatment capacity
and water capacity for the development.
Owner agree to dedicate to the Town and other
proper authorities:
a)
all road allowances with proper corner round-
ings. (Block 5)
b)
any other easement if required.
6.
Owner to make satisfactory arrangements with
the appropriate authorities regarding the provision
of underground wiring, street lighting, cable
television and other similar services.
7.
Registration of the final plan of subdivision
and commencement of construction within eighteen
months of Draft approval being granted, the subject
Draft ~lan of Subdivision by the Minister of
Housing and approval by the Ontario Municipal
Board of the appropriate implementing by-law.
That Block 6, being a block for future residential
development, be developed by Plan of Subdivision.

That the owner submit for approval by the Town,
site plans and streetscape elevations showing
the location and relationship of all buildings
prior to the issuance of any building permit.

Whereas the student population is increasing in the housing
projects at White's Road north of Sheppard Avenue, and
Whereas there is an increasing danger to the student population
crossing the White's Road railway overpass, due to the
increase in vehicular traffic using same, and
Whereas sidewalks are an area responsibility, and that
Regional restraints make it impossible to adequately provide
for the safety of the students using the White's Road overpass
BE IT THEREFORE RESOLVED that the Town of Pickering Works
Department be instructed to investigate the possibility
of a separate footbridge, taking into consideration such
items as cost, alignment, and C.T.C. regulations.

Seconded by Councillor Cahill
That the Subdivision Agreement between the Town and Bramalea
Limited, respecting lands on the east side of Rosebank
Road be amended in Part 2, Paragraph 7, by deleting the
reference to Lots 1, 2, 3,4, 5, 6, 7 and 104;
and that Bramalea Limited pay to the Town an amount equal
to the cost of installing the curbs on the said lands;
and that these funds be held in a separate account for
curbing on Rosebank Road in the future.

BY-LAWS
Councillor Dickerson, seconded by Councillor Cahill moved
for leave to introduce By-laws of the Town of Pickering:
By-law Number 1067/79
To repeat By-law 969/79 and By-law 1030/79, authorizing
the execution of certain Agreements between the Corporation
of the Town of Pickering and Hollinger Construction Limited,
respecting Lot 31, Plan 350, Pickering. (Draft Plan 18T-77006).
By-lawNumberl068/79-TwoReadingsOnly
To change the name of a portion of Glenview Road to Field-
light Boulevard.
By-law Number 1069/79
To dedicate certain one-foot reserves as a public highway
(Balaton Avenue, Alderwood Place, Parkham Crescent and
Lublin Avenue).
THIRD READING
Councillor Dickerson, seconded by Councillor Cahill moved
that the report of the Committee of the Whole on By-law
Numbers 1067/79 and 1069/79 be adopted and that the said
By-laws be now read a Third Time and PASSED and that the
Mayor and Clerk sign the same, and the Seal of the Corporation
be affixed thereto.
CARRIED
By-laws read a first, second and third time and finally
passed.

1.
Councillor Cahill commended Councillor Fisher
on his past performance on the Board of the Metropol-
itan Toronto and Region Conservation Authority.
The following Notice of Motion was introduced:

That staff be directed to prepare a report on
'the cost of providing a pedestrian overpass at
Liverpool Road and Bayly Street at the entrance
to the GO Station prior to consideration of the
1980 budgets.

3.
Councillor Stoner requested that garbage recept-
acles be installed on Rosefield Road in the vic-
inity of the plaza south of Finch Avenue.
4.
Councillor Stoner asked if the Town has received
any letters from the Ministry of Housing referring
to Council's delay in approving the modifications
to the District Plan.
5.
Councillor Stoner asked if Metro Toronto has
been approached to use its landfill sites for
the dumping of contaminated soil from the train
derailment in Mississauga and if the Town will
be notified if the Brock West landfill site would
be used for this.

By-law Number 1070/79
Councillor Stoner, seconded by Councillor Dickerson moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on the December
3, 1979, and that same be now read a first, second and
third time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally
passed.

REPLACEMENT OF CAPITAL

That the report of the Treasurer-Collector
dated November 22, 1979 with respect to the
replacement of Capital Equipment Reserve Account
G/L 4611 be adopted;
and that he be authorized to transfer $8,149.00
from the reserve to cover unbudgeted 1979 capital
expenditures and that a provision of $96,500.00
be included in the 1980 General Government
Budget for transfer to this reserve account.
