The Clerk is hereby charged with the responsibility
of keeping and maintaining the Code.
2.
The Code shall be updated quarter-annually on the
last day of March, June, September and December of
any given year and the update shall be sent to all
subscribers.
3.
The Code may be sold to the public at a cost of $25.00
plus an annual fee of $5.00 for quarter-annual updates.

That the Town Clerk be directed to prepare an amending
by-law to amend the Municipal Code upon its enactment,
to incorporate the following changes:

Section 1100 be amended to alter the definition of
Local Councillor, Regional Councillor and Public School
Trustee so that it reads as follows: ..... elected
in the Town to represent the (public school) electors
on the (Council of the Town of Pickering and/or the
Council of the Regional Municipality of Durham) (Durham
Board of Education).
Section 2110 be amended to include Mr. Ray Hutchinson
as an appointed officer in the capacity of Director
of Public Works.

Whereas the Province of Ontario has imposed special zoning
regulations in a great portion of the rural area of Pickering
because of the expected construction of an airport in this
area; and
Whereas the Federal Government has now announced that a
major airport has been postponed indefinitely in North
Pickering; and
Whereas the special zoning regulations are a hardship to
the residents of north Pickering in marketing their property;
Now Therefore, the Council of the Corporation of the Town
of Pickering hereby requests the Provincial Government
to remove all special zoning regulations in north Pickering.

Pickering.
By-law Number 1061/79
Being a Restricted Area By-law to amend Restricted Area
By-law 3036, as amended, to implement the Official Plan
of the Town of Pickering District Planning Area, Region
of Durham, in Part Lots 1 and 2, Plan 230, Town of Pickering.
By-law Number 1062/79
Being a By-law to authorize the execution of a Development
Agreement between Spinoni Developments Limited and the
Corporation of the Town of Pickering respecting the devel-
opment of certain lands in Lot 20, Concession 1 (Plan 40R-
), Pickering.
By-law Number 1063/79
Being a By-law to amend By-law 851/78 providing for the
regulating of parking, standing and stopping on highways
or parts of highways under the jurisdiction of the Corpor-
ation of the Town of Pickering and on private and Municipal
property and to designate school bus loading zones.
By-law Number 1064/79
Being a By-law of the Corporation of the Town of Pickering
for the licensing, regulating and governing of taxicab
and limousine drivers, owners and brokers, and for estab-
lishing the rates and fares to be charged by the owners
or drivers of such vehicles for the conveyance of goods
or passengers, either wholly within the Municipality or
to any point not more than three miles beyond its limits,
and providing for collection of such rates or fares and
for revoking any such licences.

By-law Number 1065/79
Being a By-law to authorize the execution of an Agreement
among Dominion Stores Limited, Columbia Commonwealth Limi-
ted, The Cadillac Fairview Corporation Limited and the
Corporation of the Town of Pickering respecting the devel-
opment of the Pickering Town Centre.
THIRD READING
Councillor Cahill, seconded by Councillor Kitchen moved
that the report of the Committee of the Whole on By-law
Numbers C-l, 1060/79, 1061/79, 1062/79, 1063/79, 1064/79
andl065/79 be adopted and that the said By-laws be now
read a Third Time and PASSED and that the Mayor and Clerk
sign the same, and the Seal of the Corporation be affixed
thereto.

OTHER BUSINESS
1.
Councillor Stoner requested Council's permission
to give the Federal Minister of Transport various
information pertaining to services available
in the lands owned by the Federal Government.
Council concurred with this request.
Councillor Dickerson reported that the Region
has been monitoring traffic at the GO station.
Traffic leaving the GO station and travelling
westbound on Bayly Street then southbound on
Liverpool Road has been moving well.

Councillor Dickerson further reported that there
are industries that want to move into the Seaton
Community once it is developed.
Councillor Kitchen inquired into a hairdressing
operation on Liverpool Road that is operating
in contravention of the zoning bylaw.

Councillor Cahill stated that the residents of
Ward 1 did not agree with the secret balloting
which was held by the Durham Board of Education
to appoint a replacement for Mr. A. Keith.
The following Notice of Motion was introduced:

Seconded by Councillor Cahill
Whereas the student population is increasing
in the housing projects at White's Road north
of Sheppard Avenue; and
Whereas there is an increasing danger to the
student population crossing the White's Road
railway overpass, due to the increase in vehic-
ular traffice using same; and
Whereas sidewalks are an area responsibility,
and that Regional restraints make it impossible
to adequately provide for the safety of the students
using the White's Road overpass.
Be It Therefore Resolved that the Town of Pickering
Works Department be instructed to investigate
the possibility of a separate footbridge, taking
into consideration such items as cost, alignment
and C.T.C. regulations.

By-law Number 1066/79
Councillor Fisher, seconded by Councillor Dickerson moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on the November
19, 1979, and that same be now read a first, second and
third time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.

regarding the subject property be rescinded
and replaced with the following revised resolu-
tion:
That application A35/79 revised, submitted
by Oshawa Properties Ltd. to rezone the subject
land known as Part Block B, Plan M-20, from
'C3' - Highway Commercial Zone, to an appropri-
ate zoning to permit the development of a con-
venience commercial facility on a lot of approx-
imately 40,000 sq. ft. and two semi-detached
residential lots (4 units), be APPROVED subject

and Ballycroy Investments Ltd. respecting the
proposed subdivision of Lot 26 and Block C,
Plan M-l007, and that part of Lot 28, Range
3, Broken Front Concession, designated as Part
1 on Plan 40R-2026 (Draft Plan 18T-770BO);
and
Whereas, clause (b) of section 36 of the said
Agreement provides that the Town may, at its
option on one month's notice to the Owner,
declare the said Agreement to be null and void
in the event the plan of subdivision is not
registered on or before May 1, 1979; and
Whereas, by Resolution 56/79, Item 6, passed
on May 7, 1919, the Town, at the request of
the Owner, indicated that no such action should
be taken by the Town until after October 31,
1979; and
Whereas, it is deemed expedient to indicate,
at the further request of the Owner, that no
such action shall be taken by the Town until
after December 31, 1979;
NOW THEREFORE, BE IT RESOLVED THAT:
1.
The Corporation of the Town of Pickering
shall not exercise its option under clause
(b) of section 36 of the Subdivision Agree-
ment dated June 5, 1979, between it and
Eaglebrook Investments/Ballycroy Invest-
ments Ltd., until after December 31,1979
and then only in compliance with the provi-
sions of the said clause.

Section 1, above, shall not be deemed to
require the Corporation to exercise the
said option after December 31, 1979.

HEALTH AWARENESS DAY

Whereas an awareness of their health is and
should be a major concern of all citizens within
this municipality; and
Whereas the Lions Clubs of Zone 18 East and
the Pickering Lions Club have volunteered to
host a day focusing attention on health aware-
ness and are arranging for a free clinic at
the Pickering Village Seniors Drop In Centre
(Sherwood and Park), from noon to 9:00 p.m.
on November 28 next; and

Whereas the Canadian National Institute for
the Blind, the Canadian Hearing-Sötiety;..the
Cärfádiaä 'Cäncer Society, the Heärt "Fund, the

'and Öther worthy-heal th oriented organizations
have agreed to participate in the testing and
educational clinics; and
Whereas it is in the interest of all citizens
to take every opportunity to ensure their con-

Now therefore, the Mayor and Members of Council
proclaim Wednesday, November 27, 1979 to be
Health Awareness Day in the Town of Pickering
and ask our citizens to govern themselves accor-
dingly.
