A Meeting of the Pickering Town Council was held on
Monday, November 5, 1979 at 7:30 p.m.

Mr. Gino Marrocco, President
Fairport Beach Ratepayers Association
Mr. Marrocco stated that there is a need in his
community for a community centre which could
be used as a day care centre, teen centre, senior
citizens centre in addition to a complex for
recreational uses. When the original Fairport
Beach Community Centre was destroyed by fire,
there was enough insurance money to repair the
building but not replace it. He was of the opinion
that the Town required his Association to construct
a new building. Mr. Marrocco requested that represen-
tatives of the Town meet with his Association
to discuss all problems relating to this community
centre.

That the Report of the Executive Committee dated October
22, 1979 be approved with the following amendments:

Item #1 was amended by adding after the phrase "dated April,
1979" the following words: "with the exception of the pro-
posed Arthur Percy reservoir and dam".

Beach Community Association to review the proposed commun-
ty centre.

the Fairport Beach Community Centre be amended by adding
"and that the Town complete the construction of the said
Community Centre on condition that the Fairport Beach Com-

on the use of the Community Centre.

That By-law 1052/79 is in conformity with the Official
Plan of the Region of Durham and in force at the time this
By-law was passed, namely the 1st day of October, 1979;
and that no further Official Plan has been proposed by
Council nor approved by the Ministry of Housing since pass-
ing of said By-law 1052/79 in which the said By-law would
not be in conformity.

That the week of November 5, 1979 to November 11, 1979
be declared as the Town of Pickering Poppy Week;
and that the Royal Canadian Legion (Branch 606) be permitted
to sell poppies during this week;
and that the said Legion be permitted to fly its Poppy
Flag during this week at the Municipal Offices.

That Saturday, November 10, 1979 be declared as "Mardi
Gras Day" in the Town of Pickering.

Moved by Councillor Matheson
Seconded by Councillor Cahill
Whereas the Council of the Town of Pickering has discussed
telephone services in the Town with representatives of
Bell Canada;
and whereas some telephone subscribers in the Town of Pickering
cannot call locally to Whitby or Oshawa;
Now therefore, the Council of the Corporation of the Town
of Pickering hereby requests Bell Canada to review the
feasibility of instituting the same calling area for the
839,284 and 282 exchanges as the 683 exchange;
and that the name "South Pickering" be deleted from the
telephone book and replaced with the name "Pickering".

That the Region of Durham be advised that the Town of Pickering
is opposed to the Finch Avenue-Rossland Road right-of-way
as presented in the report of the Regional Planning Commis-
sioner dated September 25, 1979;
and that the Region of Durham be requested to study alterna-
tives to utilize lands in public ownership in the North
Pickering area for the said right-of-way, including a speci-
fic study of an alignment of Rossland Road and the Third
Concession Road.

BY-LAWS
Councillor Cahill, seconded by Councillor Dickerson moved
for leave to introduce By-laws of the Town of Pickering:
By-law Number,lQ35/79
Being a By-law to authorize the execution of an Agreement
between the Corporation of the Town of Pickering and the
Claremont Lions Club respecting the management of the Clare-
mont Community Centre.

Councillor Cahill, seconded by Councillor Dickerson moved
that the report of the Committee of the Whole on By-law
Number, 1035/79 be adopted and that the said By-laws be
now read a Third Time and PASSED and that the Mayor and
Clerk sign the same, and the Seal of the Corporation be
affixed thereto.
CARRIED
By-law read a first, second and third time and finally
passed.

, - OTHER BUSINESS
1.
Councillor Stoner reported that the Minister
of Transport made a press release stating that
Toronto International Airport is of sufficient
size to serve the Toronto area for the foresee-
able future and that the "Green Door" proposal
of the People or Planes group be studied.

2.
Councillor Matheson stated that a planning consul-
tant who is under contract with the Town made
a public statement that he would not live in
the Town of Pickering.
(VI) -- --CONFIRMATION-BY-LAW
By-law-Number-l059/79
Councillor Cahill, seconded by Councillor Dickerson moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on the November
5, 1979, and that same be now read a first, second and
third time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally
passed.

APPENDIX I
TOWN OF PICKERING
The Executive Committee having met October 9, 1979, presents
its sixteenth report to the Council of the Town of Pickering
and recommends:
1.
DISTRICT PLAN MODIFICATIONS

That Planning Reports #1 and #2, dated June
14th, 1979, be adopted with the following amend-
ments:

1.
Delete condition (a) of the endorsement
of Modification #1 in Plannîng Report #1.
2.
Delete the recommendation pertaining to
Modification #3, in Planning Report #1,
and replace it with the following passage
which is to be inserted as Section 4(a)
of Part 1 of the District Plan:
"It is the intent of the Town to continue
pursuing development of its economic base
in order to provide employment opportuni-
ties and to help secure fiscal stability
for the Municipality. This policy shall
be further refined and elaborated by amend-
ment to this Plan once the framework for
economic development has been established
in the Durham Regional Official Plan. Sec-
tion 3 of that Plan has been deferred by
the Minister of Housing. Upon satisfactory
resolution of the issues involved in Section
3, the Town will proceed with amendments
to its own District Plan."

ANNUAL HOUSING REVIEW

That whereas the Region of Durham is currently
conducting a comprehensive Housing Study which
will be of great assistance to the Town of
Pickering in identifying assisted housing needs
and in selecting appropriate programmes and
policies;

BE IT THEREFORE ENACTED that the Director of
Planning be authorized to advise the Ministry
of Housing that the Municipality will not be
completing the Annual Housing Review Question-
naire until such time as the Region Study is
complete and the Municipality's review of the
housing needs in the Town are evaluated in
the light of the conclusiohS of the Regional
Housing Study.
