HomeMy WebLinkAboutJune 11, 1979 (Special) - 66 - 14/79 SPECIAL COUNCIL MEETING A Special Meeting of the Pickering Town Council was held on Monday, June 11th 1979 at 9:50 P.M. PRESENT: Mayor J. Anderson COUNCILLORS: L. Cahill D. Dickerson G. Fisher N. Geraghty D. Kitchen K. Matheson ALSO PRESENT: N.C. Marshall - Town Manager B. Taylor - Town Clerk This Special Meeting of Council was called to ratify the action's of the Executive Committee Meeting of May 28th 1979 and to consider the following by-laws: a) By-Law Number 1002/79 to rezone property on Block Z, Plan M-1058. b) By-Law Number 1003/79 to exempt certain lots in Plan M-1162 from part lot control. c) By-Law Number 1004/79 to authorize the execution of a lease agreement with J.D.S. Investments Limited, pertaining to the Pickering Corporate Centre. (I) DELEGATION Mr. Bruce Freeman, Bramalea Limited, was present to speak to By-law Number 1002/79. He requested that this by-law be amended to permit a .3 meter side yard setback asê-J2Pçsed to a zero lot line. (II) RESOLUTIONS RESOLUTION 65/79 - See Appendix I Moved by Councillor Cahill Seconded by Councillor Dickerson That the Executive Committee Report dated May 28th 1979, be adopted with the following amendments: Item #1 was deferred until the Council Meeting of June 18th 1979. Item #2 was deferred until the Council Meeting of June 18th 1979. CARRIED - 67 - 14/79 ( III) BY-LAWS Councillor Cahill, seconded by Councillor Matheson moved for leave to introduce By-laws of the Town of Pickering: By-Law Number 999/79 Being a Restricted Area By-law to amend Restricted Area By-law 2511, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, on Pa~of Lots 64 and 65 Plan 350, in the Town of Pickering. By-Law Number 1000/79 Being a Restricted Area By-law to amend Restricted Area By-law 2511, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part Lot 30, Range 3, Broken Front Concession, in the Town of Pickering. By-Law Number 1001/79 Being a Restricted Area By-law to amend Restricted Area By-law 2511, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part Lot 30, Range 3, Broken Front Concession, in the Town of Pickering. ~-Law Number 1002/79 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, and to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, on Block Z, Plan M-1058, in the Town of Pickering. By-Law Number 1003/79 Being a By-law to exempt certain parts of Plan M-1162 from part lot control. By-Law Number 1004/79 Being a By-law to authorize the execution of an Offer to lease from J.D.S. Investments Limited, certain premises in the Pickering Corporate Centre. THIRD READING Councillor Cahill, seconded by Councillor Matheson moved that the report of the Committee of the Whole on By-laws Numbers 999/79, 1000/79, 1001/79, 1002/79, 1003/79 and 1004/79, be adopted with the following amendments: By-Law 1002/79 was amended by permitting .3 meters and 1.5 meter side yard setbacks. By-Law 1004/79 was amended by deleting section 2 of the by-law and sustitùting the following: "If the approval of the Ontario Municipal Board is required, this By-law shall not take effect until it is so obtained." and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. - 68 - 14/79 (III) BY-LAWS (Continued) MOTION Prior to the vote being taken on the Third Reading of the by-laws, the following motion was introduced: Moved by Councillor Fisher Seconded by Councillor Dickerson That By-law 1004/79 be deferred pending input from the residents of the Town of Pickering. LOST Recorded Vote on By-law 1002/79, as amended: Yea: Nay: Messrs. Cahill, Dickerson, Fisher, Geraghty, Matheson Messrs. Kitchen and Anderson. Recorded Vote on By-law 1004/79, as amended: Yea: Nay: Messrs. Cahill, Kitchen, Matheson, Anderson Messrs. Dickersòn, Fisher, Geraghty. (IV) CONFIRMATION BY-LAW By-Law Number 1005/79 Councillor Cahill, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 11th day of June 1979, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. (V) ADJOURNMENT The meeting adjourned at the hour of 10:40 p.m. / Dated June 18th 1979 " APPENJ)IX 1 10/79 TOWN OF PICKERING The Executive Committee having met May 14th, 1979, presents its ninth report to the Council of the Town of Pickering and recommends: ..... '~ 1. BROUGHAM COMMUNITY CENTRE AND PARK FILE NUMBER F 2100 J -:"-. That the Brougham Community Centre and Park lease be extended for the residents of Brougham to continue their usage of these facilities as per their proposed program and commitment dated May 7,1979.' 2. . BROUGHAM COMMUNITY CENTRE AND PAR!{ FILE NUMBER F 2100 That the Director of Parks and Recreation be authorized to spend $4,000.00 to bring the Brougham Community Centre and Park to an acceptable standard; and that said funds be taken/from the Coamunity Facilities Development Reserve Fund, Account \ #4225. 3. BEERFESTS AT DUNMOORE PARK FILE NUMBER F 3220 That the request of the West Shore Softball Assoc- iation to hold beerfests on July 14,1979, and August 18, 1979 in Dunmoore Park be approved, subject to the approval of the Liquor Licence Board of Ontario. .,$: ,.<; 4. APPLICATION FOR REZONING BY URSULA WOITZIK ON THE WEST SIDE OF ALTONA ROAD FILE NUMBER B 2310 - A12/77 That By-law 971/79 is in conformity with the Official Plan of the Region of Durham and in force at the time this by-law was passed, namely the 19th day of March, 1979; And that no further Official Plan has been proposed by Council nor approved by the Ministry of Housing since the passing of said by-law 971/79 in which the said by-law would not be in confonftity. APPENDIX I - 2 - 10179/ 5. APPLICATION FOR REZONING BY RUNNYMEDE DEVELOPMENT CORPORATION ON THE SOUTHEAST CORNER OF DIXIE ROAD AND KITLEY AVENUE FILE NUMBER B 2310 - A 11/78 -. "! GRANT TO DAY CAMP FOR MENTALLY RETARDED FILE NUMBER C 2163 ":,, That a grant in the amount of $100.00 per partic- ipant, the total of which shall not exceed $1,500.00, be made to the Ajax-Pickering and Whitby Association for Retarded Children to assist in their Summer Day Camp Programme; and that the amount be charged to elL Account # 2195. That tender T-17-79 submitted by Trabur Painting Ltd. for the preparation and painting of the roof, steel structure and galvanized decking at the Don Beer Arena in the amount of $38,740.00 be approved; and that the bid deposit cheque submitted by Monarch Maintenance and painting not be returned. , .. 9. LANDSCAPE PLAN FOR NEW .FIRE HALL FILE NUMBER F 2420 That the Town Manager be authorized to spend up to a maximum of $2,000.00 for the landscaping of the # 1 Fire Hall property. 10. SALE OF ST. MARY'S SEPARATE SCHOOL AT 415 TOYNEVALE ROAD FILE NUMBER D 3360 That the Durham Region Separate School Board be advised that the Town of Pickering is not interested in purchasing the St. Mary's Separate School on 415 Toynevale Road. ~ ,- 11. CIVIC HOLIDAY FILE NUMBER A 2110 , That Mayor Anderson is herewith authorized to proclaim Monday, August 6, 1979 as a Civic Holiday. 14. ACCOUNTS FOR APPROVAL FILE NUMBER C 2310 That the statement of accounts in the amount of $1,736,474.57 for the period ending April 30, 1979, as submitted by the Town "anager, be approved.
