BY-LAWS
Councillor Cahill, seconded by Councillor Dickerson moved
for leave to introduce By-laws of the Town of Pickering:
By-law Number 967/79
Being a by-law to amend By-law 851/78, providing for the
regulating of parking, standing and stopping on highways
or parts of highways under the jurisdiction of the Corporation
of the Town of Pickering and on private and Municipal property
and to designate school bus loading zones.
By-law Number 968/79
Being a by-law to authorize the execution of a Site Plan
Agreement between the Corporation of the Town of Pickering
and the Jesuit Fathers of Upper Canada Holding Corporation
respecting part of Lot 22, Concession 2, Pickering. (AI0/78)
By-law Number 969/79
Being a by-law to authorize the execution of a Subdivision
Agreement between the Corporation of the Town of Pickering
and Hollinger Construction Limited respecting Lot 31, Plan
350 (Draft Plan 18T-77006).

Being a by-law to authorize the execution of a Site Plan
Agreement between the Corporation of the Town of Pickering

By-law Number 971/79
Being a Restricted Area By-law to amend Restricted Area
By-law 3036, as amended, and to implement the Official
Plan of the Town of Pickering District Planning Area, Region
of Durham, in Part Lot 33, Concession 1, in the Town of
Pickering.
By-law Number 972/79
Being a by-law to authorize the execution of an Agreement
between the Corporation of the Town of Pickering and the
Corporation of the Borough of Scarborough respecting the
maintenance and repair of the Pickering/Scarborough Townline
Road.
THIRD READING
Councillor Cahill, seconded by Councillor Dickerson moved
that the report of the Committee of the Whole on By-law
Numbers 967/79, 968/79, 969/79, 970/79, 971/79, 972/79
be adopted, and that the said By-laws be now read a Third
Time and PASSED and that the Mayor and Clerk sign the same,
and the Seal of the Corporation be affixed thereto.

By-laws read a first, second and third time and finally
passed.

OTHER BUSINESS
1.
Councillor Matheson requested the Town Manager
to prepare a procedure so that the Fire Department
is made aware of new businesses moving into previous-
ly occupied premises.
2.
Councillor Cahill inquired into the Town's licencing
procedures for new businesses and was informed
that the Town licences few businesses and proposed
Provincial legislation will greatly restrict
the types of businesses that a municipality can
licence.
3.
Councillor Kitchen inquired into the necessity
of a police officer to direct traffic at the
intersection of Liverpool Road and the entrance
to the north parking lot of the GO station. He
was informed that this officer keeps northbound
traffic on Liverpool Road moving.

4.
Councillor Dickerson stated that cars are parking
on the grassed area on the south side of the
south entrance to the Don Beer Arena and suggested
that this could be prevented if the fence at
the south end of the property was extended.
5.
Councillor Fisher requested a special Council
Meeting in April to discuss a new procedural
by-law.
6.
Councillor Geraghty submitted a petition signed
by residents of Greenwood requesting improved
fire protection. She requested the Town Manager
to prepare a report on existing firefighting
services.
7.
Councillor Geraghty inquired into the status
of the report being prepared by the Planning
Director on the Finch Avenue-Rossland Road align-
ment.
8.
Councillor Geraghty requested the Town Manager
prepare a report regarding the classification
of confidential items.
10.
Councillor Geraghty read a letter from residents
of Nashville, Tennessee complimenting the Town
on the hiking trail.
Councillor Geraghty moved the following Notice
of Motion:
9.
That By-law 247/75 be amended to prohibit the
discharge of firearms south of Highway #7.

CONFIRMATION BY-LAW
By-law Number 973/79
Councillor Cahill, seconded by Councillor Dickerson moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on the March
19th, 1979, and that same be now read a first, second and
third time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.

The Executive Committee having met March 12th, 1979, presents
its fourth report to the Council of the Town of Pickering
and recommends:
1.
APPLICATION FOR MODIFICATION TO
MINISTER'S ZONING ORDER SUBMITTED

That application M 25/79, submitted by 399819
Ontario Limited, to modify the Minister's Zoning
Order with respect to lands being Part of Lot
17, Concession 8, to permit the development of
a recreational complex, be approved, subject
to the following conditions:
1.
That prior to the issuance of building permits,
'the owner make satisfactory arrangements
with:
(a)
the Town regarding the type, use and
location of all structures on the subject
lands;
(b)
the Metropolitan Toronto and Region
Conservation Authority (MTRCA); and
(c)
the Regional Health Unit.
2.
That the owner enter into an appropriate
noise abatement agreement with and to the
satisfaction of the Town.

HUNTING LICENCES

That the report of the Town Manager dated February
26th 1979 with respect to the issuance of hunting
licences in the Town of Pickering be received;
and that a hunting licence be considered invalid
unless permission to hunt is obtained from the
property owner or leasee.

PICKERING HOCKEY ASSOCIATION

That the request of the Pickering Hockey Association
for a waiver of the rental fee of the community
hall at the Don Beer Arena, between March 19th
- 23rd, 1979, in the amount of $100.00 be approved;
and that this rental fee be charged to Account
GL 2195 (Grants to Organizations and Individuals);
and that a further $200.00 be granted to the
Pickering Hockey Association for the purchase
of souvenir pennants.

That the Mayor and Clerk be authorized to petition
the Minister of Transportation and Communications
for a further subsidy in the amount of $360.43
for 1978 transit expenditures pursuant to The
Public Transportation and Highway Improvement
Act.
1979 TRANSIT SUBSIDY

That the Mayor and Clerk be authorized to request
the Minister of Transportation and Communications
for an allocation of subsidy funds for 1979 in
the amount of $260,472.00 pursuant to The Public
Transportation and Highway Improvement Act.

8.
PICKERING HEIGHTS JOINT VENTURE

That the request dated January 30th, 1979, from
Fred Schaeffer and Associates Limited on behalf
of Pickering Heights Joint Venture for a reduction
in the amount of $55,000.00 (i.e. from $155,935.00
to $100,935.00) in the performance and maintenance
of works security required for the development,
east of Whites Road, of the Pickering Heights
Joint Venture Pickering Project, be approved.
9.
ACCOUNTS FOR APPROVAL

That the accounts in the amount of $4,093,519.61
for the period ending February 28, 1979, as submitted
by the Town Manager, be approved.
10.
PUBLIC UTILITIES COMMISSION
FILE NUMBER - F 2710.03
That the report of the Pickering Electric Power
Commission Local Study Team, dated March 1979,
be approved, and
1.
The Council of the Town of Pickering formally
take the required action to initiate the
formation of a Pickering Electric Power
Commission.
2.
The provisional start up date for the Commission
be July 1, 1980.
3.
The initial Commission be comprised of five
members which shall include the Mayor of
the Town of Pickering, one Councillor to
be appointed by Council and three Town residents
to be selected by Council.
4.
The Commission offer employment to such
members of Ontario Hydro's staff as may
be designated as serving the Pickering area
in accordance with the current regulations
concerning the take over by a new utility.

11.
TAXICABS
FILE NUMBER - F 4200.11
Whereas all taxicabs which operate in Metropolitan
Toronto require a Metro Taxicab Licence to engage
a fare for delivery within it's boundaries; and
Whereas these licenced taxicabs may engage fares
within the Town of Pickering for delivery in
Metropolitan Toronto; and
Whereas Metropolitan Toronto has, by by-law effective-
ly prohibited taxicabs stationed in the Town
of Pickering from engaging fares in Metropolitan
Toronto for delivery to the Town of Pickering;
Now Therefore staff is hereby directed to prepare
a report and draft by-law to ensure equitable
treatment for the Pickering taxicab industry.
