Anderson (In hospital) Councillor Geraghty (Personal business) (I) ADOPTION OF MINUTES Council Meeting of December 11, 1978 (II) PRESENTATION Mr. Don Yarrow presented cheques to the following organizations, being proceeds from the weekly bingo games sponsored by the Pickering Panthers Junior "B" Hockey Club: Pickering Hockey Association Holy Redeemer Hockey Association Pickering Village Minor Hockey Association $7,212.35 $1,252.51 $1,236.99 (III) 1. DELEGATIONS Mr. Bill Baldwin was present to support the petition from the residents of Bayly Street and Toy Avenue regarding the Brock Industrial Plan. He requested that the subject properties be designated Associated Industrial Uses so that the properties would be more marketable. 2 . Mr. Murray Stroud, representing Mr. Ernest Stroud and Colonial Homes Limited, requested that his clients' properties be deleted from the Community Plan for the Brock Industrial Area for further study. 28/78 - 128 - (IV) RESOLUTIONS Resolution 175/78 Moved by Councillor Cahill Seconded by Councillor Fisher That the Town Manager be authorized to complete negoti- ations with Ontario Hydro with respect to the extension of Dillingham Road, westerly, through the Ontario Hydro right-of-way, as part of the Dreyer Drive extension. CARRIED Resolution 176/78 Moved by Councillor Cahill Seconded by Councillor Fisher That the Town Manager be authorized to commence negoti- ations with Bramalea Limited with a view towards obtain- ing additional land adjacent to the Rosebank Public School, and That he be authorized to secure an appraisal of the prop- erty if deemed necessary. CARRIED Resolution 177/78 Moved by Councillor Fisher Seconded by Councillor Cahill That the report of the Director of Parks and Recreation dated December 6th, 1978, with respect to the Concession Booth Operation at the Don Beer Sports Arena be adopted. Dickerson and Cahill Absent: Mayor Anderson and Councillor Geraghty Resolution 178/78 Moved by Councillor Cahill Seconded by Councillor Kitchen That the report of the Director of Parks and Recreation dated November 29th, 1978, with respect to the Pickering Outdoor Recreation Association be adopted. CARRIED Tabled until Council Meeting of January 8, 1979 28/78 - 129 - Resolution 179/78 Moved by Councillor Cahill Seconded by Councillor Dickerson That the Council of the Town of Pickering hereby proclaims 1979 as the "Year of the Child". CARRIED Resolution 180/78 Moved by Councillor Fisher Seconded by Councillor Cahill That the confidential report of the Town Manager dated November 2nd, 1978, as amended December 8th, 1978, with respect to the 1979 salaries for the Non-Union staff be approved and; That the salaries of the Non-Union group be adjusted, effective January 1st, 1979, consistent with the recommendations contained therein. CARRIED Resolution 181/78 Moved by Councillor Cahill Seconded by Councillor Dickerson That the Council of the Town of Pickering hereby recommends to the Regional Municipality of Durham that the following persons be appointed to the stated conservation authority: Central Lake Ontario Conservation Authority: Mrs. Norah Geraghty Metropolitan Toronto and Region Conservation Authority: Mr. Gerald Fisher Mr. Donald Kitchen CARRIED Resolution 182/78 Moved by Councillor Cahill Seconded by Councillor Fisher That tender T-39-78 submitted by Sheridan Chevrolet Oldsmobile Limited for the supply of one station wagon in the amount of $6,287.00, be approved. CARRIED 28/78 - 130 - Resolution 183/78 Moved by Councillor Fisher Seconded by Councillor Kitchen That pursuant to Section 5.2.3 of the Official Plan of the Regional Municipality of Durham, the Brock Industrial Area Development Plan is hereby adopted. Deferred to Council Meeting of January 22, 1979 Resolution 184/78 Moved by Councillor Dickerson Seconded by Councillor Cahill That pursuant to Section 5.2.3 of the Official Plan of the Regional Municipality of Durham, the Rosebank Neighbourhood Development Plan is hereby adopted. Deferred to Council Meeting of January 22, 1979 Resolution 185/78 Moved by Councillor Kitchen Seconded by Councillor Fisher Whereas the Council of the Town of Pickering does not consider the expenditure of public funds by the Metropolitan Toronto and Region Conservation Authority (M.T.R.C.A.) on erosion control on the Duffins Creek through the Whitevale course to be necessary; and Whereas the Council does not wish the Town to be required to share in the cost of erosion control on other areas within the jurisdiction of the M.T.R.C.A.; Therefore, be it hereby resolved that: The M.T.R.C.A. be requested to delete the proposed expenditure of approximately $25,000 in its 1979 budget for erosion control in the Region of Durham; and Upon confirmation that the M.T.R.C.A. will not expend the funds for the foregoing project in 1979, that the Region of Durham be requested to withdraw their appeal to the Ontario Municipal Board regarding this expenditure to enable the M.T.R.C.A. to obtain overall approval of its 1979 budget. LOST L8/78 (V) - 131 - BY-LAWS Councillor Dickerson, seconded by Councillor Cahill moved for leave to introduce By-laws of the Town of Pickering: By-Law Number 919/78 Being a by-law to provide for the establishment, maintenance and operation of certain community recreation centres within the Town of Pickering. By-Law Number 922/78 - Two Readings Only Being a by-law to amend the Plan for the District Planning Area of the Town of Pickering by the addition thereto of the Fairport Community Plan Rosebank Neighbourhood dated December, 1978. Deferred to Council Meeting of January 22, 1979 By-Law Number 923/78 - Two Readings Only Being a by-law to amend the Plan for the District Planning Area of the Town of Pickering by the addition thereto of the Community Plan for the Brock Industrial Area. Deferred to Council Meeting of January 22, 1979 By-Law Number 925/78 Being a by-law to authorize the execution of a Site Plan Agreement between the Corporation of the Town of Pickering and Gingerwood Investments Limited with respect to Part Lot 18, Range 3, Broken Front Concession, Pickering. By-Law Number 926/78 Being a by-law to appoint persons to various agencies, boards and committees of the Town of Pickering. By-Law Number 927/78 Being a by-law to authorize the execution of a Site Plan Agreement between the Corporation of the Town of Pickering and Lionel Sharpe, In Trust regarding Part Block Y, Plan M-16. THIRD READING Councillor Dickerson, seconded by Councillor Cahill moved that the report of the Committee of the Whole on By-law Numbers 919/78, 925/78, 926/78 and 927/78 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. 28/78 - 132 - (VI) 1. OTHER BUSINESS Councillor Fisher stated that farm trucks or trucks serving the local businesses in Whitevale should be exempt from the prohibition of heavy trucks on Concession Five Road in Whitevale. 2. Councillor Kitchen urged that the Region of Durham be requested to prohibit parking on both sides of Bayly Street from Brock Road to a point west of Liverpool Road where the pavement narrows. 3. Councillor Dickerson requested the Town Manager to study the feasibility of prohibiting left turns from Liverpool Road into the north parking lot of the GO Station. 4. Councillor Cahill stated as a Councillor he votes on items before Council as a free agent. He also requested all Councillors to have the general concurrence of Council prior to making independent public statements. 5. Acting Mayor Matheson commended the Bay Ridges Kinsmen Club for sponsoring a dinner for senior citizens. (Vll) CONFIRMATION BY-LAW By-law Number 928/78 Councillor Cahill, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the December 18, 1978, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
