COUNCIL MEETING
A Meeting of the Pickering Town Council was held on
Monday, October 30th, 1978 at 7:30 P.M.

That the Executive Committee Report of October 23rd 1978,
be adopted.

Resolution 149/78
Moved by Councillor Fisher
Seconded by Councillor Cahill
That By-law 888/78 is in conformity with the Official Plan
of the Region of Durham and in force at the time said by-law
was passed, namely the 11th day of September 1978;
And that no further Official Plan has been proposed by
Council nor approved by the Ministry of Housing since the
passing of said By-law 888/78 in which the said by-law
would not be in conformity.

That the letter from James A. Murray dated October 23,
1978 submitting his resignation from the Committee of Adjust-
ment of the Town of Pickering effective October 23, 1978,
is acknowledged.

Seconded by Councillor Cahill
That the Council of the Town of Pickering hereby petition
the Ministry of Transportation and Communications for Interim
Payment under the Public Transportation and Highway Improvement
Act on Town Road Expenditures to the amount of $792,568.45
made in the year 1978.

That the request of The Royal Canadian Legion, Bay Ridges
Branch, to conduct the annual Poppy Sale from November
2, 1978 to November 10, 1978 be approved.

BY-LAWS
Councillor Cahill, seconded by Councillor Robertson moved
for leave to introduce By-laws of the Town of Pickering:
By-Law Number 909/78
To authorize the execution of a Site Plan Agreement between
the Town of Pickering and Pentans Developments Limited
with respect to Part Lot 24, Concession 1, Pickering.
By-Law Number 910/78
To dedicate certain lands as a public highway (Part Lot
18, Range 3, B.F.C. Part 5, Plan 40R-3158)

By-Law Number 911/78
To dedicate certain highways within the Town of Pickering
as through highways.
By-Law Number 912/78
To amend By-law 266/75 limiting the number of service stations
and public garages.
By-Law Number 913/78
To establish fees for documents and services.
By-Law Number 914/78
Being a By-law to exempt certain parts of Plan M-l058 from
part lot control.
THIRD READING
Councillor Fisher, seconded by Councillor Cahill moved
that the report of the Committee of the Whole on By-law
Numbers 909/78, 910/78, 911/78, 912/78, 913/78, 914/78
be adopted, and that the said By-laws be now read a Third
Time and PASSED and that the Mayor and Clerk sign the same,
and the Seal of the Corporation be affixed thereto.
CARRIED
By-laws read a first, second and third time and finally
passed.

OTHER BUSINESS
1.
Councillor Kitchen stated that the police are unwilling
to post a traffic officer at the intersection of Bayly
Street and the GO station entrance. In view of this, the
following resolution was proposed:

Seconded by Councillor Robertson
Whereas the intersection of Bayly Street and the GO station
entrance is hazardous for pedestrians crossing Bayly Street;
And Whereas the Region of Durham has not scheduled the
installation of traffic signals at this intersection until
1979;
Now Therefore The Council of the Town of Pickering hereby
requests the Region of Durham to accept funds from the
Town of Pickering at this time to install traffic signals
immediately at this intersection and that the Town be re-
imbursed in 1979 for these advanced funds.

2.
The Mayor read to Council a letter from Bay Ridges Cable
T.V. Limited dated October 30, 1978 requesting permission
to install permanent equipment in the Council Chambers
for cable T.V. purposes. The following resolution was proposed:

That the request of Bay Ridges Cable T.V. Limited dated
October 30, 1978 to install a "cable feed" to the Council
Chambers be approved.

CONFIRMATION BY-LAW
By-law Number 915/78
Councillor Cahill, seconded by Councillor Geraghty moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on the October
30, 1978, and that same be now read a first, second and
third time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally
passed.

TOWN OF PICKERING
The Executive Committee, having met October 10th, 1978,
presents its seventeenth report to the Council of the Town
of Pickering and recommends:
1.
AMALGAMATION OF SOCCER PROGRAMMES

That the Town of Pickering endorse the proposal
of the Bay Ridges and West Shore Soccer Clubs
to amalgamate their clubs and establish one club
to represent all Minor Soccer activities within
the Town of Pickering;

and that the new club share with the Recreat-
ion Department the allocation of field time for
all soccer activites with the Town;
and that the Director of Parks and Recreation
or his designate be appointed to the Board of
Directors for the new club to serve as a liaison
with the Municipality.

TAX WRITE-OFFS

That the report of the Treasurer-Collector dated
October 2nd 1978 with respect to tax write-offs
be adopted;
and that he be authorized to write-off taxes
in the amount of $9,088.89, as outlined in his
report.

ACCOUNTS FOR APPROVAL

That the Accounts, dated September 29th 1978,
in the amount of $2,285,287.49, as submitted
by the Town Manager, be approved.
4.
OLD ROSEBANK FIREHALL
That the Town Solicitor be authorized to accept
in settlement of the sale of the Rosebank Fire
Hall an amount up to $5,950.00 less than the
original $88,000.00 approved by Council, in view
of the reduced area of the property and confirmed
by the survey.
