Mys1ik Town Manager Town Clerk Deputy Clerk (I) ADOPTION OF MINUTES Meeting of May 1st 1978. ( II) 1. DELEGATIONS Mr. H.A. Stratton of 732 Westshore Boulevard, Pickering was present to ~peak to Item #3, of the Planning Committee/Report dated May 8th 1978, regarding Mac's Milk Store. 2. Mr. L. Naymark of the law ftrm of Day, Au1t and White was present to request a deferral of Item #3 of the Planning Committee Report dated May 8th 1978, regarding Mac's Milk Store. 3. Mr. Dan Hutt, representing the Fairport Beach Ratepayers Association was present to speak to Item #3, of the Planning Committee Report dated May 8th 1978, regarding the Mac's Milk Store. (III) RESOLUTIONS PLANNING COMMITTEE REPORT OF MAY 8th 1978 See Appendix I Resolution 57/78 Moved by Councillor Fisher Seconded by Councillor Geraghty That the Planning Committee Report of May 8th 1978, be adopted. CARRIED - 43 - 11/78 (III) RESOLUTIONS (Continued) REPORT OF THE EXECUTIVE COMMITTEE OF MAY 9th 1978 See Appendix II Resolution 58/78 Moved by Councillor Robertson Seconded by Councillor Fisher That the Executive Committee Report of May 9th 1978, be adopted, with the following amendment: Item #2 was tabled until the Council Meeting of June 5th 1978. Resolution 59/78 Moved by Councillor Cahill Seconded by Kitchen That By-law 784/78 is in conformity with the Official Plan of the Town of Pickering approved and in force at the time said by-law was passed, namely the 20th day of February 1978; And that no further Official Plan has been proposed by Council nor approved by the Ministry of Housing since the passing of said By-law 784/78 and which said by-law would not be in conformity including the District Planning Area, Region of Durham which was adopted by Council on February 12th 1975 and recommended to the Region of Durham for approval. CARRIED Resolution 60/78; Moved by Councillor Kitchen Seconded by Councillor Robertson That the request of the Pickering East Shore Community Association to hold a Beerfest at Kinsmen Park on June 3rd 1978, and on alternative date of June 10th 1978, in regards to weather, be approved; subject to the approval of the L.L.B.O. Town Manager's Department Clerk's Department Treasury Department Transit Department Parks and Recreation Department Interim-Head Planning Department Legal Department Public Works Department Fire Department CARRIED (IV) BY-LAWS Councillor Robertson, seconded by Councillor Fisher moved for leave to introduce By-laws of the Town of Pickering: By-Law Number 811/78 To levy such rates against all of the assessed properties in the Town of Pickering as will be required to cover the 1978 requisitions from the Durham Board of Education and the Durham Roman Catholic Separate School Board. By-Law Number 812/78 To authorize the use of composite ballots ab municipal elections in the Town of Pickering. By-Law Number 813/78 To adopt Amendment Number 34 of the Official Plan for the Town of Pickering Planning Area, Region of Durham~ By-Law Number 814/78 To appoint a Planning Director for the Town of Pickering. By-Law Number 815/78 To authorize the execution of a Lease Agreement between the Durham Board of Education and the Corporation of the Town of Pickering with respect to Cherrywood Public School. By-Law Number 816/78 To amend By-law 266/75, limiting the number of automobile service stations and public garages. By-Law Number 817/78 To define and determine the duties and responsibilities of the Town Manager and to amend By-law Number 682/77. (IV) - 45 - 11/78 BY~LAWS (Continued) By-Law Number 818/78 - Two Readings Only To stop up a part of the road allowance between Lots 10 and 11 in Concession 5 and to authorize the sale of that part of the said road to abutting property owners. READING Councillor Robertson, seconded by Councillor Fisher moved that the report of the Committee of the Whole on By-law Numbers 811/78, 812/78, 813/78, 814/78, 815/78, 816/78, 817/78, be adopted, and that the said By-laws be now read a Third! Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. THIRD (V) CARRIED By-Laws read a first, second~and third time and finally passed. NOTICE OF MOTION (VI) 1. 2. Moved by Councillor Geraghty Seconded by Councillor Fisher WHEREAS national statistics have shown that close to two-thirds of all reported fires occur in the home and most of them begin when the occupants are in bed and asleep; AND WHEREAS there have been recent fatalities which may have been~avoided if smoke detectors were installed in the premises which were subject to a fire; AND WHEREAS Section 354(1) subsection 44 of The Municipal Act permits Council to pass by-laws for making regulations for preventing fires and the spread of fires as the Council considers necessary. NOW THEREFORE the Council of the Town of Pickering hereby directs the Town Solicitor and Fire Ch~ef to prepare a by-law stating that all owners of family dwellings install a workable smoke detector within one year of the passing of said by-law. LOST OTHER BUSINESS Councillor Kitchen requested that parking on Wharf Street and speed limits in the Glendale Subdivision be discussed at the Executive Committee Meeting of May 27th 1978. Mayor Anderson reported that the Regional Planning and Development Committee will be receiving the the inter-regional traffic study on May 23rd 1978, at 10.00 a.m. at Regional Headquarters. - 46 - 11/78 (VI) 3. OTHER BUSINESS (Continued) Mayor Anderson reported that the Firefighters Union Local 1362, reached an agreement and the following resolution was carried: Resolution 62/78 Moved by Councillor Robertson Seconded by Councillor Fisher That the Memorandum of Agreement between the Town and the Town of Pickering Firefighters, dated May 1st 1978, be accepted and that a by-law be prepared for the signature of the Mayor and the Clerk, authorizing the signature of a new agreement. CARRIED (VII) CONFIRMATION BY-LAW By-Law Number 819/78 Councillor Robertson, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 15th day of May 1978, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. PUBLIC RELATIONS FILE NUMBER F 1000 That the following policy be adopted: 1. That the Mayor be authorized to purchase one hundred pennants displaying the Town Crest and the words "Town of Pickering"and that these pennants and lapel pins be distributed at the discretion of the Mayor or Town Manager. That the Civic Recognition Committee continue to honour outstanding achievement pursuant to the terms of By-law 197/75. 2. 3. That the Mayor be authorized to continue issuing fiftieth wedding anniversary scrolls. That the Mayor be authorized to purchase fifty "congratulation" scrolls and distribute these at his discretion. 4. 5.
