That the Executive Committee Report of April 10th
1978, be adopted, with the following amendment:
Item #5 was deleted and the following substituted
therefore:
That the supply and installation of floodlighting
in Kinsmen Park be retendered.

That the report of the Director of Public Works
dated March 23rd 1978 with respect to Mileage
Policies be received and that the amount paid to an
employee for the use of an automobile for Town

That the lifting of the normal limits of volumes
of garbage from May 8th 1978 to May 19th 1978,
inclusive, to assist in the Spring Clean-up within
the Garbarge Area, as recommended by the Director
of Public Works in his report dated April 10th 1978,
be approved.

That the Council of the Town of Pickering authorizes
the publication of a Public Notice, regarding the
destruction of weeds under the provision of the
Weed Control Act of the Province of Ontario and
directs the Regional Weed Inspectors to cause noxious
weeds or weed seeds to be destroyed in such a manner
as they may deem proper;
And that the expenses incurred by the said Weed
Inspectors in the discharge of their duties shall
be placed on the Collector's Roll of this municipality
against the respective parcels concerned;
And that such amounts shall be collected in the same
manner as taxes under The Municipal Act.

That the letter fDom Totten, Simms, Hubicki
Associates Limited dated April 5th 1978, be adopted;
And that the tender submitted by Berkim Construction
Limited in the amount of $260,900.00 for the construction
of Pickering Fire Station #1, be accepted.

Seconded by Councillor Robertson
WHEREAS by Resolution 6/77 (Item 9) made by the
Council of the Corporation of the Town of Pickering
on January 17th 1977, Councillor L. Cahill was
appointed the Pickering Council representative
on the Social Planning Council;
AND WHEREAS it is now deemed appropriate to
appoint Councillor N. Geraghty to act in the p1aceand
stead of Councillor Cahill as the Pickering Council
representative on the Social Planning Council;
NOW THEREFORE BE IT RESOLVED THAT:
1.
Councillor N. Geraghty be appointed to act
in the place and stead of Councillor L. Cahill
as the Pickering Council representative on
the Social Planning Council, and further that;
2.
Item#9 of Resolution 6/77, passed January 17th
1977, be rescinded.

Robertson moved for leave to introduce By-
laws of the Town of Pickering:
~-Law Number 783/78
Being a By-law to authorize the execution of
certain documents relating to the transfer of lands
comprising the site of the Pickering Museum at
Brougham to Her Majesty the Queen in Right of
Canada (Lots 12,13, 14, 15 and Part Lot 16,
Plan 10 and Lots 13 and 14, Plan 530).
By-Law Number 784/78
Being a Restricted Area By-law to implement the
Official Plan of the Township (now Town) of Pickering
District Planning Area, Region of Durham, in Part
Lot 20, Range 3, Town of Pickering.
By-Law Number 794/78
Being a By-law to amend By-law 425/76 respecting
residential fences and swimming pool enclosures
in the Town of Pickering.
By-Law Number 795/78
Being a By-law to amend By-law 266/75, limiting
the number of automobile service stations and
public garages.
By-Law Number 796/78
Being a By-law to authorize the execution of a
Working Rights Agreement between the Ministry of
the Environment and the Corporation of the Town
of Pickering respecting a portion of the York/
Durham Sewage System (Part Block "A" Plan M-106).

Councillor Matheson, seconded by Councillor Robertson
moved that the report of the Committee of the Whole
on By-law Numbers 783/78, 784/78,794/78,795/78,
796/78, be adopted, and that the said By-laws be
now read a Third Time and PASSED and that the Mayor
and Clerk sigh the same, and the Seal of the Corp-
oration be affixed thereto.

finally passed.

OTHER BUSINESS
Councillor Matheson proposed the following
Notice of Motion:
That the Town carry out minimal maintenance of the
roads listed under the "Summary of Non-maintained
Roads", on Page 42 of the 1976 Road Needs Study.
As backup to this Notice of Motion, Councillor
Matheson requested that staff determine the status
of ownership of these roads.
2.
Councillor Kitchen requested that the creative
play fort on Douglas Avenue be removed because
it is in a poor state of repair.
3.
Mayor Anderson reported that he received a petition
from the Glendale Community Association requesting
that the Town develop a Public Utilities Commission.
The Mayor stated that he wrote the Minister of
Energy requesting a meeting to discuss this.

CONFIRMATION BY-LAW

Councillor Geraghty, seconded by Councillor
Fisher moved for leave to introduce a By-law of
the Town of Pickering to confirm the proceedings
of the Council of the Corporation of the Town of
Pickering at its meeting held on the 17th day of
April 1978, and that same be now read a first,
second and third time and that the same be now
finally passed and that the Mayor and Clerk sign
the same and that the Seal of the Cørporation be
thereto affixed.
CARRIED
By-law read a first, second and third time and
finally passed.

TOWN OF PICKERING
The Executive Committee, having met March 28th 1978,
presents it sixth report to the Council of the Town
of Pickering and recommends:
RECREAT ION RATE INCREASES
FILE NUMBER F3'300
That the report of the Director of Parks and Recreation
dated January 19th 1978 with respect to the 1978 rates
for facilities, community halls and general programs be
adopted and the new rates implemented.
SroRM SEWER PROPOSAL FOR ROSEBANK
FILE NUMBER E5120
That the request of the Rosebank and East Rouge Rate-
payers Association that no storm sewers be installed
in the Rosebank area be received;
And that no further action be taken on the installation
of storm sewers in Rosebank.
TENDER FOR COLD MIX ASPHALT
FILE NUMBER C4300
That tender T-5-78 for the supply of cold mix asphalt
submitted by Repac Construction in the amount of $13.24
per ton (picked up) and $14.29 per ton (delivered) be
accepted, subject to the approval of the Ministry of
Transporation and Communications.
TENDER FOR GASOLINE AND DIESEL OIL

That the Region of Durham tender SSD 2-78 for the supply
of gasoline and diesel oil submitted by Texaco Canada

ORANGEBROOK DEVELOPMENTS - ORANGEBROOK COURT

That the report of the Town Solici'tor dated March 22nd
1978, with respect to the dedication of orangebrook
Court as a public highway be adopted¡
And That the necessary by-laws be prepared authorizing
the dedication of Orangebrook Court as a Town road
and granting the authority to the Mayor and Clerk to
enter into an agreement covering the completion of
this road.
LICENCE AGREEMENT - ENCROACHMENT
505 BELLA VISTA DRIVE

That the Mayor and Clerk be authorized to enter into
a Licence Agreement with Albert Kleiner of 5D5 Bella
Vista Drive permitting an encroachment on a Municipal
road allowance¡
And That the Licence Agreement is to include that
Albert Kleiner will pay those property taxes for that
portion of the building at 505 Bella Vista Drive that
encroaches on the road.
LEASE OF OLD GREENWOOD SCHOOL

That the Durhain Board of Education be advised that the
Town of Pickering wishes to terminate its lease with the
Durham Board of Education, dated the 3rd day of May 1976
on premises generally known as the Greenwood Public School¡
And that the Town Clerk be authorized to advise the
Durham Board of Education that the Municipality will
vacate the premises by April 30th 1978.
