Taylor - Town Clerk (I) ADOPTION OF MINUTES Meeting of January 7, 1980 (II) - ,DELEGATIONS 1. Mr. Bruce Freeman of Bramalea Limited requested that Council defer a decision on the Metric Con- version By-laws until such time as the Local Developers' Association has had an opportunity to review same. (II1)- -RESOLUTIONS ResolutionJ/SO--See-Appendix-#l Noved by Councillor Dickerson Seconded by Councillor Matheson That the Executive Committee Report of January 14, 1980, be adopted with the following amendment: Item #4 was amended to delete the phrase "Children - 15 tickets for $6.00" and to substitute "Children - 10 tickets for $4.50". CARRIED Resolution. 5/80 Noved by Councillor Stoner Seconded by Councillor Fisher That the Town Solicitor be directed to prepare a report determining the Town's statutory authority to prohibit the storage of P.C.B. 's; and that a by-law be prepared based on this report to prohibit the storage of P.C.B. 'so CARRIED Resolution-6/80 Moved by Councillor Cahill Seconded by Councillor Matheson That an advertisement be placed in all local newspapers requesting applications for agents of record from all insur- ance agents who have based their offices in the Town of Pickering. CARRIED (IV) - - BY-bAWS Councillor Stoner, seconded by Councillor Dickerson moved for leave to introduce By-laws of the Town of Pickering: By-law Number-l077/80 Being a By-law to amend By-law 2511, as amended, to allow for the conversion of zoning standards and provisions therein from imperial units to metric units. - 5 - 2/80 By-law Number. 1078/80 To amend By-law 3036, as amended, to allow for the conversion of zoning standards and provisions therein from imperial units to metric units. By-law Number-1079/80 Being a By-law to designate a Site Plan control area. By-law Number 1080/80 To delegate to the Director of Planning the powers and authority of the Council of the Corporation of the Town of Pickering under section 35a of The Planning Act, as amended by The Planning Amendment Act, 1979. By-law Number-1081/80 To repeal certain sections relating to site planning in By-laws 2511,2520, 3036 and 3037. By-law-Number-1082/80 To amend By-law 3037, as amended, to allow for the conversion of zoning standards and provisions therein from imperial units to metric units. By-law Number-1083/80 , To amend By-law 2520, as amended, to allow for the conver- sion of zoning standards and provisions therein from imperial units to metric units. By-law-Number1084/80 Being a By-law to authorize the temporary borrowing, if necessary, of up to $1,500,000.00 at anyone time, until taxes are collected. By-law-Number-1085/80 Being a By-law to authorize the execution of a Site Plan Agreement between the Corporation of the Town of Pickering and Keen Kraft Marina Co. Limited respecting Part Lot 3, and all Lots 4, 5, 6 and 7, Plan 65. By-law Number 1086/80 Being a By-law to authorize the execution of an Agreement of Purchase and Sale between the Corporation of the Town of Pickering and the Durham B card of Education respecting Part Lot 10, Concession 5 and part of the closed road allow- ance between Lots 10 and 11, Concession 5, Pickering (Old Greenwood School) By-law-NumberC-3 Being a By-law to appoint Mr. George Nunes and Mr. Albert Edward Wilkens as a By-law Enforcement Officer for certain purposes (fire route regulations - Sheridan Mall). 2/80 - 6 - By-law-Number-C-4 Being a By-law to amend The Town of Pickering Municipal Code respecting remuneration for Members of Council. THIRD READING Councillor Fisher, seconded by Councillor Cahill moved that the report of the Committee of the Whole on By-law Numbers 1079/80, 1080/80, 1081/80, 1084/80, 1085/80 1086/80, C-3, C-4 be adopted and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (V) . OTHER BUSINESS 1. Councillor Dickerson stated that false allegations have been made about him having a conflict of interest and he directed the Town Clerk to prepare a report on conflicts of interest. 2. Councillor Kitchen reported that the Regional offices can be dialed locally and the telephone numbers that can be dialed locally will be printed in the next issue of the telephone book. Councillor Cahill asked if three quotes were requested for the construction and renovation of the old Greenwood School. Mrs. Mowbray, Chairman of the Public Library Board, stated that the Library's architect selected Preway Construction in order to take advantage of a fixed price con- tract. 3. 4. The Town Manager was authorized to purchase Town crests or pennants, whichever were cheaper. 2/80 - 7 - (V)- -. - . -OTHER-BUSINESS - continued 5. The purchase of property in the Brock industrial area and the Amberlea industrial park, both for road purposes, were discussed. 6. The Mayor announced that the Council Meeting of February 18, 1980 has been re-scheduled for February 19, 1980 because of the Federal elections. 7 . Resolution #7/80 Moved by Councillor Cahill Seconded by Councillor Dickerson That public skating be cancelled at the Don Beer Arena on Sunday, February 3, 1980 in order to facilitate the annual O.M.H.A. hockey tournament. CARRIED (VI)- - - - CONFIRMATION-BY-LAW By-law-Number-l087/80 Councillor Dickerson, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the January 21, 1980, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
