That By-law Amendment Application A 37/79 submitted by
Orangebrook Developments Limited, on lands being Part of
Lot 24, Concession 2, to rezone the subject lands from
'A' Agricultural, to an appropriate zoning permitting dev-
elopment as shown in draft approved revised subdivision
plan 18T-79051, be APPROVED.

That draft Plan of Subdivision 18T-79051, submitted by
Orangebrook Developments Limited, on lands being Part of
Lot 24, Concession 2, be APPROVED, as revised, subject
to the following conditions:
1.
Changes in 'red' as shown on the Plan stamped
approved this date.
2.
Owner to make satisfactory arrangements with
Council regarding the required parkland dedication.
Owner enter into a satisfactory subdivision agree-
ment with the Town of Pickering.
3.

Owner make satisfactory arrangements with the
Town of Pickering and the Regional Municipality
of Durham regarding:
a)
the provision of all services,
b)
5.
the allocation of sewage treatment capacity
and water capacity for the development.
Owner agrees to dedicate to the Town and other
proper authorities:
a)
all road allowances with proper corner roundings.
b)
c)
blocks 62 and 63 as public walkways,
that land required for the widening of Dixie
Road and Finch Avenue shown as Block 65,
on the revised draft approved plan,

0.3 metre reserves along the north side of
Finch Avenue, east side of Dixie Road shown
as blocks 66, 67 and 68, and all temporary
street terminus shown as blocks 69 and 70,
on the revised draft approved plan,

any other easements if required.

Owner to make satisfactory arrangements with
the appropriate authorities regarding the provision
of underground wiring, street lighting, cable
television and other similar services.

Registration of the final plan of subdivision
and commencement of construction within eighteen
months of Draft Approval being granted the subject
Draft Plan of Subdivision by the Minister of
Housing and final approval of an appropriate
implementing by-law.
That the streets within the recommended draft
plan be named to the satisfaction of the Town.

That the owner submit for approval by the Town,
site plans and streetscape elevations showing
the location and relationship of all buildings
prior to the issuance of any building permit.
That prior to final registration of this plan,

satisfy the requirements of the Metropolitan

submit a Draft 'M' Plan to be approved by
the Town Planning Department.
satisfy the Town regarding the provision

Satisfactory arrangements with the Town regarding
the demolition of all structures on the subject
property prior to the issuance of any building
permit.
That the purchasers of the homes within the devel-
opment be advised with (within) the agreement
of purchase and sale that although there is a
proposed school site within the adjacent development,
the students from the subject development may
have to be transported to existing schools and
that a school is not likely to be built for several
years and only then if it can be justified to
the satisfaction of The Minister of Education.

Seconded by Councillor Cahill
That the report of the Director of Public Works dated November
21, 1979 with respect to improvements on Highway #7 by
the Ministry of Transportation and Communications be received,
and;
that the Ministry be advised that the Town of Pickering
supports the proposed up-grading of Highway #7 between
Brougham and the easterly boundary of the Municipality
(Regional Road 23, Whitby Townline.)

Moved by Councillor Matheson
Seconded by Councillor Cahill
Whereas a number of seniors from the Town of Pickring are
members of the Pickering Village Senior Citizens Club;
and
Whereas a number of these seniors do not have private trans-
portation and rely on the Town of Pickering Dial-a-Bus
which cannot at present cross municipal boundaries; and
Whereas senior citizens are entitled to free transportation
on the Dial-a-Bus and it has been indicated that if there
is no fee charged that the Dial-a-Bus may cross municipality
boundaries if there is agreement by both municipalities;
and
Whereas at present the seniors are only conveyed to the
Ajax-Pickering boundary and are required to walk the extra
d~stance to the Senior Citizens Centre;
Be It Therefore Resolved that subject to agreement with
the Town of Ajax, the Dial-a-Bus be authorized to extend
its route to the Pickering Village Senior Citizens Club
in off rush hours to accommodate the Town of Pickering
senior citizens requiring this transportation; and
That the said service be limited to one trip per day.

BY-LAWS
Councillor Cahill, seconded by Councillor Matheson moved
for leave to introduce By-laws of the Town of Pickering:
By-law-Numberl089/80
Being a By-law to authorize the execution of a Release
and Discharge of the Subdivision Agreement dated June 18,
1973, between Pickering Development Company and the Corporation
of the Township of PickeringÀ respecting the subdivision
and development of Plans M-9~7 ana M-998.
THIRD READING
Councillor Cahill, seconded by Councillor Stoner moved
that the report of the Committee of the Whole on By-law
Number 1089/80 be adopted, and that the said By-law be
now read a Third Time and PASSED and that the Mayor and
Clerk sign the same, and the Seal of the Corporation be
affixed thereto.
CARRIED
By-law read a first, second and third time and finally
passed.
(IV)
-OTHER BUSINESS
1.
Councillor Kitchen indicated that some information
in the report of the Chief of Police in comparing
police services today and in 1973 was incorrect.
2.
Councillor Matheson stated that Metropolitan
Toronto is seeking the approval of the Provincial
Cabinet pursuant to The Ontario Bridge Act for
the construction of the Rouge River pedestrian
bridge even though the project is complete.

. . CONFIRMATION. BY-LAW
By-law. Number 1090/80
Councillor Cahill, seconded by Councillor Matheson moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on the February
4, 1980, and that same be now read a first, second and
third time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally
passed.
