That the Region be requested to prohibit the making of
left- hand turns from Liverpool Road into the north parking
lot of the GO Station between the hours of 4:00 p.m. and
6:00 p.m.

That the Tender #T-5-80 for Sand for Winter Control sub-
mitted by Harnden and King Construction Limited, in the
amount of $2.05/tonne, for a total amount of $9,225.00,
be accepted, subject to the approval of the Ministry of
Transportation and Communications.

Councillor Stoner, seconded by Councillor Cahill moved
for leave to introduce By-laws of the Town of Pickering:
By-law Number 1091/80
Being a Restricted Area By-law to amend Restricted Area
By-law 2511 as amended, to implement the Official Plan
of the Town of Pickering District Planning Area, Region
of Durham, in Part Lot 20, Range 3, B.F.C.
By-law Number 1092/80
To authorize the execution of a release of Caspe Limited
from an Agreement between the former Township of Pickering
and Peter and Anna Dorosz respecting Part Lot 18, Concession
1, Pickering, (including Toy Avenue)

By-law Number 1093/80
To authorize the execution of a Licence Agreement among
the Corporation of the Town of Pickering and Judith Narie
Lucas and Alan James Lewis (re: Lots 28 and 29, Plan 21
and Main Street, Whitevale.
By-law Number 1094/80
Being a By-law to repeal By-law 392/76
By-law Number 1095/80
Being a by-law to amend By-law number 4236/72 to authorize
the participation of the Town of Pickering Public Library
Board with the Town of Pickering in the Ontario Municipal
Employees Retirement System.
By-law Number C-6
Being a By-law to amend The Town of Pickering Municipal
Code respecting penalty and interest rates on unpaid taxes.
By-law Number C-7
To amend the Town of Pickering Municipal Code to adopt
the 1980 estimates of all sums required during the year
for the purposes of the Nunicipality of the Corporation
of the Town of Pickering and to provide for the levying
of rates resulting therefrom and to levy the rates necessary
to cover the estimated 1980 levy from the Council of the
Corporation of the Regional Municipality of Durham.
THIRD READING
Councillor Stoner, seconded by Councillor Cahill moved
that the report of the Committee of the Whole on By-law
Numbers 1092/80, 1093/80, 1094/80, 1095/80, C-6 and C-7
be adopted, with the following amendment:
By-law 1091/80, as amended by altering the definition of
"Restaurant - Type A", was tabled until March 3, 1980.
And that the said By-laws be now read a Third Time and
PASSED and that the Mayor and Clerk sign the same, and
the Seal of the Corporation be affixed thereto.
CARRIED
By-law read a first, second and third time and finally
passed.

OTHER BUSINESS
1.
The following Notice of Motion was introduced:
Moved by Councillor Stoner
Seconded by Councillor Fisher
That the letter from the Whitevale Ratepayers
Association regarding the proposal for a community
centre in Whitevale be referred to staff to discuss
with the ratepayers and staff of the North Picker-
ing project and that a report based on these
discussions be forwarded to Council.
2.
Councillor Cahill requested that the Town be
represented by Mr. Tsao at the Region's meeting
on February 26, 1980 to review the Liverpool
Community Plan.

CONFIRMATION BY-LAW
By-law Number 1096/80
Councillor Dickerson, seconded by Councillor Cahill moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on the February
19, 1980, and that same be now read a first, second and
third time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally
passed.

TOWN OF PICKERING
The Executive Committee having met February 11,1980,
presents its third report to the Council of the Town of
Pickering and recommends:
1.
TRANSPORTATION SERVICE
FOR HANDICAPPED
FILE NUMBER - B 1000.17
That the report of the Handicapped Transpor-
tation Advisory Committee of the Social Planning
Council be referred to staff for comments.
2.
SCHOOL CROSSING GUARD AT
KITLEY AVENUE AND BOWLER DRIVE
FILE NUMBER -F 2410
That the request of Mr. W. Chalk, Trustee,
Durham Board of Education, for a school crossing
guard at the corner of Kitley Avenue and Bowler
Drive be refused;
and that a survey be taken in September 1980,
to justify if the increase of children using
this location warrants the services of a School
Crossing Guard.
3.
SALE OF MILTON ROAD ALLOWANCE -
ROSEBANK NEIGHBOURHOOD

That Mrs. B. Allison be advised that the Munici-
pality is not prepared to sell the Milton road
allowance adjacent to her property at this
time.
4.
DIAL-A-B~S SERVICE
TO PICKERING VILLAGE
SENIOR CITIZENS CLUB
FILE NUMBER - F 4100
Whereas a number of seniors from the Town of
Pickering are members of the Pickering Village
Senior Citizens Club; and
Whereas a number of these seniors do not have
private transportation and rely on the Town
of Pickering Dial-a-Bus which cannot at present
cross municipal boundaries; and

DIAL-A-BUS - continued
Whereas senior citizens are entitled to free
transportation on the Dial-a-Bus and it has
been indicated that if there is no fee charged
that the Dial-a-Bus may cross municipality
boundaries if there is agreement by both munici-
palities; and
Whereas at present the seniors are only conveyed
to the Ajax/Pickering boundary and are required
to walk the extra distance to the Senior Cit-
izens Centre;

Be It therefore resolved that subject to agree-
ment with the Town of Ajax, the Dial-a-Bus
be authorized to extend its route to the Picker-
ing Village Senior Citizens Club in off rush
hours to accommodate the Town of Pickering
senior citizens requiring this transportation;

That the said service be limited to six trips
per month.
5.
M.T.C. - HIGHWAY #401 -
WHITE'S ROAD INTERCHANGE
FILE NUMBER A 2310.13 - E 4000
That the report of the Director of Public Works
dated February 1 1980, with respect to the
Highway # 401/White's Road Interchange be rec-
ommended to Council for adoption;
and that M.T.C. be asked to reconsider the
closing of Liverpool Road.

ion the Minister of Transportation and Communi-
cations for subsidy in the amount of
$1,167,96ì.85 for 1979 expenditures in accord-
ance with the Public Transportation and Highway
Improvements Act.

7.
ROADS BUDGET 1980

That the program of proposed expenditures for
highway improvements for the year 1980 in the
amount of $1,238,450.00 be adopted;
and that the Town of Pickering hereby petitions
the Ministry of Transportation and Communicat-
ions for a subsidy for the year 1980 in the
amount of $631,000.00.

1980 AND FOUR YEAR
CAPITAL FORECAST

That the 1980 and Four Year Capital Forecast
contained in the Treasurer-Collector's report
of January 25 1980 be adopted and forwarded
to the Region of Durham.
9.
ACCOUNTS FOR APPROVAL

That the accounts in the amount of $941,325.43
for the period ending January 31, 1980 as submit-
ted by the Town Manager, be approved.
Councillors Kitchen and Stoner declared a con-
conflict of interest with respect to Item #9
10.
GROUP INSURANCE BENEFITS
FILE NUMBER - A 4000
That the Town Manager be authorized to distri-
bute the report of William M. Mercer Limited
dated January 10 1980, to the Canadian Union
of Public Employees, Local 129, and the Inter-
national Firefighters' Association, Local 1632;
and
that he be authorized to negotiate the terminat-
ion of the present Blue Cross Prescription
Drug Plan and Sick Leave Plan, offering in
its place a more comprehensive Medical Plan
and a Long Term Disability Plan.
