MINUTES Meeting of February 19, 1980 (11)- - - -RESOLUTIONS Reselutien-17/80---SeeAppendix#1 Moved by Councillor Stoner Seconded by Councillor Cahill That the report of the Executive Committee dated February 25th 1980, be adopted with the following amendments: Item #2 was tabled pending a reply from the Town of Ajax on its reasons for exempting nursing homes from the pro- visions of free transit for disabled persons. Item #13 was tabled until March 17, 1980. CARRIED Recerded-Vete-en-Item-#l Yea: Councillors Cahill, Fisher, Stoner and Matheson Nay: Councillors Dickerson, Kitchen and Mayor Anderson 6/80 - 22 - Resolution-18/S0 Moved by Councillor Fisher Seconded by Councillor Stoner That the Tender T-2-80 for Granular 'A' for Maintenance submitted by Harnden and King Construction, in the amount of $1.65 per tonne picked up, $3.40 per tonne trailer del- ivered and $3.90 per tonne tandem delivered, be accepted, subject to the approval of the Ministry of Transportation and Communication. CARRIED Resolution-19/80 Moved by Councillor Fisher Seconded by Councillor Stoner Whereas the Brougham Citizens League has offered, subject to certain conditions, to donate the sum of approximately $20,000.00 towards the purchase and equipping of a Fire and Rescue Vehicle; and Whereas the Town has been requested to acknowledge its agreement to the said conditions; NOW THEREFORE BE IT RESOLVED THAT, in the event that the Brougham Citizen's League donates to the Town the sum of approximately $20,000.00, the Town shall abide by the following conditions: (a) that the funds be used only for the purpose of acquiring a Fire and Rescue Vehicle and related equipment to be under the jurisdiction and control of the Fire Department; (b) that the cab and chassis portion of the Vehicle be purchased from Hooker and Sons, Kinsale; (c) that a suitable plaque, acknowledging the contri- bution of the Brougham Citizens League be acquired and affixed to the Vehicle; (d) that a small ceremony be planned, involving the appropriate Town Officials, upon delivery of the Vehicle; (e) that the Town Treasurer provide to the League a statement indicating equipment purchased and costs thereof. BY-LAWS Councillor Fisher, seconded by Councillor Stoner moved for leave to introduce By-laws of the Town of Pickering: By-lawNumberl091/S0 - Third-Reading Being a Restricted Area By-law to amend Restricted Area By-law 2511 as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part Lot 20, Range 3, B.F.C. By-law Number-l097/S0 - Twe-Readings-Only Being a by-law of the Corporation of the Town of Pickering to stop up parts of Sheppard Avenue and to authorize the sale of same to abutting property owners. By-law.Number-l09S/S0 Being a Restricted Area By-law to amend Restricted Area By-law 3036 as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, on Part Lot 25, Concession 1, Town of Pickering. By-law.Number-l099/80 Being a Restricted Area By-law to amend Restricted Area By-law 3036 as amended, to implement the Official Plan of the Town of Pickering District Planning Area Region of Durham, in Part Lot 29, Range 3, B.F.C., in the Town of Pickering. 6/80 THIRD-READING - 25 - Councillor Fisher, seconded by Councillor Stoner moved that the report of the Committee of the Whole on By-law Numbers 1091/80, 1098/80 and 1099/80 be adopted, with the following amendment: By-law 1091/80, as amended was further amended by deleting the definition of "Restaurant - Type A" in Section Up) and substituting therefor the following: "Restaurant - Type B" shall mean a building or part of a building where food is prepared and offered or kept for retail sale to the public. for immediate consumption in the building or buildings on the premises only." And that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-law read a first, second and third time and finally passed. (IV) -- - - - QTHER-BUSINESS 1. The following Notice of Motion was introduced: Moved by Councillor Kitchen Seconded by Councillor Stoner That the Town of Pickering make application to the Supreme Court to request that the hearings of the Environmental Assessment Board on the Liquid Waste Treatment Plant in Ajax be stopped; and that the Town further requests that all future hearings be heard pursuant to The Environmental Assessment Act. 2. Councillor Cahill requested that Councillor Kitchen submit to Council an update on the status of the Pickering Hydro Electric Commission with particular emphasis on costs incurred to date, its projected costs as well as advising on the number of Ontario Hydro employees they shall be required to absorb, the criteria of standards of future employees and if this includes strong consideration of Town of Pickering residents. 6/80 - 26 - (V) - - -CQNFIRMATIQN-BY-LAW By-law Number-ll00/80 Councillor Fisher, seconded by Councillor Stoner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the March 3, 1980, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. AMENDMENT #2 TO THE DISTRICT PLAN FOR THE DISTRICT PLANNING AREA OF THE TOWN OF PICKERING - TOWN CENTRE COMMUNITY PLAN FILE NUMBER - B3500 That the report of the Director of Planning dated February 20, 1980 with respect to modifi- cations to Amendment #2 to the District Plan for the District Planning Area of the Town of Pickering - The Town Centre Community Plan, be adopted; and that the Region of Durham be requested to modify Amendment #2 consistent with the Director of Planning's recommendations. - 3 - 4/80 7.
