1.
Mr. Doug Piitz addressed Council with respect
to the objection received to By-law 1091/80,
which rezones his property on the southeast corner
of Bayly Street and Sandy Beach Road and asked
Council to support the resolution which deems
the said objection to be invalid.
Mrs. Elizabeth Shumovich, representing the Ea~t
Rouge and Rosebank Ratepayers Association, address-
ed Council to request that curbs and sidewalks
be deleted in the Hollinger Subdivision on the
southwest corner of Toynevale Road and Rougemount
Drive. Mrs. Shumovich stated that the Rosebank
Community wishes to maintain its semi-rural nature
but does not object to full services in the internal
streets of any subdivision.

Being a By-law to authorize the execution of subdivision
agreement between Hollinger Construction Limited and the
Corporation of the Town of Pickering respecting the develop-
ment of Lot 31, Plan 350, (Draft Plan 18T-77006, revised)

THIRD READING
Councillor Cahill, seconded by Councillor Dickerson moved
that the report of the Committee of the Whole on By-law
Numbers 1077/80, 1078/80, 1082/80, 1082/80, 1083/80, 1119/80,
11120/80 1121/80, 1122/80 and 1123/80 be adopted with the
following amendment:
By-law 1123/80 was amended in subsection (1) of section
3 of Schedule "B" to Schedule "A" to By-law 1123/80 by
adding the words "and 7" in the third line after the words
"........ sections 4(1), 5 and 6".
and that the said By-laws be now read a Third Time and
PASSED and that the Mayor and Clerk sign the same, and
the Seal of the Corporation be affixed thereto.

OTHER BUSINESS
1.
Councillor Stoner criticized various actions
taken with respect to the demolition of a building
on Dixie Road by Runnymede Developments.
2.
Councillor Kitchen requested a report on what
legal action can be taken against Runnymede Develop-
ments with respect to the demolition of a building
on Dixie Road.
3.
Councillor Cahill thanked the Regional Councillors
for their support in instituting a prohibition
of left turns into the north parking lot at the
GO station from Liverpool Road.

CONFIRMATION BY-LAW
By-law Number 1124/80
Councillor Cahill, seconded by Councillor Dickerson moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on the May
20, 1980, and that same be now read a first, second and
third time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally
passed.

That the following recommendation be not approv-
ed:
Whereas the provisions of paragraph 4 of sub-
section 1, of section 3 of the Regional Munici-
pality of Durham Act, 1973, S.D. 1973, c.78,
provide that, in addition to the Mayor, the
council of the Town of Pickering shall be com-
posed of six members, three of whom shall be
elected by general vote as members of both
the area municipality council and the Regional
Council, and three of whom shall be elected
by general vote as members only of the area
municipality council, subject to the provisions
of subsection 3 thereof; and
Whereas subsection 3 of section 3 of the said
Act provides, in part, that the Minister may
by order divide an area municipality into wards
in the respective wards, which wards remain
in effect until altered by the Ontario Municipal
Board; and
Whereas~ it is deemed desirable to provide
for the election by general vote, of those
councillors who are members of both the area
municipality council and the Regional Council;
NOW THEREFORE BE IT RESOLVED THAT:

In the event that the order referTed to
in paragraph 1 is made by the Ontario
Municipal Board as applied for, the Town
Clerk is hereby authorized to request
that the Minister, pursuant to the provis-
ions of section 3b of the said Act, recom-
mend to the Lieutenant Governor in Council
that an order be made authorizing the
election by general vote of those three
councillors who represent the area munici-
pality of the Regional Council.

In the event that the orders referred
to in paragraphs 1 and 2 aTe made,
that councillor representing the area
municipality on the Regional Council
who receives the greatest number of
votes in any general municipal election
shall be designated the Acting Mayor
of the Town of Pickering until the
next following general municipal elect-
ion.
b)
In the event that a designated Acting
Mayor ceases to hold office prior
to the next following general munici-
pal election, that Councillor who
received the second highest number
of votes in the last general municipal
election shall be so designated.
In the case of an equality of votes
for two or more councillors the des-
ignation of Acting Mayor shall follow
a determination of the successful
candidate by lot as provided for in
The Municipal Elections Act, 1977,
5.0. 1977, c.62, as amended from time
to time.
