COUNCIL MEETING
A Meeting of the Pickering Town Council was held Monday,
November 16, 1981 at 7:30 p.m.

ADOPTION OF MINUTES
Meeting of November 2, 1981

DELEGATIONS
Mr. Wayne Arthurs addressed Council to support
the deferral of the motion that the Regional
Councillors be elected at large. Mr. Arthurs
objected to the procedure in which this motion
was being considered because there was no advance
notice. Although the Town may be better served
by the election at large of the Regional Councill-
ors and could possibly lead to a greater number
of Local Councillors and/or the Regional Councillors
just sitting on the Regional Council only, Mr.
Arthurs felt that public input should have been
solicited for this item.

Councillor Fisher, seconded by Councillor Robertson moved
for leave to introduce By-laws of the Town of Pickering:
By-law Number 1398/81
Being a Restricted Area By-law to amend Restricted Area
By-law 3036, as amended, to implement the Official Plan
of the Town of Pickering District Planning Area, Region
of Durham, in Part of Lot 27, Range 3, Broken Front Concession
in the Town of Pickering.

By-law Number 1399/81
Being a Restricted Area By-law to amend Restricted Area
By-law 2511, as amended, to implement the Official Plan
of the Town of Pickering District Planning Area, Region
of Durham, in Lots 64, 65 and 66 Plan 350, in the Town
of Pickering.
Bylaw Number 1400/81
Being a by-law to amend By-law 851/78 providing for the
regulation of parking, standing and stopping on highways
or parts of highways under the jurisdiction of the Cor-
poration of the Town of Pickering and on private and munici-
pal property.
By-law Number 1401/81
Being a by-law to dedicate Highbush Trail as a public high-
way.
By-law Number 1402/81
Being a By-law to authorize the execution of an Agreement
between the Corporation of the Town of Pickering and the
Claremont Co-operative Nursery School, Inc. respecting
the use of the Claremont Community Centre (September 1st,
1981 to June 30th, 1982.)
By-law Number 1403/81
Being a By-law to authorize the execution of a Site Plan/
Development Agreement between the Corporation of the Town
of Pickering and J.D.S. Investments Limited respecting
the development of Parts of Lots 20 and 21, Concession
1, Pickering (18T-79008(R»
By-law Number 1404/81
To authorize an application to the Ontario Municipal Board
for an Order to dissolve all of the Wards in the Town of
Pickering for the purpose of the election of those Councillors
who are members of both the Council of the Town of Pickering
and the Regional Municipality of Durham.

THIRD READING
Councillor Fisher, seconded by Councillor Robertson moved
that the report of the Committee of the Whole on By-law
Numbers 1398/81, 1399/81, 1400/81, 1401/81, 1402/81. 1403/81,
and 1404/81 be adopted, and that the said By-laws be now
read a Third Time and PASSED and that the Mayor and Clerk
sign the same, and the Seal of the Corporation be affixed
thereto.

OTHER BUSINESS
Councillor Cahill requested an up to date report
on the attendance records of Members of Council.
2.
Councillor Cahill inquired into the status of
the draft by-law to regulate pinball parlours.
Council established the date of Tuesday, January
26, 1982 for a Planning Committee Meeting.

CONFIRMATION BY-LAW
By-law Number #1405/81
Councillor Fisher, seconded by Councillor Robertson moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on November
16, 1981, and that same be now read a first, second and
third time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally
passed.
