(I) ADOPTION OF MINUTES
Regular Meeting of November 9, 1998.
(II) DELEGATIONS
1. Jim Grady, representing the Lions International, introduced the local
winner of the Lion’s International Peace Poster Contest. Karen Lamb, a
12 year old student attending Woodlands Public School is the winner of
the 11th Annual Peace Poster Contest. Karen Lamb thanked those
involved in the event for the opportunity to participate. Jim Grady
presented her with a Certificate and challenged every elementary school
within Pickering to join the Peace Poster Contest next year.

1. ZONING BY-LAW AMENDMENT APPLICATION A 3/94 (REVISED)

In the Addendum to Recommendation Report No. 11-98, it is
recommended that Zoning By-law Amendment Application A 3/94
(Revised), submitted by F. Campitelli, Trustee, on lands being Part of Lot
20, Concession 1, to amend the existing zoning to permit the development
of a multi-unit residential condominium and retail and personal service
uses be APPROVED IN PRINCIPLE.

2. ROUGE PARK “PARTNERSHIP MEMORANDUM
FOR THE COORDINATION OF LAND USE
PLANNING AND DEVELOPMENT ACTIVITIES”

In Planning Report 17-98, it is recommended that the “Partnership
Memorandum for the Coordination of Land Use Planning and
Development Activities” between The Rouge Park Alliance and the Rouge
Park Planning and Land Use Partners be endorsed.

3. CONSOLIDATION OF GARBAGE COLLECTION BY-LAW
AND PRELIMINARY DISCUSSION OF USER-PAY

In Public Works Report PW 22/98, it is recommended that a draft by-law
to repeal By-law 385/76 (Garbage Collection), be forwarded to Council for
enactment.

Item #3 as amended to delete the word “endorse” and replacing it
with the phrase “agrees to consider” was referred to staff to report
back in fall of 1999.
4. 1998 CAPITAL BUDGET - DEBT FINANCING

In the Director of Finance and Treasurer’s Report FIN 32-98, it is
recommended that this report, regarding the 1998 Capital Budget - Debt
Financing, be received for information.

In Legal Services Report L 110/98, it is recommended that Parcels 3 and 4,
(the Old Community Centre and Old Firehall) be consolidated for the
purpose of disposal and that a draft by-law to authorize the execution of a
Transfer of Easement from the Town to Brougham Union Lodge No. 269,
be forwarded to Council for enactment.

forwarded to Council for enactment.

8. APPOINTMENT OF BY-LAW ENFORCEMENT OFFICERS
TO ENFORCE PARKING BY-LAW AT
1350 GLENANNA ROAD AND 1995 PINEGROVE AVENUE

In Clerk’s Report CL 50/98, it is recommended that a draft by-law to
appoint eleven persons to enforce the Parking By-law at 1350 Glenanna
Road and 1995 Pinegrove Avenue, be forwarded to Council for enactment.

9. APPOINTMENT OF BY-LAW ENFORCEMENT OFFICER
TO ENFORCE PARKING BY-LAW AT DCC #152,
1625 PICKERING PARKWAY

In Clerk’s Report CL 49/98, it is recommended that a draft by-law to
appoint seven persons to enforce the Parking By-law at DCC #152, 1625
Pickering Parkway, be forwarded to Council for enactment.

1. That Town Council endorse the "Partnership Memorandum for the
Coordination of Land Use Planning and Development Activities"
between The Rouge Park Alliance and the Rouge Park Planning
and Land Use Partners, dated April, 1998, and contained in
Appendix No. I to Planning Report 17-98; and
2. That the Town Clerk forward a copy of Planning Report No. 17-98
together with Council's resolution on this matter to the Rouge Park
Alliance and other Partners.

consolidated for the purpose of disposal; and
That a draft by-law to authorize the execution of a Transfer of Easement
from the Town to Brougham Union Lodge No. 269 for the use and supply
of water from the well which is located on the Old Community Centre
Lands, be forwarded to Council for enactment; and
That the owners of lands to the north of the subject property be given first
right of refusal in the event of the sale of the Brougham Union Lodge No.
269.
