(I) ADOPTION OF MINUTES
Regular Meeting of April 14, 1997
(II) DELEGATION
1. Daniel Young, representing the First Claremont Scouts, displayed the
various badges that are available to Scouts to earn and presented
Councillor Holland with a badge in appreciation for him giving this Scout
Troop a tour of the Council Chambers.

1. ZONING BY-LAW AMENDMENT APPLICATION A 1/98

In Planning Recommendation Report 12/98, it is recommended that
Zoning By-law Amendment Application A 1/98, submitted by the United
Church of Canada to allow residential development on lands being Lot 31,
Concession 2, and Part of Lot 31, Concession 3, be APPROVED.

Don Harvey, 1651 Amberlea Road, stated that he wishes to purchase the
former Cherrywood United Church for residential purposes and noted that
the south property will require various encroachment agreements.
2. PICKERING RURAL STUDY
FILE NUMBER -B 1000
In Planning Report 9-98, it is recommended that Council receive the
“Pickering Rural Study: Final Report” dated April, 1998, provided as
Appendix No. 1 to Planning Report 8/98, in fulfillment of policy 3.20 of
the Pickering Official Plan which identifies a Rural Study Area on the
west side of the West Duffins Creek.

3. PROPOSED REVISIONS TO PARKING BY-LAW
STANDARDS FOR PHYSICALLY-CHALLENGED PERSONS

In Planning Report 8-98, it is recommended that Council approve the
proposed changes to the municipal by-law respecting the provision of
parking spaces for physically-challenged persons as outlined in the draft
amending by-law.

4. REGULATORY PARKING BY-LAW

In Legal Services Report L 40/98, it is recommended that a draft by-law to
amend Schedule B to By-law 2359/87 regulating parking restrictions and
prohibitions on certain highways, be forwarded to Council for enactment.

5. USE OF THE PART LOT CONTROL
PROVISIONS OF THE PLANNING ACT

In Legal Services Report L 50/98, it is recommended that staff be directed
to advise Dixie Woods Estates that the creation of the four additional units
must be processed through the Region of Durham by land severance
application and not through Part Lot Control and not by way of a plan of
subdivision.

6. WESTERN LIBRARY AND MULTI-FUNCTIONAL
COMMUNITY FACILITY

In the General Manager’s Report GM 03/98, it is recommended that
Council decide on a course of action with respect to the proposed Western
Library and Multi-Functional Community Facility.

(IV) OTHER BUSINESS
1. The Committee considered Legal Services Report L 51/98 regarding a
proposed Development Agreement with OPB Realty (Pickering Centre)
Inc. and authorized the draft by-law to be forwarded to Council for
enactment.
2. Councillor Dickerson requested a report on the cost savings that could be
achieved if ink cartridges were recycled and reused.
3. Councillor Dickerson thanked all residents and staff that were involved in
the planting of shrubs and the cleanup project.
4. Councillor Brenner asked if the Treasury Department would be open to a
later time on tax due dates.
5. Councillor Holland thanked those who participated in the planning and
cleanup project on April 25th and noted that nominations for Community
Pride Awards should be advertised in the Community Page.
6. Mayor Arthurs thanked the Fairport Beach Community Association, the
Frenchman’s Bay Yacht Club and the many other groups that were
involved in the general cleanup of the Town on April 25th.

7. Councillor Dickerson introduced a Notice of Motion regarding notification
of nuclear emergencies.
8. Prior to the regular meeting, Mayor Arthurs reported that he was not
involved in the drafting of a proposal respecting the Greater Toronto
Services Board as reported in the Toronto Star.

TOWN OF PICKERING
That the Executive Committee of the Town of Pickering having met on April 27, 1998, presents
its seventh report to Council and recommends:
1. ZONING BY-LAW AMENDMENT APPLICATION A 1/98

That Zoning By-law Amendment Application A 1/98 on behalf of the
United Church of Canada, to allow residential development on the subject
lands being Part of Lot 31, Concession 2, and Part of Lot 31, Concession
3, Town of Pickering, be APPROVED, as revised, subject to the
conditions outlined in Appendix No. I to Planning Department
Recommendation Report Number 12-98.
2. PICKERING RURAL STUDY
FILE NUMBER -B 1000
That Town Council receive the “Pickering Rural Study: Final Report”
dated April 1998, provided as Appendix No. I to Planning Report 8/98, in
fulfillment of policy 3.20 of the Pickering Official Plan which identifies a
Rural Study Area on the west side of the West Duffins Creek, and
indicates Council shall eliminate the Study Area boundary upon
completion of a Rural Study; and
That Town Council concur with the conclusions of the “Pickering Rural
Study: Final Report” dated April 1998, that no changes be made to the
urban/rural boundary as currently identified in the Durham Official Plan
and the Pickering Official Plan, and that minor additions be made to the
ecological system boundary identified in the Pickering Official Plan; and
That Town Council direct staff to initiate an appropriate Amendment to
the Pickering Official Plan to remove the Rural Study Area west of the
West Duffin Creek identified on Schedule I-Land Use Structure, delete
policy 3.20, and expand the “Open Space System-Natural Areas” on
Schedule I to reflect updated information regarding existing natural
features.

Control provisions of the Planning Act be received; and
That staff be directed to advise Dixie Woods Estates that the creation of
