(I) ADOPTION OF MINUTES
Regular Meeting of February 9, 1997
(II) DELEGATIONS
1. Beverley Trull, a representative of the Pickering Community Food Bank
addressed the Committee with respect to the future of the Food Bank. She
advised that the Food Bank began in the Dunbarton-Fairport United
Church but, in 1991, due to spacing needs, was moved to St. Paul’s on the
Hill. She stated that they understand that the present facility is to be
demolished and commented on their concern with the timing of this
demolition and their spacing requirements. The new facility would require
electricity, plumbing, appropriate parking and adequate space. She
advised that donations are received from various service clubs,
condominium corporations, churches, food stores, etc. She invited
Council members to visit the Food Bank on Tuesday or Friday morning
during operating hours.

In Planning Recommendation Report 5/98, it is recommended that Zoning
By-law Amendment Application A 7/97, submitted by Canadian Tire
Corporation Limited on lands being Part of Blocks A & B, Plan M-998, to
permit outdoor storage and display of material associated with a seasonal
garden centre, in the parking lot in front of the Canadian Tire Store, for the
months of April, May and June be APPROVED.

Harold Kodors, the applicant’s agent, stated that the Planning
Department’s report is relatively explicit. He offered to answer any
questions of the Executive Committee.
Sylvia Spencer, 771 Sheppard Avenue questioned how long the trailer will
be allowed to stay on the property and also the placement of the fireworks
trailer.

In the Director of Financial Services Report TR 06/98, it is recommended
that the Director of Finance be authorized to review the present processes
and procedures for providing grants to organizations and individuals.

6. APPOINTMENT OF A BY-LAW ENFORCEMENT
OFFICER TO ENFORCE THE PARKING BY-LAW
AT VARIOUS LOCATIONS IN PICKERING

In Clerk’s Report CL 9/98, it is recommended that a draft by-law to
appoint two persons to enforce the Parking By-law at 1980 Rosefield Road
and one person to enforce the Parking By-law at 905 Bayly Street, 1310
Fieldlight Boulevard and 1915 Denmar Road, be forwarded to Council for
enactment.

(IV) OTHER BUSINESS
1. The following matters were discussed prior to the regular meeting:
a. The Town Solicitor advised that the Town won the Dellaportas
O.M.B. hearing
b. The General Manager advised that information had been
distributed concerning Fire Services. He also distributed
information with respect to the fatal accident last week involving a
youth, the homicide last week, and information concerning the
Food Bank.
c. The Director of Finance commented on Payments-in-Lieu of
Taxes. Mayor Arthurs recommended that staff draw on outside
sources if necessary to report on PIL’s in relation to the Nuclear
Site and the affect on the Town.
d. Councillor Holland requested an update from the Director of
Public Works concerning Bonita Avenue.
e. Councillor Pickles requested a status report outlining options and
recommendations concerning Cool Water Farms.
f. The Director of Planning advised that Planning staff would like to
meet with Council next week to discuss matters relating to the
Pickering Official Plan.

13 detached residential dwellings on lots providing minimum lot frontages
of 12.0 metres and minimum lot areas of 350-square metres, subject to the
conditions detailed in Appendix No. I to Town Recommendation Report

be APPROVED as a temporary use by-law for a period of three years,
commencing in 1998, subject to the conditions detailed in Appendix No. I
to Recommendation Report No. 5/98
4. GRANTS POLICY

1. That the Director of Finance be given the authority to:
(a) review the present processes and procedures for providing
grants to organizations and individuals, including the
presentation in the annual Operating Budgets and draft a
Grants Policy for adoption by Council;

(b) prepare the annual Operating Budget Account #2195 -
Grants to Organizations and Individuals as the
responsibility of the Finance Department to provide
Council with the appropriate budgets, information, and
reports on the provision of the individual grants;
2. the appropriate officials of the Town of Pickering be given
authority to give effect thereto.
