(I) ADOPTION OF MINUTES
Regular Meeting of December 8, 1997
(II) DELEGATIONS
1. Doug Wellman, President of the Pickering Rotary Club, presented their second
cheque in the amount of $10,000 to Council towards the cost of the LED
Community Sign at the northeast corner of Liverpool Road and Kingston Road.
Mr. Wellman advised of various upcoming events taking place this year.
(III) MATTERS FOR CONSIDERATION
1. PROPOSED WIDENING OF HIGHWAY 401 -
BROCK ROAD TO HARWOOD AVENUE

In Interdepartmental Development Team Report 1/98, it is recommended that
Council support, in principle, the conclusions of the “Highway 401
Core/Distributor Transition - Brock Road to Harwood Avenue” Environmental
Study Report (December, 1997), prepared by Cole, Sherman and Associates
Limited.

2. ONTARIO SUMMER GAMES 2000 BID PROPOSAL

In Culture and Recreation Report CR 01/98, it is recommended that Council
support the continuation of research by the Ad Hoc Games Committee into the
feasibility of making a formal Ontario Summer Games bid for the year 2000.

3. STORM SEWER AND URBANIZATION
OF BONITA AVENUE

In Public Works Report PW 2/98, it is recommended that an expenditure of
$130,000 as the Town’s portion of the cost of storm sewer and urbanization of
Bonita Avenue be approved.

4. TEMPORARY CLOSING FOR CONSTRUCTION PURPOSES

In Public Works Report PW 1/98, it is recommended that a draft by-law to amend
By-law 1562/82 to provide for the temporary closing of a portion of Bonita
Avenue from Fairport Road to Appleview Road from January 19, 1998 to
February 27, 1998, be forwarded to Council for enactment.

6. SUBDIVISION AMENDING AGREEMENT

In Legal Services Report L 2/98, it is suggested that a draft by-law permitting
services on plan of subdivision 40M-1827 to be assumed by the Town in phases,
be forwarded to Council for enactment.

1. Grant Morris, representing Maxon Developments Ltd. outlined the
application, advised of various resident concerns and steps taken to address
these concerns. He advised that the matter outlined in Legal Services Report
L 2/98 regarding the grading of Blocks 17 and 18 has been taken care of. He
also advised that $82,000 will be held by the municipality after maintenance.
7. ROAD DEDICATION

(IV) OTHER BUSINESS
1. Councillor Ryan commented on a letter received from Mr. C. Andognini of Ontario
Hydro.

2. Councillor Holland advised that a Notice of Motion would be coming forward
concerning Provincial downloading.
3. Mayor Arthurs advised that support will be given by Pickering to the Ottawa-Carleton
area.
4. Councillor Brenner also commented on the continued communication problems with
Ontario Hydro and suggested that these concerns be taken to the relicencing hearing.
5. Councillor Dickerson advised that a Notice of Motion would be coming forward
concerning the implementation of a Millennium Committee and a Festival of Lights
Committee.
6. The following matters were discussed prior to the regular meeting:
a. The General Manager distributed a memorandum from the Director of Public
Works concerning the changes being initiated regarding Blue Box pick-up.
b. The General Manager discussed with Council the feasibility of sending a work
crew to the Ottawa-Carleton area to assist in the clean-up required due to the
emergency situation caused by last week’s storm. Council concurred that the
General Manager and the Mayor will work out the details of this assistance.

TOWN OF PICKERING
That the Executive Committee of the Town of Pickering having met on January 12, 1998,
presents its first report to Council and recommends:
1. PROPOSED WIDENING OF HIGHWAY 401 -
BROCK ROAD TO HARWOOD AVENUE

1. THAT Council supports, in principle, the conclusions of the “Highway 401
Core/Distributor Transition -- Brock Road to Harwood Avenue”
Environmental Study Report (December, 1997), prepared by Cole, Sherman
and Associates Limited, provided that any necessary modifications are made
to accommodate a future road flyover for Notion Road over the 401; and
2. THAT IDT Report No. 1/98 be forwarded to the Ministry of Transportation,
the Ministry of Environment and Energy, the Region of Durham, and the
Town of Ajax.
2. ONTARIO SUMMER GAMES 2000 BID PROPOSAL

That Town Council support the continuation of research by the Ad Hoc Games
Committee into the feasibility of making a formal Ontario Summer Games bid for
the year 2000 and authorize staff to be a working member of the Ad Hoc Games
Committee; and
That the Ad Hoc Games Committee through the Director of Culture & Recreation
submit a report to Town Council prior to making any commitment of municipal
support in a formal bid.
