Carroll - Director of Planning (I) ADOPTION OF MINUTES Regular Meeting of April 14, 1997. (II) DELEGATIONS 1. Larraine Roulston, representing the Waste Reduction Committee, announced that this week is the third annual National Composting Awareness Week. There are some composting displays in the Civic Complex and other events will be held to raise awareness of composting. The schools have shown an interest in composting and the Committee wants to now look to the business community to be a leader in this area. She stated that some different types of compost could be used on municipal property as a test. 2. Kip Van Kempen, 52 Buggy Lane, Ajax, challenged Councillor Senis to a debate on Cable TV about her statement at the Council Meeting of April 21st that the article in the Durham Sun regarding her involvement in the Durham Recycling plant contained inaccuracies. 33 (III) MATTERS FOR CONSIDERATION 1. ZONING BY-LAW AMENDMENT APPLICATION A 18/96 ONTARIO HYDRO (904241 ONTARIO INC.-PICKERING PLAYING FIELDS) PART OF LOTS 19 AND 20, CONCESSION 1 (NORTH SIDE OF BAYLY STREET, WEST OF SALK ROAD, WITHIN THE ONTARIO HYDRO CORRIDOR) FILE NUMBER - B 2310 In Planning Recommendation Report 8/97, it is recommended that Zoning By-law Amendment Application A 18/96, submitted by Ontario Hydro (904241 Ontario Inc. - Pickering Playing Fields), on lands being Part of Lots 19 and 20, Concession 1, Town of Pickering, to recognize the existing commercial- recreational uses currently operating on the subject property as a permanent use, and also to permit the establishment of a golf practice facility (driving range) on the north portion of the subject property as a permanent use, be APPROVED, subject to the conditions identified in Appendix No. I to Recommendation Report No. 8/97. Approved See Recommendation #1 2. PROPOSED NEW MUNICIPAL ACT FILE NUMBER -A 2310.26 In Interdepartmental Development Team Report 2/97, it is recommended that Council endorse IDT Report 2/97 as its preliminary comments on the proposed new Municipal Act, and forward the report to the Honourable Al Leach, Minister of Municipal Affairs and Housing, and to the Association of Municipalities of Ontario. Approved See Recommendation #2 3. “NATIONAL ABORIGINAL DAY” - JUNE 21ST “TOURETTE SYNDROME AWARENESS MONTH” - JUNE 1997 FILE NUMBER - A 2111 That Mayor Arthurs be authorized to make the following proclamations: “NATIONAL ABORIGINAL DAY” - JUNE 21ST “TOURETTE SYNDROME AWARENESS MONTH” - JUNE 1997 Approved See Recommendation #3 4. PART LOT CONTROL IN PLAN 40M-1753 FILE NUMBER - B 2310 In Legal Services Report L 72/97, it is recommended that the draft by-law to exempt Block 67, Plan 40M-1753 from part lot control be enacted. By-law forwarded to Council 34 (IV) OTHER BUSINESS 1. Mayor Arthurs reported that the Provincial Government will be making considerable amendments to the Development Charges Act as a result of extensive negotiations with municipal groups and the UDI. 2. Councillor Senis reported on the tree planting program at Frenchman’s Bay that occurred on April 26th in co-operation with the MTRCA. She will be proposing a Notice of Motion, seconded by Councillor Brenner, that staff work with the MTRCA on developing regulations to restrict dumping and trespassing on sensitive lands such as those around Frenchman’s Bay. 3. Councillor Senis reported that the Region flushed water from a property on Vistula Drive on the weekend which ultimately caused silt to flow into Frenchman’s Bay. 4. Councillor Senis reported that she is involved in the Salvation Army’s Red Shield Appeal and they are still looking for volunteers. 5. Councillor Dickerson reported that he represented the Town at the Bureau of Excellence Awards held on April 25th and he representing the Town and the Region on the HMSC Ville de Quebec. 6. Councillor Johnson reported that he too attended the Bureau of Excellence Awards held on April 25th. 7. Councillor Johnson wished John Aker, Chair of the Regional Works Committee, a speedy recovery from his illness and announced that Bill Beddall had passed away. 8. Councillor Johnson reported that there will be several events in Claremont this weekend to raise awareness of osteoporosis. 9. Councillor Pistritto reported that he attended the MTRCA planting on Saturday, April 26th and enjoyed watching families participate in this event. 10. Councillor Pistritto congratulated the Town of Ajax for receiving the ISO Award at the Bureau of Excellence dinner on Friday, April 25th. 11. The following matters were considered prior to the regular Executive Committee Meeting: a) The General Manager reported that his attendance at the seminar held at the Police College in Aylmer last week on community policing was very informative. b) The General Manager distributed a memo from the Town Clerk dated April 28, 1997 advising that a Federal election has been called for June 2nd and asking if Council wanted to cancel or change the format for the Council Meeting to be held that night. Council asked that the agenda for that meeting be as light as possible. c) The General Manager distributed a memo from the Director of Public Works (Acting) on the status of the Canada-Ontario Infrastructure Works Program. d) The General Manager distributed a memo from the Director of Public Works (Acting) on the status of the Storm Sewer Inventory. 35 e) The General Manager distributed a memo from the Director of Planning on the status of the Pickering Waterfront Trail. f) The General Manager distributed a letter from N. Jane Pepino of the law firm of Aird and Berlis respecting the decision of the Region of Durham with respect to the Super Blue Box Recycling Corporation. g) The General Manager distributed a copy of a memo from the Continuous Improvement Committee to be distributed to the outside workers soliciting their suggestions for improving performance. h) The General Manager reported that the subsidy for a small expansion to the Works Centre has been approved and Council asked for further information on this matter prior to entering into a contract with an architect to proceed with this project.
