PRESENTATIONS
1.
Citations were presented to Roy Martell and Sean
Hovington for their rescue of Mark Smith from
a deep culvert running under Radom Street.
2.
The Duke of Edinburgh's Award was presented to
Jeffrey T. Smith for achieving the Bronze Stand-
ard for his hard work in the 5th Bay Ridges Vent-
urers.

That pursuant to The Public Transpsortation and Highway
Improvement Act, the Council of the Town of Pickering hereby
requests a supplementary allocation of subsidy monies for
work on the reconstruction of the bridge over Duffins Creek
on Concession 5 Road in the Hamlet of Whitevale in the
amount of $240,000.00 for construction.

WHEREAS, on April 2, 1979, the Council of the Corporation
of the Town of Pickering passed Resolution 47/79, Item
5 of which approved Draft Plan of Subdivision 18T-78123
subject to conditions including:

Blocks A. B, C, D, E and F to be
developed for single attached townhouse
units;
and,
WHEREAS, on March 17, 1980, the said Council enacted By-law
1101/80, being a restricted area by-law (amending By-law
3036) the provisions of which permit the development of
townhouse units and other types of residential units;
NOW THEREFORE, BE IT RESOLVED THAT:
1.
Item 5 of Resolution 47/79 is hereby amended
by deleting therefrom Condition 11.

Councillor Cahill, seconded by Councillor Fisher moved
for leave to introduce By-laws of the Town of Pickering:
By-law Number 1247/81
Being a Restricted Area By-law to amend Restricted Area
By-law 2511, as amended, to implement the Official Plan
of the Town of Pickering District Planning Area, Region
of Durham, in Part of Lots 27 and 28, Lot 29 and Part of
Block D, Plan M-1040, in the Town of Pickering.
By-law Number 1248/81
Being a Restricted Area By-law to amend Restricted Area
By-law 3037, as amended, to implement the Official Plan
of the Town of Pickering District Planning Area, Region
of Durham, on Part of Lot 33, Concession 6, in the Town
of Pickering.
By-law Number 1249/81
Being a by-law to amend By-law 506/76 to provide for the
erection of "Stop" signs at certain intersections within
the Town of Pickering.

THIRD READING
Councillor Cahill, seconded by Councillor Fisher moved
that the report of the Committee of the Whole on By-law
Numbers 1247/81, 1248/81, 1249/81, 1250/81, 1251/81, 1252/81,
1253/81, 1254/81, 1255/81, 1256/81, 1257/81 and 1258/81
be adopted, and that the said By-laws be now read a Third
Time and PASSED and that the Mayor and Clerk sign the same,
and the Seal of the Corporation be affixed thereto.
CARRIED
By-laws read a first, second and third time and finally
passed.

OTHER BUSINESS
1.
Councillor Cahill stated that he received a reply
from the Region of Durham with respect to his
question on dredging operations in Lake Ontario
by Ontario Hydro. The dredging operation may
effect the drinking water in which case the water
for Pickering would be drawn from the Whitby
intake pipe.

CONFIRMATION BY-LAW
By-law Number 1259/81
Councillor Cahill, seconded by Councillor Fisher moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on March 2,
1981, and that same be now read a first, second and third
time and that the same be now finally passed and that the
Mayor and Clerk sign the same and that the Seal of the
Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally
passed.

TO~N OF PICKERING
The Executive Committee having met February 23, 1981 pre-
sents its fourth report to the Council of the Town of
Pickering and recommends:
1.
APPLICATION FOR REZONING BY
MINTLEAF DEVELOPMENTS LIMITED
ON THE WEST SIDE OF
SQUIRES BEACH ROAD.
FILE NUMBER - B 2310 - A 81/80
That application A 81/80 by Mintleaf Developments
Limited to rezone lands being Lot 29, and Part
Lot 27 and 28, Plan M-l040 from '(H)M2S' to
an appropriate zoning to permit the development
of an industrial warehouse be APPROVED as amended
to restrict the use of the property to ware-
housing only with a maximum gross floor area
of 26,700 square metres and minimum of 50 parking
spaces.
2.
PROPOSED WHITEVALE
COMMUNITY CENTRE
FILE NUMBER - F 2100
That Phase 1 of the Whitevale Community Centre
project as outlined in the said report of the
Director of Parks and Recreation dated February
6, 1981, be not approved.
3.
PROPOSED GREEN RIVER
COMMUNITY CENTRE
FILE NUMBER - F 2100
That Council endorse the report of the Director
of Parks and Recreation dated February 6, 1981
with respect to proposed community centres
in the hamlet of Green River;
and that the works outlined in the said report
with respect to the Green River Community Centre
project be approved;

and that the Altona Community Centre be closed
and returned to the Federal Government upon
the acquisition of the Green River project;
and that the Green River project be acquired
subject to the following conditions:

1.
That the Town of Pickering acquires free
and .clear all deeds to the buildings and
lands in question from the Provincial
Government at no capital cost to the Munici-
pality.
If the Municipality is unsuccessful in
securing the condition set out in (1)
above, then it is recommended that the
proposal for a community centre be rejected
on the basis of the comments of the Direct-
or of Parks and Recreation with respect
to limited population, funding, proximity,
etc.

If the Municipality is successful as per
condition (1) above, and if the local
association involved in this project dis-
solves and the concept as envisioned at
this time fails, the Municipality has
the right to sell the said lands and build-
ing, and retain the capital investment
from the property in question.,
4.
If the Municipality is to proceed with
the granting of reconstruction (restoration)
funds for this facility, to establish
it as a recognized community centre within
the Town of Pickering for the respective
Hamlet, the Municipality must always have
the assurance and co-operation from the
local recreation association in administer-
ing the day-to-day programming and/or
construction work projects that would
be vital to the successful completion
of this project and for the community
centre to continue from year to year.
The Municipality must have the necessary
funding available from the Community Centres
Reserve Fund.
5.
The Department of Parks and Recreation
shall be authorized to act as a liaison
between Council and the Recreation Assoc-
iation Committee and that any detailed
reports on construction items, projects,
day-to-day programming and any other items
associated with the proposal outlined,
be directed through the Department of
Parks and Recreation for the association
to respond to for the information of Council
and possible further direction.

WHITEVALE BRIDGE

That the Town Clerk prepare a Supplementary
Subsidy By-law for submission to the Ministry
of Transportation and Communications in support
of a request for subsidy on the proposed replace-
ment of the bridge on Concession 5 in Whitevale
at an estimated cost of $300,000.00.

to propane conversion of a portion of the
Dial-a-Bus Fleet be adopted;
and that the proposal of Canadian Propane for
the supply of propane gas and the conversion

That the accounts in the amount of $279,076.90
for the period ending February 15, 1981, as
submitted by the Town Manager, be approved.
14.
H. R. FLYERS HOCKEY TEAM
FILE NUMBER - F 2200
That the Director of Parks and Recreation advise
the H. R. Flyers Hockey Team that the Town
of Pickering is not able to allocate ice time
at the Don Beer Arena for practice purposes
for the 1981/82 hockey season;
and that the H. R. Flyers Hockey Team be urged
to amalgamate with the Pickring Hockey Assoc-
iation.
