COUNCIL MINUTES
A Meeting of the Pickering Town Council was held on Monday
November 25,1985 at 7:30 p.m.

ADOPTION OF MINUTES
Regular Meeting of November 18, 1985.

RESOLUTIONS
Resolution #130/85
Moved by Councillor Robertson
Seconded by Councillor Mitchell
1.
That the Town Council endorse the proposed amendment to the
Pickering District Plan dealing with site plan control, as
outlined in Appendix I to Town Planning Report #49/85;
and that the said amendment be forwarded to Regional
Council for adoption, and subsequently to the Ministry of
Municipal Affairs for approval.
2.
That following approval of the said amendment by the
Ministry of Municipal Affairs, staff be directed to bring
forward an appropriate site plan control by-law for
Council's consideration.

Seconded by Councillor Arthurs
That the accounts in the amount of $779,889.10 for the period
ending November 15,1985, as submitted by the Town Manager be
approved.
CARRIED
Councillor Robertson declared an interest with respect to Cheque
No. 03635 as he is part-owner of the Pickering Bay News.

STATUTORY PUBLIC MEETING
1.
Councillor Mitchell seconded by Councillor Cahill moved for
leave to introduce a By-law of the Town of Pickering:
By-law Number 2103/85
Being a By-law to amend Restricted Area (Zoning) By-law
2520, as amended, to implement the Official Plan of the Town
of Pickering District Planning Area, Region of Durham, in
Lot 70, Registered Plan M-14, in the Town of Pickering.

THIRD READING
Councillor Cahill, seconded by Councillor Mitchell moved
that the report of the Committee of the Whole on By-law
Number 2103/85 be adopted, and that the said By-law be now
read a Third Time and PASSED, and that the Mayor and Clerk
sign the same and the seal of the Corporation be affixed
thereto.

Being a Zoning By-law to amend By-law 1699/83, amending
Restricted Area Zoning By-law 3036, as amended, to implement
the Official Plan of the Town of Pickering District Planning
Area, Region of Durham, in Blocks 99 to 113 inclusive, Plan
40M-1350, in the Town of Pickering. (A 31/85)

Councillor Mitchell, seconded by Councillor Cahill moved
that the report of the Committee of the Whole on By-law
Number 2104/85 be adopted and that the said By-laws be now
read a Third Time and PASSED, and that the Mayor and Clerk
sign the same and the seal of the Corporation be affixed
thereto.

BY-LAWS
Councillor Cahill, seconded by Councillor Mitchell moved for leave
to introduce By-laws of the Town of Pickering:
By-law Number 2096/85 (Third Reading Only)
Being a by-law to stop-up parts of an unnamed road allowance in
Lot 23, Concession 1, Pickering as public highway (Baseline Road)
By-law Number 2105/85
Being a by-law to exempt Lot 3, Plan 40M-1323, Block H-l, Plan
M-1059 and Block 9, Plan 40M-1321, from part lot control.
THIRD READING
Councillor Cahill, seconded by Councillor Mitchell moved that the
report of the Committee of the Whole on By-law Numbers 2096/85 and
2105/85, be adopted, and that the said By-laws be now read a Third
Time and PASSED, and that the Mayor and Clerk sign the same and
the seal of the Corporation be affixed thereto.

1.
OTHER BUSINESS
Councillor Kitchen stated that garbage pickup at 1210
Radom Street will be paid for by the Town.
2.
Councillor Stoner stated that garbage trucks are using
Valley Farm Road, instead of Brock Road, as their route
to the landfill site and asked that a letter be sent to
Laidlaw and Metro Toronto advising them to use Brock
Road.
3.
The following matter was discussed prior to the regular
meeting:
a}
A request to erect a sales trailer on the north side
of Finch Avenue, west of Redwood Lane by Security
Homes Inc. was refused.

CONFIRMATION BY-LAW
By-law Number 2106/85
Councillor Cahill, seconded by Councillor Kitchen moved for leave
to introduce a By-law of the Town of Pickering to confirm the
proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on November 25, 1985, and that same
be now read a first, second and third time and that the same be
now finally passed and that the Mayor and Clerk sign the same and
that the Seal of the Corporation be thereto affixed.
