Taylor - Town Clerk ABSENT: Councillor Cahill ( I) ADOPTION OF MINUTES Regular Meeting of May 6, 1985. Special Meeting of May 13, 1985. ( I I ) 1. DELEGATIONS Mr. Conroy Dowson, representing Catenaro's Richmond Hill Contracting, requested that the entire land holding of his client in the southwest quadrant of Claremont be included in the Claremont Development Plan. (III) RESOLUTIONS Resolution #37/85 - See Appendix #1 Moved by Councillor Stoner Seconded by Councillor Robertson That the Planning Committee Report dated May 7, 1985, be approved. CARRIED 13/85 45 Resolution #38/85 - See Appendix #2 Moved by Councillor Mitchell Seconded by Councillor Arthurs That the Executive Committee Report dated May 13, 1985, be approved. CARRIED Councillor Robertson declared an interest in Item #1 and Item #2 because his son represents various landowners in the hamlet of Greenwood. Councillor Stoner declared an interest in Item #1 and Item #2 because she owns property in the hamlet of Greenwood. Resolution #39/85 Moved by Councillor Stoner Seconded by Councillor Arthurs That the Development Plan for the hamlet of Claremont attached as Appendix I to Planning Report 29/85 be adopted and forwarded to the Region of Durham for its information. CARRIED Resolution #40/85 Moved by Councillor Mitchell Seconded by Councillor Robertson That Mayor Anderson be authorized to proclaim the week of May 26, 1985 as "ST. John Ambulance Week" in the Town of Pickering. CARRIED Resolution #41/85 Moved by Councillor Robertson Seconded by Councillor Mitchell In response to the various requests for consideration of garbage collection by the Town of Pickering to those who now pay for private collection as well as garbage tax to the Town; and since the Human Rights Act calls for equal treatment to all persons in similar situations; and because of the effect of granting unbudgeted increased expenditures on the Town's 1985 fiscal position; 13/85 46 Resolution #41/85 - continued The Council of the Corporation of the Town of Pickering hereby orders a study of garbage collection policies especially in the area that affects condominium apartments and other developments, senior citizens buildings where private collection is used, rental apartments where private collection is paid for, with the intent of bringing forward an overall policy that will ensure fair and equal treatment for all taxpayers; and this report shall be completed in time to be considered by the 1986 Council with the intent of the decisions being included in the 1986 budget. (A42/84) By-law Number 2018/85 Being a by-law to authorize the execution of a transfer of storm sewer easement from The Regional Municipality of Durham to The Corporation of the Town of Pickering over part Block 132, Plan 40M-1232 (Part 1, Plan 40R-8704) By-law Number 2019/85 Being a by-law to amend By-law 506/76 to provide for the erection of "Stop" signs at certain intersections within the Town of Pickering. (A 12/82(R); 18T-82016(R)) THIRD READING Councillor Robertson, seconded by Councillor Mitchell moved that the report of the Committee of the Whole on By-law Numbers 2206/85, 2018/85, 2019/85, 2020/85, 2021/85, 2022/85, 2023/85, 2024/85 and 2025/85 be adopted, and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED 13/85 48 (V) CONFIRMATION BY-LAW By-law Number 2026/85 Councillor Robertson, seconded by Councillor Mitchell moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on May 21, 1985 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. ZONING AMENDMENT APPLICATION SUBMITTED BY V. AND M. PISTRITTO ON THE EAST SIDE OF BROCK ROAD, NORTH OF THE THIRD CONCESSION FILE NUMBER - B 2310 - A 1/85 That Zoning By-law Amendment Application A 1/85 submitted by E. pistritto on behalf of the owners V. & M. FLOODLIGHTS FOR BALL DIAMOND AT AMBERLEA COMMUNITY PARK FILE NUMBER - C 4300 That Quotation Q-21-85 for the supply of lighting at the Amberlea Ball Diamond submitted by Nedco Ltd. in the amount of $26,946.88 be approved. 12. BINGO LICENCE FILE NUMBER - D 2300 That the Town Clerk be authorized to issue two bingo licences to the Pickering Village Minor Hockey Association for the purpose of conducting a bingo game every second Friday for two licence periods commencing June 21, 1985 and ending on December 20, 1985. 13. REQUEST FOR PERMISSION TO CONDUCT A WEDDING AND CEREMONY ON PRIVATE PROPERTY FILE NUMBER - F 2600 That the request of Katherine Gilewski dated May 8, 1985 to conduct her wedding and reception on lands known as Lots 3 and 4, Concession 5, on Saturday, July 6, 1985 be approved subject to the approval of the Liquor Licence Board of Ontario. 6 14. CANADA DAY CELEBRATIONS IN BROUGHAM FILE NUMBER - F 2600 That the request of the Brougham Recreation Society Inc. to conduct a street dance on Donalea Avenue on Saturday, June 29, 1985 for its Canada Day Celebrations be approved subject to the following conditions: 1. That no alcoholic beverages will be allowed on the street. 2. There shall be no excessive noise, and if there is, ensure that the music is turned down or off at the direction of the Police. 3. Proper barricades will be provided. 4. The area of the street dance will be cleaned up immediately after the function. 16. NAME CHANGE OF MARTINS SUBDIVISION TO CHERRYWOOD WEST FILE NUMBER - F 2300 That the request of the Cherrywood Ratepayers Association to have the "Martin's Subdivision" known as "Cherrywood West" be endorsed; and that staff be directed to reflect this change on all documents and maps. 17. PODGE FARM NEIGHBOURHOOD WATCH FILE NUMBER - F 2300 That the Corporation of the Town of Pickering hereby recognizes and supports the Podge Farm Neighbourhood Watch; and that the Town be responsible for the erection and maintenance of signs on behalf of the Podge Farm Neighbourhood Watch. 21. PERSONNEL FILE NUMBER - A 4000 18. "NATIONAL PHYSICAL ACTIVITY WEEK" FILE NUMBER - A 2111 That Mayor Anderson be authorized to proclaim the week of May 25 to June 2, 1985 as "National Physical Activity Week" in the Town of Pickering. 19. CIVIC HOLIDAY FILE NUMBER - A 2111 That Mayor Anderson be authorized to declare Monday, August 5, 1985 a Civic Holiday in the Town of Pickering. 20. ACCOUNTS FOR APPROVAL FILE NUMBER - C 2310 That the accounts in the amount of $4,684,137.22 for the period ending April 30, 1985, as submitted by the Town Manager, be approved. That the Town Clerk be authorized to increase the compliment of the Purchasing Division with the addition of a Stores Clerk. 22. CANADIAN URBAN TRANSIT CONVENTION FILE NUMBER - A 2110 That the request of Mayor Anderson and Councillor Mitchell to attend the Canadian Urban Transit Convention to be held on June 9-13, 1985 in Toronto be approved. 23. LAND TRANSACTION FILE NUMBER - D 3300 That the Town Manager be directed to negotiate with Canadian National Railway for the sale of lands on the north side of Bayly Street, west of Liverpool Road. 24. PERMISSION TO ERECT ADVERTISING BALLOON FILE NUMBER - D 2200 That the request of Braukmann Holdings to erect an advertising balloon on their property at Bayly Street and Liverpool Road be denied. 8 25. "PUBLIC WORKS WEEK" FILE NUMBER - A 2110 That Mayor Anderson be authorized to proclaim the week of May 19 - 25, 1985 as "Public Works Week" in the Town of Pickering.
