Resolution #7/85

Seconded by Councillor Arthurs
Whereas on January 9, 1985, a fire gutted the house owned by Mr.
and Mrs. Hugh Miller in Part of Lot 18, Concession 7; and
Whereas this house, commonly known as Thistle Ha', is of
historical significance to the Town of Pickering; and
Whereas it would be a benefit to the Town of Pickering if this
house is reconstructed;
Now Therefore the Council of the Corporation of the Town of
Pickering hereby resolves that a grant in the amount of $500.00 or
the rent-free use of the banquet hall at the Recreation Complex be
made to Mr. and Mrs. Hugh Miller to assist in the reconstruction
of this historic home.

Whereas by Resolution #5/82, passed January 25, 1982, the Council
of the Corporation of the Town of Pickering authorized and di-
rected the law firm of Feigman and Chernos (now Chernos, Conway &
Hutchinson) to commence what is now Action No. 860/82, Supreme
Court of Ontario (Toronto), between the Town as Plaintiff and
Pickering Harbour Company (Limited) and Frenchman's Bay Harbour
and Marine Service Company Limited as co-Defendants; and
Whereas, by Consent dated January 22, 1982, the Attorney General
for the Province of Ontario consented and authorized the Town to
seek the relief set out in paragraph II of the Writ of Summons and
paragraph 43 II of the Statement of Claim in the Action, in the
Attorney General's name as Relator; and
Whereas by Consent dated January 11, 1985, the Attorney General
did further consent and authorize the Town to claim in his name as
Relator the relief set out in sub-paragraphs 43 I(a), (d)-(k),
inclusive, of the Statement of Claim in the Action, and in addit-
ion the relief set out in paragraphs (a)-(f), inclusive, in the
Attorney General's Consent dated January 11, 1985;
NOW THEREFORE BE IT RESOLVED THAT:
1. The law firm of Chernos, Conway & Hutchinson is hereby
authorized and directed to amend Supreme Court of Ontario
(Toronto) Action 860/82 to extend the Claim therein in
accordance with the Consent and authorization dated Jan-
uary 11, 1985 of the Attorney General for the Province of
Ontario, a copy of which is attached hereto as Schedule A
to this Resolution.
2. The Corporation of the Town of Pickering hereby agrees to
indemnify and keep indemnified the Attorney General for
the Province of Ontario as to costs, if any be imposed in
the Action.

Councillor Cahill, seconded by Councillor Mitchell moved for leave
to introduce By-laws of the Town of Pickering:
By-law Number 1945/84 - Two Readings Only
Being a by-law to stop up parts of the road allowance between Lots
20 and 21, Concession 2(Parts l, 2, 3, 4, 5 and 6, Plan 40R- ),
as public highway (Valley Farm Road - part)
By-law Number 1950/85
Being a by-law to amend the Town of Pickering Municipal Code to
adopt the 1985 estimates of all sums required during the year for
the purposes of the Municipality of the Corporation of the Town of
Pickering, and to provide for the levying of the rates resulting
therefrom and to levy the rates necessary to cover the estimated
1985 levy from the Council of the Corporation of the Regional
Municipality of Durham.
By-law Number 1951/85
Being a by-law to amend the Town of Pickering Municipal Code to
fix instalment dates respecting the collection of taxes.
By-law Number 1952/85
Being a by-law to provide for interest to be added to tax arrears.
By-law Number 1953/85
Being a by-law to establish a penalty for non-payment of current
taxes.
By-law Number 1954/85
Being a by-law to authorize the temporary borrowing, if necessary,
of up to $1,500,000 at any one time, until taxes are collected.
By-law Number 1955/85
Being a by-law to amend By-law Number 264/75 to establish the
speed limit on Liverpool Road, south of Bayly Street at 40
kilometres per hour.

Being a by-law to amend By-law 911/78 designating certain highways
within the Town of Pickering as through highways.
By-law Number 1957/85
Being a by-law to amend By-law 506/76 to provide for the erection
of "Stop" signs at certain intersections within the Town of
Pickering.
By-1aw Number 1958/85 - Two Readings Only
Being a by-law to change the name of Station Road to Squires Beach
Road.
By-law Number 1959/85
Being a by-law to dedicate parts of Lots 28 and 29, Plan 12,
Pickering, as public highway.

40M-1309 and Block 24, Plan 40M-1318 (Gwendolyn Street) as public
highway.
By-law Number 1961/85
Being a by-law to authorize the execution of a Postponement
Agreement between Eaton Bay Trust Company and the Corporation of
the Town of Pickering respecting a Development Agreement between
Braukmann Building Corporation and the Town concerning Part Lots
21 and 22, Concession l, Pickering (Parts 1 and 2, Plan 40R-6033)
By-law Number 1962/85
Being a by-law to fix the salaries of the Commissioners of the
Pickering Hydro-Electric Commission for the period commencing
December 1, 1984 and expiring on November 320, 1985.

Councillor Cahill, seconded by Councillor Mitchell moved that the
report of the Committee of the Whole on By-law Number 1950/85,
1951/85, 1952/85, 1953/85, 1954/85, 1956/85, 1957/85, 1959/85,
1960/85, 1961/85 and 1962/85 be adopted with the following
amendment:
By-law Number 1955/85 was lost
and that the said By-laws be now read a Third Time and PASSED, and
that the Mayor and Clerk sign the same and the seal of the
Corporation be affixed thereto.

leave to introduce a By-law of the Town of Pickering to confirm
the proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on January 21, 1985 and that same be
now read a first, second and third time and that the same be now
finally passed and that the Mayor and Clerk sign the same and that
the Seal of the Corporation be thereto affixed.
