Taylor - Town Clerk ABSENTs Mayor Anderson - (on personal business) ( I ) ADOPTION OF MINUTES Meeting of September 19, 1983. ( I I ) DELEGATIONS 1 . Mr. Jim Muir, representing the Oshawa Rebels Drum and Bugle Corps, explained the composition of the band and the places they travel to. There are 55 children aged 12 to 21 in the band and their 1982 expenses totalled $56,000.00. They raise 20% of this money through fees for service, 10% from donations and the balance through fund raising. Mr. Muir stated that his group is not able to conduct a bingo in Oshawa because the municipal ity claims that there are no nights available. Resolution #93/83 Moved by Councillor Cahill Seconded by Councillor Mitchell That the Lottery Licencing Officer be directed to issue a bingo licence to the Oshawa Rebels Drum and Bugle Corps on November 4, 1983 for two three month periods on condition that no Pickering organization appl ies for a bingo licence prior to that date. CARRIED 22/83 97 ( II I ) RESOLUTIONS Resolution #94/83 - See Appendix #1 Moved by Councillor Cahill Seconded by Councillor Kitchen That the Report of the Executive Committee dated September 26, 1983, be adopted. CARRIED Resolution 195/83 Moved by Councillor Stoner Seconded by Councillor Mitchell That Mayor Anderson be authorized to proclaim the week of October 3rd - 10th, 1983, as IIAgri-Food Weekll in the Town of Pickering CARRIED Resolution #96/83 Moved by Councillor Stoner Seconded by Councillor Arthurs That the Region of Durham be advised that the Council of the Town of Pickering endorses the recommendation of the Condominium Committee that parking be allowed to continue on the east side of Whites Road between Oklahoma Drive and Downland Drive. Deferred for two weeks (IV) BY LAWS Councillor Arthurs seconded by Councillor Stoner moved for leave to introduce By-laws of the Town of Pickering. By-law Number 1737/83 To authorize the execution of a Development Agreement between John Boddy Developments Limited and the Corporation of the Town of Pickering respecting Part Lot 26, Concession 1, Pickering (LD 82/83). By-law Number 1738/83 To authorize the execution of an agreement with Her Majesty the Queen in Right of Ontario as represented by the Minister of Citizenship and Culture. By-law Number 1739/83 To amend By-law 506/76 to provide for the erection of IIStopll signs at certain intrersections within the Town of Pickering. By-law Number 1740/83 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to Implement the Official Plan of the Town of Pickering District Planning Area Region of Durham, in Part Lot 29, Range 3, Broken Front Concession, (Part 1, Plan 40R-5415) in the Town of Pickering. 22/83 98 THIRD READING Councillor Arthurs, seconded by Councillor Stoner moved that the report of the Committee of the Whole on By-law Numbers 1737/83~ 1738/83, 1739/83, and 1740/83 be adopted, and that the said By-law be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (V) OTHER BUSINESS 1 . Councillor Cahill enquired into the status of the Regional Study on the impact of the WhiteOs Road interchange particularly as it relates to the installation of sidewalks on Sheppard Avenue between WhiteOs Road and Fairport Road. 2~ Councillor Kitchen stated that Council should see any comments that staff will make with respect to the A.L.R~T~ Also, he felt that the Region, should widen Bayly Street between WhiteOs Road and Brock Road before that portion east of Brock Road. 3. Councillor Stoner asked that the owner of the Pickering Driving Range on Brock Road be requested to install netting along the north end of his property because the homeowner to the north is finding golf balls on his property. 4. Councillor Robertson asked if the residential subdivision on the southwest corner of Bayly Street and St. Martins Drive was considered when the Whites Road interchange was planned. Councillors Cahill and Stoner replied that they have asked the Region to conduct a traffic count on Bayly Street to determine the impact of the Whites Road interchange. 5. The following matters were discussed prior to the regular meeting, a) Mr. Larry Hoffman, representing Eaglebrook Homes, addressed the Committee to request that he be given permission to install a sales pavillion on the northeast corner of Valley Farm Road and Kingston Road. Resolution #97/83 Moved by Councillor Cahill Seconded by Councillor Kitchen That Eaglebrook Homes be permitted to install a sales pavillion on the northeast corner of Valley Farm Road and Kingston Road for a term to expire on June 15, 1984. CARRIED b) The Committee directed the Town Manager to take no action on request from residents to pave Strouds Lane between Fairport Road and Squire Hill Road. c) The Town Manager was directed to investigate the feasibil ity of constructing a peaked roof at the Works Centre. 22/83 99 (VI) CONFIRMATION BY-LAW By-law Number 1741/83 Councillor Arthurs. seconded by Councillor Stoner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on October 3. 1983 amd that same be now read a first. second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. APPENDIX 11 TOWN OF PICKERING The Executive Committee of the Town of pickering having met September 26, 1983 and presents its fourteenth report to the Council of the TOwn of pickering and recommends: 1. GRANT REQUEST FROM UNITED WAY FILE NUMBER - C 2163 That provision be made in the 1984 Budget for a per capita grant of $0.34 for the year 1984 to the United way of Ajax/Pickering~ and that permission be granted to fly the United Way flag at the Municipal Offices during the campaign period, and that permission be granted to place a 4' x 4' sign on the corner of Brock Road and Kingston Road on the property of the Municipal Offices during the campaign per iod. 2. RESTRICTED AREA BY LAWS 1688/83 AND 1689/83 FILE NUMBER B2300 That By-law 1688/83 is in conformity with the Official Plan of the Region of Durham and in force at the time this by-law was passed namely the 27th day of June 1983~ and that no further official plan has been proposed by Council nor approved by the Ministry of Municipal Affairs and Housing since the passing of said By-law 1688/83 in which the said by-law would not be in conformity. 3. RESTRICTED AREA BY LAWS 1688/83 AND 1689/83 FILE NUMBER B2300 That By-law 1689/83 is in conformity with the Official plan of the Region of Durham and in force at the time this by-law was passed namely the 27th day of June 1983, and that no further official plan has been proposed by Council nor approved by the Ministry of Municipal Affairs and Housing since the passing of said By-law 1689/83 in which the said by-law would not be in conformity. APPLICATION FOR REZONING AT MAPLE RIDGE PLAZA FILE NUMBER - B 2310 That By-law 1664/83 is in conformity with the Official plan of the Region of Durham and in force at the time this by-law was passed, namely the 4th day of July 1983; and that no further official plan has been proposed by Council nor approved by the Ministry of Municipal Affairs and Housing since the passing of the said By-law 1664/83 in which the said by-law would not be in conformity. s. APPLICATION FOR REZONING AT MAPLE RIDGE PLAZA FILE NUMBER - B 2310 That the letters of objection to the passing of By-law 1664/83 received from Mr. and Mrs. K. Van Kempen, O. Stickels and Mrs. Sharon Busteed-Lennox be received; and that these objections be deemed invalid because By-law 1664/83 conforms with the intent of the Durham Regional Official Plan and the Town Official Plan. 6. APPLICATION FOR REZONING BY MALLPAKS DEVELOPMENTS LTD. ON THE SOUTH SIDE OF KINGSTON ROAD" WEST OF LIVERPOOL ROAD FIL~"NUMBER - B 2310 That Resolution 179/80, Item IS, passed by Council on July 7,1980 be amended by deleting the condition of approval. 7. PICKERING TRANSIT STUDY - PHASE I I FILE NUMBIR - F 4100 That the Report of the Director of Transportation dated September 22, 1983 regarding the Picker ing Transi t Study - Phase II be received; and that 1. the members of the Transit Committee become ex officio members of the Transit Study Steering Committee; 2. the expanded terms of reference set out therein be approved; .i . 1.cont'd) 8. 9. 10. j 3 3. an overexpenditure, not to exceed $10,700.00, in Account No. 2351-2392, be approved, for the Pickering Transit Study- Phase II, the Town's share of such overexpenditure to be charged to the General Pund, the Corporation of the Town of Pickering enter into an agreement with the Ministry of Transportation and Communications to provide for a 15' subsidy by MTC of the Town's costs herein. 4. CO-OPERATIVE TENDER FOR SUPPLY AND DELIVERY OF FUEL OIL PILE NUMBER - C 4300 That Co-operative Tender WD 46-83 submitted by Imperial Oil Limited for the supply and delivery of fuel oil in the amount of $0.2450 per litre, be approved. 1984 REGIONAL SEWER RATE POR THE TOWN OF PICKERING PILE NUMBER - A 2260 That the 1984 Sewer Commodity Rates and Service Charges for the Town of Pickering be set at 94.0' of the Region's uniform Rates and Charges; and that the balance of the required revenue be secured by a charge to the Sewage Reserve Fund held by the Region in our name.
