1. That Tender No. T-8-2016 submitted by Foran's Roofing & Sheetmetal
Limited in the amount of $402,280.00 (HST included) be accepted;
2. That the total gross project cost of $511 ,890.00 (HST included), including
the amount of the tender and other associated costs, and the total net
project cost of $460,973.00 (net of HST rebate), be approved;
3. That Council authorize the Division Head, Finance & Treasurer to finance
the net project cost' in the amount of $460,973.00 as follows:
a) the sum of $460,000.00, as provided for in the 2016 Do.n Beer
Arena Capital Budget be financed by the issue of debentures by the
Regional Municipality of Durham over a period not to exceed 10
years;
b) the balanee amount of $973.00 to be funded from property taxes;
c) the annual repayment charges in the amount of approximately
$55,300.00 be included in the annual Current Budget for the City of
Pickering commencing 2016, or such subsequent year in which the
debentures are issued, and continuing thereafter until the
debenture financing is repaid, and any financing cost to be paid out
of the Current Budget;
d) the Treasurer be authorized to make any changes, adjustments,
and revisions to amounts, terms, conditions, or take any actions
necessary in order to effect the foregoing;
4. That the draft by-law attached to this report be· enacted; and
5. That the appropriate City of Pickering officials be authorized to take the
necessary actions as indicated in this report.

Consulting Services for Replacement of the Wilson and Altona Bridges
Recommendation
1. That the proposal No. RFP-4-20 16 submitted by The Greer Galloway
Group Inc., to undertake the Engineering Design for the replacement of
the Wilson & Altona Bridges in the amount of $110,645.08 (HST included)
be accepted;
2. That the total gross project cost of $166,674.00 (HST included), including
the RFP amount and other associated costs, and the total net project cost
of $150,095.00 (net of HST rebate) be accepted;
3. That Council authorize the Division Head, Finance & Treasurer to finance
the total net project cost of $150.,095.00 as follows:

2. That the total gross project cost of $1,387,895.00 (HST included),
including the tender amount and other associated costs, and the total net
project cost of $1,249,842.00 (net of HST rebate) be approved;
3. That Council authorize the Division Head, Finance & Treasurer to finance
the net project cost of $1,249,842.00 as follows:
a) The sum $1,051,102.00 as approved in the 2016 Capital Budgetto
be funded by a transfer from the Federal Gas Tax Reserve Fund;

Fees Payable for Building Permit~
Notes:
1. The following guidelines for calculating floor areas and fees apply to the specific building
types and construction indicated. In order to determine the applicable occupancy, recourse
shall be had to the building code and its appendices.
2. Floor area shall be measured to the outer face of exterior walls and to the centerline of
party walls or demising walls. No deductions shall be made for openings within the floor
area (e.g., stairs and stair openings, ducts, elevators, escalators). Floor area shall include
all habitable areas, including mezzanines, finished attics and enclosed balconies.
(a) Assembly Occupancies:
The "Assembly Occupancies" rate shall apply to the total floor area of floors which
are principally of assembly use. Other rates shall be applied to other floors based
on the principal use of that floor area.
(b) Institutional Occupancies:
The "Institutional Occupancies" rate shall apply to the floor areas of floors which are
principally of institutional use. Other rates shall be applied to other floors based on
the principal use of that floor area.
(c) Residential Occupancies:
For detached, semi-detached and townhouse dwellings, the floor areas of
unfinished basements, attached garages, porches and decks shall not be included
in the area calculations, but the fee is inclusive of these areas.
For the other residential occupancies, the "Residential Occupancies" rate shall
apply to the floor areas of floors which are principally of residential use. Other rates
shall be applied to other floors based on the principal use of that floor area.
(d) Business and Personal Services & Mercantile Occupancies:
The "Business and Personal Services & Mercantile Occupancies" rate shall apply to
the floor areas of floors which are principally of business and personal service or
mercantile use. Other rates shall be applied to other floors based on the principal
use of that floor area.
(e) Industrial Occupancies:
Each "Industrial Occupancies" rate includes subsidiary incidental finished office
space to a maximum of 10% of the total floor area. The "Interior Partitioning and
Finishing" rate shall be applied where additional finished space is provided. Other
rates shall be applied to other floors based on the principal use of the total floor area.
3. "Construction value", as used in Item 10 of Schedule B-Part B, means the value of the
proposed construction as determined by the Chief Building Official, whose determination of
that value shall be final. ·

Being a By-law to amend Restricted Area (Zoning)
By~law 2511, as amended by By-law 2092/85, to implement the
Offidal Plan of the City of Pickering, Region of Durham, in
Part of Lot 19, Range 3, BFC, being Part 3, Plan 40R-2194, in
the City of Pickering. (A 02/16)
Whereas the Council of The Corporation of the City of Pickering received an application
to rezone the subject lands in Part of Lot 19, Range 3, BFC, being Part 3, Plan 40R-2194,
in the City of Pickering to add professional office uses, and business office uses with an
· accessory automotive repair shop, to the list of permitted uses on the subject lands;
And whereas an amendment to By-law 2511, as amended by By-law 2092/85, is
therefore deemed necessary;
Now therefore the Council of The Corporation of the City of Pickering hereby enacts as
follows:
1. Area Restricted
The provisions ofthis By-law shall apply to those lands in Part of Lot 19, Range 3,
BFC, being Part 3, Plan 40R-2194, in the City of Pickering.
2. Text Amendment
1. Section 5.(1)(a), Uses Permitted ("CA3-2" Zone) by By-law 2511, as amended
by By-law 2092/85, is hereby amended by adding the following additional
permitted uses:
(ii) Business Office
(iii) Professional Office
2. Section 5.(1) Provisions of By-law 2511, as amended by By-law 2092/85, is
hereby amended by adding the following new subsection (c):
(c) Special Provisions ("CA3-2" Zone)
(i) Despite any provision of By-law 2511, as amended by
By-law 2092/85, an automotive repair shop having a maximum
gross floor area of 400 square metres is permitted in association
with a Business Office.

By-law 2511, as amended by By-law 2092/85, is hereby further amended only to
the extent necessary to give effect to the provisions of this By-law as set out in
Section 1, Area Restricted, and Section 2, Text Amendment, above. Definitions
and subject matters not specifically dealt with in this By-law shall be governed by
relevant provisions of By-law 2511, as amended.
· 4. Effective Date
This By-law shall come into force in accordance with the provisions of the
Planning Act.

Whereas the Council of The Corporation of the City of Pickering received an application
to rezone the subject lands being Lots 27 and 28, Part Lots 24, 25 and 26, Registrar's
Compiled Plan 819, Part Lots 54 and 55, Registrar's Compiled Plan 1041, being Parts 3
and 4, 40R-28010, Parts 7 and 8, 40R-17242, Part 2, 40R 24073 and Part 2, 40R-25532,
Now, Lots 1 to 29 and Blocks 30 to 48, Plan 40M-2552, in the City of Pickering to permit
27 lots for detached dwellings and 8 blocks for future residential development; ·
And whereas By-law 7378/14 includes an "(H)" Holding Symbol preceding the "S3-7"
Zone on Blocks 30 and 31, Plan 40M.:.2552, which has the effect of preventing the
development of the lands until such time as Wingarden Crescent is extended further
south to the satisfaction of the City;
And whereas the Owner has made appropriate arrangements, to the City's satisfaction
respecting the southerly extension of Wingarden Crescent;
And whereas an amendment to amending By-law 7378/14, to remove the "(H)" Holding
Symbol preceding the "S3-7" Zone on Blocks 30 and 31, Plan 40M-2552 is therefore
deemed appropriate;
Now therefore the Council of The Corporation of the City of Pickering hereby enacts as
follows:
1. Schedule I
Schedule I to By-law 7378/14, is hereby amended by removing the "(H)" Holding
Symbol preceding the "S3-7" Zone designation on Blocks 30 and 31, Plan 40M-
2552 as set out on Schedule I attached hereto.
2. Area Restricted
By-law 3036, as amended by By-law 7378/14, is hereby further amended only to
the extent necessary to give effect to the provisions of this By-law as set out in
Section 1. above, and as set out in Schedule I attached hereto. Definitions and
subject matter not specifically dealt with in this by-law shall be governed by the
relevant provisions of By-law 3036, as amended.
