Plan of the Region of Durham and in force at the time this
by-law was passed namely the 16th day of May 1983;
and that no further official plan has been proposed by
Council nor approved by the Ministry of Municipal Affairs
and Housing since the passing of the said By-law 1674/83
in which the said by-law would not be in conformity.

The Town Centre Community Plan, being Amendment No.
2 to the Pickering District Plan, is hereby amended
as follows:
(a)
delete the last sentence of section 3.B.b) which
reads:
"An additional main office concentration shall
be located between the Liverpool Road interchange
and the Transportation Terminal"
(b)
add section 3.L Special Study Area as follows:
An appropriate land use designation for the lands
identified on Schedule VII-A as a Special Study
Area shall be established in the future by the
Town. Specific development control policies for
this area may also be formulated at that time."
(c)
amend Schedule VII-A as outlined on the Attach-
ment to this Appendix.
2.
The Main Central Area South Development Plan is hereby
amended as follows:
(a)
add section 1.K. Special Study Area as follows:
This area is designated in the Town Centre Comm-
unity Plan as a Special Study Area. Appropriate
Development Plan policies will be established
in connection with any amendment to the Community
Plan to specify a land use designation for these
lands".
(b)
delete Schedule A and replace it with the sche-
dule contained on the Attachment to this Appendix.

and Housing since the passing of the said By-law 1680/83
in which thesaid by-law would not be in conformity.
2.
That the letters of objection to By-law 1680/83 received
from Mr. Jeffrey B. Goldenberg on behalf of Lexton Develop-
ments Limited, Mr. W.R. Burton on behalf of Lucky Day Limited
and Lexton Developments Limited, Mr. Joseph A. Skapura
on behalf of Mallpaks Developments Limited and Mr. G.
McNeilly be received;
and that the objection of Mr. Joseph A. Skapura to the
passing of By-law 1680/83 be deemed invalid because the
issue of possible flooding problems is not directly related
to the subject by-law;
and that the objection of Mr. G. McNeilly to the passing
of By-law 1680/83 be deemed invalid because with respect
to the issue of access to Highway No.2, his property is
not affected by the subject by-law.

1716/83 1717/83, 1718/83, 1719/83, 1720/83, 1686/83 and
1664/83 be adopted, and that the said By-laws be now read
a Third Time and PASSED and that the Mayor and Clerk sign
the same, and the Seal of the Corporation be affixed thereto.

1.
Councillor Kitchen asked that staff prepare a report
on the feasibility of changing the speed limits in
certain neighbourhoods from 50 km/h to 40 km/h.
2.
The following matters were discussed prior to the
regular meeting:
(a)
Mr. Rick Johnson is to submit a security in the
amount of $1,000 for the use of the Town's snow
fencing and posts for the Brougham County Jam-
boree.
(b)
The request of the Firefighters Association to
use the fire trucks for its Muscular Dystrophy
Drive was approved.
