Anderson COUNCILLORS: Arthurs Cahill Kitchen Mitchell Robertson Stoner ALSO PRESENT: N. C. Marshall - Town Manager B. Taylor - Town Clerk (I) ADOPTION-OF MINUTES Meeting of May 2, 1983 ( II ) 1. DELEGATIONS Mr. John Hoddenbagh, representing Chrand Con- struction, distributed an engineering drawing dated April 21, 1983 for the reconstruction of Eastbank Road. He stated that this drawing has been discussed with the Director of Public Works and he approves of it. The previous drawing dated May 13, 1983 is a compromise that is unacceptable because the radius of the cul-de-sac is too small for snow plows to turn, the Trotmans will lose some frontage and the cost is $4,000 more than provided for in the new drawing. 12/83 - ..;2 - (III) RESOLUTIONS Resolution-#4S/83 - See Appendix #1 Moved by Councillor Cahill Seconded by Councillor Mitchell That the Executive Committee Report dated May 9, 1983 be adopted. THIRD READING Councillor Cahill, seconded by Councillor Robertson moved that the report of the Committee of the Whole on By-law Numbers 1665/83, 1666/83, 1667/83, 1668/83, 1670/83, 1671/83. 1672/83, 1673/83, 1674/83, 1675/83, 1676/83 and 1677/83 be adopted, with the following amendment: By-law Number 1669/83 was deferred for one week pending the approval of the engineering drawing dated April 21, 1983 by the Director of Public Works. and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. OTHER BUSINESS Councillor Cahill stated that other municipal- ities allow advertising on their vehicles and asked that this concept be studied. ,:?ß-~- 12/83 2. Councillor Kitchen introduced the following Notice of Motion: 3. Ihat a sidewalk be installed on the north side of Glenanna Road between Malden Crescent and Liverpool Road. The following resolution was considered: Resolution #47/83 Moved by Councillor Stoner Seconded by Councillor Arthurs That the Ministry of Municipal Affairs and Housing be advised that the Town of Pickering has no objection to the approval of the request of Mr. J. Deterling for a variance to Ontario Regulation 194/83 to permit a 5.0 metre rear yard provided it can be demonstrated to the satisfaction of the Town, through the submission of a soil report prepared by a qualified soils expert, that soil conditions existing 5 metres from the rear lot line are significantly more suitable for develop- ment than lands 12 metres from the rear lot line. CARRIED 4. Councillor Stoner reported that there was another serious accident at the intersection of Westney Road and Highway #7. 5. Councillor Stoner reported that she attended a hazardous wastes conference at York University and has information on this topic. 6. The following matters were discussed prior to the regular meeting: a) The 1983 street lighting program was approved. b) The proposed street names in the McKay sub- division were approved. c) New Town crests for use on jackets was approved. Resolution #48/83 d) Moved by Councillor Stoner Seconded by Councillor Kitchen That letters to new residents may be prepared for Councillors on condition that the letters go only to persons in a Councillor's ward and that the letters are marked at the Coun- cillor's expense. CARRIED -c 56 -', 12/83 e) Council asked that Metro Toronto be requested to keep the Brock West Landfill Site open later than 4:30 P.M. f) Council asked that the Region of Durham be requested to maintain the landscaped traffic island at the intersection of Finch Avenue and Maple Ridge Drive. (VI) CONFIRMATION BY-LAW By-law Number 1678/83 Councillor Mitchell, seconded by Councillor Stoner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the May 16, 1983, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
