A Meeting of the Pickering Town Council was held on
Monday, March 7, 1983 at 7:30 P.M.

ADOPTION OF MINUTES

PRESENTATIONS
1.
Mayor Anderson, Mr. Bob Merritt, Assistant to the
Honourable George Ashe, and the Nicholson and Miller
families each made a presentation to Michael Bruggeman
for his courage in rescuing Mike Nicholson and Darren
Miller from Lake Ontario on Saturday, February 5,
1983.

DELEGATIONS
Mr. William Newman, representing Mr. Thomas Newman,
addressed Council and asked if agricultural food quotas
were included in the Official Plan. Although the Green-
wood Mushroom has been a good corporate citizen, it
is located in a built up residential area and should
be looked at from an environmental point of view.
Mr. Newman asked that Item #3 of the Planning Committee
Report be tabled pending a report on this application
from the Ministry of the Environment and the Ministry
of Agriculture.

Mr. Bruno Harilaid, Paddock Road, stated that although
he lives in an agricultural area and some odours must
be expected, the Minister's Zoning Order as written
should be upheld. The expansion of the Greenwood Mush-
room farm is not in the best interest of the area
residents and there is not sufficient land to permit
the expansion.
Reverend Harry Newman, Paddock Road, stated that since
Council permitted residential dwellings on Paddock
Road then it has a responsibility to ensure that there
is no expansion of the Greenwood Mushroom Farm.

Mr. Max Snobelen, representing Greenwood Mushroom
Farms Limited, asked Council to approve his application
in order to complete the expansion by September. He
stated that the oak tree on his property would be
removed and the grounds repaired where it was removed.
He intends to plant evergreen trees and enhance the
top of the hill. The Ministry of the Environment in-
spected his property and sent a report to Mr. Thomas
Newman on their inspection. The Ministry of Agricul-
ture also inspected the property on March 4, 1983
and subject to some minor suggestions for improvements,
approved of the farm.
Mr. Ron Brown, Paddock Road, asked what would happen
if Mr. Snobelen expands the farm then sells it to
someone who is irresponsible.

Item #1, Section 2(b) be amended by deleting the words "Ministry
of Consumer and Commercial Relations" and substituting the words
"Durham Reginal Health Unit".
Item #3 was tabled for 30 days pending the receipt of a report
from the Ministry of the Environment and the Ministry of Agricul-
ture on the Greenwood Mushroom Farms Limited.
Item #16, was amended by deleting the words" Not Approved"
and substituting therefore the words "Approved subject to the
following condition:
1.
that the implementing zoning by-law restrict the en-
rolment at the day nursery to a maximum of 15 children
at anyone time.

Whereas the remaining parcel being Parts of Lots 61 and 62 and
the whole of Lot 63, Plan 43 more particularly described as
Part 4 on a draft reference plan is of a size to creat three
building lots; and
Whereas the creation of these three lots can be done by land
severance as opposed to a plan of subdivision;

for leave to introduce By-laws of the Town of Pickering:

To authorize the execution of a Licence Agreement between The
Corporation of the Town of Pickering and Canuck Properties Ltd.,
respecting Block PX, Plan M-l1, Pickering (Reytan Boulevard)
By-law Number 1633/83
To exempt Blocks 2, 3,4, 5, 6,11, 12, 13, 14 and 15, Plan
40M-1254, from part lot control.
By-law Number 1634/83
Being a Restricted Area By-law to amend, Restricted Area By-law
3036, as amended, to implement the Offiicial Plan of the Town
of Pickering District Planning Area, Region of Durham, Part
Lot 29, Concession 1, in the Town of Pickering.
THIRD READING
Councillor Robertson, seconded by Councillor Stoner moved
that the report of the Committee of the Whole on By-law
Numbers 1632/83, 1633/83 and 1634/83 be adopted, and that
the said By-laws be now read a Third Time and PASSED and
that the Mayor and Clerk sign the same, and the Seal of
the Corporation be affixed thereto.

OTHER BUSINESS
1.
Councillor Cahill stated that the Town received a
report from the Durham Region District Health Council
on the ambulance service in the Town.
3.
Councillor Kitchen stated that Council should review
the Procedural By-law to allow Members of Council
to speak to a tabling motion before the motion is
put to a vote.
Mayor Anderson reported that Volkswagon will be taking
over the ITL warehouse on Kingston Road on April 1,
1983 anp will eventually employ 25 to 30 persons and
make improvements costing one-half million dollars.

CONFIRMATION BY-LAW
By-law Number 1635/83
Councillor Cahill, seconded by Councillor Stoner moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on the March
7, 1983, and that same be now read a first, second and
third time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.

hours due to a lack of proper lighting; and

Municipality of Durham has refused a request
to provide adequate lighting for thi.s inter-

NOW THEREFORE The Council of the Corporation
of the Town of Pickering hereby requests the
Town of Ajax to provide adequate lighting at
the intersection of Westney Road and Concession
4 Road.
