Anderson - (on vacation) m (i) ADOPTION OF MINUTES Regular Meeting of November 3, 1986. ! (II) DELEGATIONS m 1. Mr. Andrej Markes addressed Council to request an exemption to the land severance policy. He stated that the nine lots m on Toynevale Road do not have internal roads and municipal services are present. m 2. Gay Alexander, consultant, outlined the requirements that are established in a co-operative housing project. See Resolution #138/86 m m (iii) RESOLUTIONS Resolution 1-~6/86 - See Appendix #1 m Moved Councillor Robertson by Seconded by Councillor Stoner m To adopt the Report of the Executive Committee Meeting of November 10, 1986 with the following amendment: m That further to the recommendation of the Director of Parks and Recreation in Report PR 0014/86, the Director of Parks and Recreation is authorized to negotiate with Ontario Hydro for the surrender of the Town's licence to use, for park purposes, that portion of the m Ontario Hydro Picketing Generating Station transmission corridor lying south of Pickering Parkway and north of Highway 401. m CARR I E D Item #2 was deferred for 2 weeks m contd. 23/86 m 136 Recorded Vote on Item #6: m Yes: Councillors Arthurs, Brenner, Robertson, Stoner and Acting Mayor Mitchell m No: Councillor Coburn Absent: Mayor Anderson m Resolution m Moved by Councillor Stoner Seconded by Councillor Robertson That the Council of the Town of Picketing petition the Minister of m Transportation and Communications for interim payment under the Public Transportation and Highway Improvement Act on expenditures made in the year 1986 in the amount of $1,940,630.18. m CARR I ED m Resolution ~o~/86 Moved by Councillor Robertson m Seconded by Councillor Brenner That the Council of the Regional Municipality of Durham be requested m to reschedule the priority for the widening and reconstruction of Whites Road from 1989 to 1987; and m that the report of the Director of Public Works dated November 3, 1986 be endorsed. CARR I E D m Resolution ~-~8/86 m Moved by Councillor Brenner Seconded by Councillor Coburn m Pickering immediately contact the Ministry of That the Town of Housing and request an extension of the deadline for the allocation of units to the Parkway Co-operative; and m that Mayor Anderson and the Director of Planning be authorized to initiate a meeting with developers and landowners whose lands have m the appropriate designation to accommodate this co-operative in an effort to find a suitable location for this co-operative to be built; and m that the said meeting take place later than mid-January 1987; and no that a copy of this resolution be sent to the Minister of Housing and mthe Premier of Ontario. CARR I ED m Recorded Vote: Yes: Councillors Arthurs, Brenner, Coburn, Robertson, Stoner and m Acting Mayor Mitchell Absent: Mayor Anderson m m m m 23/86 I 137 Moved by Councillor Robertson mseconded by Cluncillor Coburn Whereas Bill 105 of the Province of Ontario is draft pay equity mlegislation designed specifically for the provincial public service and was amended by the Standing Committee on the Administration of Justice to cover the broader public sector such as municipalities; and m w hereas this Bill was tailored to fit the needs and structure of the provincial public service and not other groups; and mwhereas the Bill does not take into account the different pieces of collective bargaining legislation in municipalities that may cause pay disparities totally unrelated to sex discrimination; and m whereas the Bill formulas for gender pre-dominance suitable only uses for the provincial public service and not municipalities; and mwhereas the Bill would not grant municipalities a period of voluntary compliance to identify and adjust pay inequities; and mwhereas the Bill establishes an enforcement agency that initially would lack the expertise and knowledge to resolve inequities for more complex groups; and mwhereas the Bill wrongly assumes that the provincial government will pay for all pay equity costs when it is the municipal tax base that will have to pay for pay equity in municipalities; m Now therefore the Council of the Corporation of the Town of Picketing hereby urges the Legislature of the Province of Ontario enact mseparate pay equity legislation for municipalities after careful consideration is given to the unique circumstances of local government; and mthat a copy of this resolution be forwarded to the Honourable David Peterson, Premier of Ontario, the Honourable George Ashe, M.P.P., Mr. i Ross Stevenson, M.P.P. and the Association of Municipalities of mOntario. Deferred for two weeks mcouncillor Brenner declared interest he is of the an as an employee Province of Ontario m (IV) OTHER BUSINESS m 1. councillor Brenner reported that school buses cannot reach the day care centre on Altona Road due to construction. m 2. councillor Brenner asked if the municipality could provide input as to where mail boxes are located. m3. councillor Brenner expressed concern about traffic congestion on Highway #2 on Sundays at the Titan Warehouse and the Super Centre. m 4. councillor Stoner asked the Clerk to prepare a by-law to prohibit heavy trucks on Sideline l0 between the 9th mConcession Road and the Uxbridge/Pickering Townline. m m m m 23/86 m138 (IV) OTHER BUSINESS - (contd.) m 5. The following matters were discussed prior to the regular meeting: m a) Council waived its first right of refusal to purchase surplus lands owned by Ontario Hydro on Dixie Road, north of the Maple Ridge Subdivision. m b) The Town Manager was directed to include in budgets discussions on allocation of $6,000 for a "Welcome mto Pickering, sign. (V) CONFIRMATION BY-LAW By-law Number 2327/86 Councillor Arthurs, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 17th day of November, 1986 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED (VI) ADJOURNMENT The Meeting adjourned at the hour of 8:10 p.m. Dated December 1st 1986 APPENDIX #1 TOWN OF PICKERING The Executive Committee of the Town of Pickering having met on November 10, 1986, presents its seventeenth report to Council and recommends: 1. APPLICATION TO AMEND THE MINISTER'S ZONING ORDER BY L.J. LOMBARDI, NORTH OF THE 8TH CONCESSION, EAST OF WESTNEY ROAD FILE NUMBER ' 18-Z0-0298611(1) That the Ministry of Municipal Affairs be advised that the Town of Pickering has no objection to the approval of Minister's Zoning Order Amendment Application 18-Z0-0298611(1) submitted by L.J. Lombardi, in Part of Lot lO, Concession 8 to permit the construction of detached structure (barn, a accessory approximately 9 m x 12 m), in the front yard and to recognize the existing accessory structures in the front yard. 2. APPLICATION TO AMEND THE MINISTER'S ZONING ORDER BY D. DEADMAN ON THE EAST SIDE OF SIDELINE 4, NORTH OF HIGHWAY #7 FILE NUMBER - 18-Z0-0298612(1) That the Ministry of Municipal Affairs be advised that the Town of Pickering objects to any approval of Minister's Zoning Order Amendment Application 18-Z0-0298612(1) submitted by D. Deadman on lands being Part of Lot 14, Concession 6 {to permit the construction of two 30.4 m x 9.7 m storage sheds to the rear of the existing dwelling) on the grounds that a bona-fide farming operation does not exist on the subject lands and additional sheds are therefore not required for farming purposes. Deferred for 2 weeks m3. RECYCLING WEEK FILE NUMBER - A 2111 mThat Mayor Anderson be authorized to proclaim the week of November 17 to 23, 1986 as "Recycling Week" in the Town of Picketing. m 4. ACCOUNTS FOR APPROVAL FILE NUMBER - C 2310 m That the accounts in the amount of $3,879,807.37 for the period ending October 31st, 1986, as submitted by the Town Manager, be mapproved. 5. MTRCA EROSION CONTROL PROJECT mFILE NUMBER - F 3112 That the Town of Pickering supports the MTRCA Erosion Control mProject in principal; and that the Town of Picketing requests the opportunity to review the projects annually to make the appropriate annual mfunding decisions; and that Resolution #146/86, Item #4 be rescinded. ! m m ! m 6. DURHAM REGION RECYCLING PROPOSAL FILE NUMBER - E 5520 m whereas the Town of Pickering is committed to the recycling of waste materials; and m whereas the Town of Pickering supports the involvement of the Region of Durham as the Central Recycling Co-ordinator; m N ow Therefore be it resolved that the Town of Pickering hereby endorses in principal a cost sharing agreement between the Ministry of the Environment, the Region of Durham and the Town mof Pickering. m m m m m® m m m m m m m m m m m m
