A Meeting of the Pickering Town Council was held on Tuesday May
20, 1986 at 7:30 p.m.

(I) ADOPTION OF MINUTES
Regular Meeting of May 5, 1986.
Special Meeting of May 12, 1986.
(II) DELEGATIONS
1. Grant Morris, on behalf of the applicant, addressed
Council with respect to By-law 2224/86. He requested
that the omitted block in the by-law be zoned medium
density which would result in 22 units.

Whereas Altona Road and Finch Avenue and Altona Road and Sheppard
Avenue are being used on an increasing basis to service the
growing residential population in the Town of Pickering; and
Whereas the safety of motorists using these roads is being
jeopardized by the uncontrolled intersections of Altona Road and
Finch Avenue and Altona Road and Sheppard Avenue;
Now Therefore the Council of the Corporation of the of
Town
Pickering hereby requests the Regional Municipality of Durham to
conduct a traffic count study of these intersections to determine
the warrants for traffic control.

Financial Impact Analysis re Seaton Community.

Being a by-law to authorize the construction of a roadway,
including curbs, paving, sidewalks, boulevard sodding and tree
planting, as a local improvement under the provisions of sections
7.1(a), 11 and 68 of the Local Improvement Act.

Councillor Stoner, seconded by Councillor Robertson moved that the
report of the Committee of ~the Whole on By-law Numbers 2222/86,
2226/86 2228/86, 2229/86, 2231/86 and 2232/86 be adopted with the
following amendment:

(VI) OTHER BUSINESS
1. Councillor Arthurs inquired into the status of the
Lakeview Estates developments.
4. Councillor Arthurs inquired into the status of the
amendment to the Sign By-law.
4. Councillor Arthurs inquired into the status of permit
parking in the Village East Community.
4. Councillor Stoner inquired into the status of the
Catenaro subdivision development in Claremont.
5. Councillor Stoner requested that the Ministry of the
Environment test the quality of well water for residents
on Valley Farm Road.
6. Councillor Brenner stated that the steps on Pickering's
side of the Rouge River footbridge requires maintenance
and asked that the authority responsible for it be
contacted.
7. Councillor Coburn asked that the feasibility of having
Cable TV electrical boxes buried be investigated.

8. Prior to the regular meeting, a request from Alpa Lumber
for a release of certain covenants in the original deed
between the Town and Reed Lumber was discussed.

That the request of Alpa Lumber for releases in the
Sales Agreement between the Town and Reed Lumber
respecting a hydro substation and a silo on the subject
property been approved.

(VII) CONFIRMATION BY-LAW

Councillor Arthurs, seconded by Councillor Robertson moved for
leave to introduce a By-law of the Town of Pickering to confirm
the proceedings of the Council of the Corporation of the Town of
Pickering at its meetings held on the 12th and the 20th day of May
1986, and that same be now read a first, second and third time and
that the same be now finally passed and that the Mayor and Clerk
sign the same and that the Seal of the Corporation be thereto
affixed.

12, 1986, presents its ninth report to Council and recommends:

That Draft Plan of Subdivision 18T-85027 submitted by
Proctor and Redfern Limited on behalf of Claremont
Estates Ontario Incorporated, on lands being Part of Lot
19, Concession 9 and Part of Road Allowance between Lots
18 and 19, Concession 9, be APPROVED AS REVISED to
permit development of 22 detached residential dwelling
units on lots with a minimum area of 0.3 hectares,
subject to the following conditions:
1. Changes in "red" as shown on the plan prepared by
Proctor and Redfern Limited being project E.O. No.
85202, dated June 1985 and

date.
2. That the owner make satisfactory arrangements with
the Town regarding the required parkland
dedication.
3. That the owner enter into a subdivision agreement
with and to the satisfaction of the Town.
4. That the owner make satisfactory arrangements with
the Town and Region regarding the provision of all
services;
5. That the owner agree:
a) to dedicate the road allowance to the Town;
b) to convey to the Town of Picketing a 0.3 metre
reserve shown as Block 24 on the Draft Approved
Plan;
c) any other easements as required.
6. That the owner make satisfactory arrangements with
the appropriate authorities regarding the provision
of underground wiring, street lighting, cable
television and other similar services.
7. That the streets within the draft plan be named to
the satisfaction of the Town.
8. That the owner submit for approval by the Town,
site plans and streetscape elevations showing the
location and relationship of all buildings prior to
the issuance' of any building permits.
9. That prior to final registration of this
plan,
the
owner:
a) satisfy the requirements of the Metropolitan
Toronto and Region Conservation Authority and
the Ministry of Natural Resources;

b) submit a Draft 40M-Plan to be approved by the
Town Planning Department;
c) submit a detailed tree preservation programme
to the satisfaction of the Town and agree that
no trees be removed until such time as this
programme has been approved by the Town except
as authorized by the Director of Parks and
Recreation.
d) submit a detailed engineering report
identifying any effect of stormwater runoff,
site grading and below and above ground
services resulting from the proposed
development will be accommodated in such a way
that existing vegetation and buildings or
structures on abutting properties will not be
adversely affected and the various tributaries
of the Duff in Creek are properly protected in
accordance with stormwater management practices
acceptable to the Town.
e) the satisfaction of the Town to development in
accordance with the Geo-Environ Limited, Site
Suitability Study dated September 1985;
f) undertake and guarantee any work necessary to
ensure that the above matters outlined under
Subsection (d) and (e) are appropriately
provided
11. That prior to the issuance of any building permits,
the owner enter into a Site Plan Agreement and
submit for approval by the Durham Region Health
Unit and the Town, an overall plan indicating all
proposed house, well and sewage disposal system
locations within the proposed draft plan of
subdivision.
12. That the owner make satisfactory arrangements with
the Town regarding the removal, demolition and/or
retention of all structures on the subject
property.
13. That Block 23 be maintained to the satisfaction of
the Town until such time as it is developed.
