Anderson - (Attending Ontario Municipal Association Conference in Toronto) Councillor Coburn - (Attending Ontario Municipal Association Conference in Toronto) I (I) ADOPTION OF MINUTES Meeting of February 17, 1986. (II) RESOLUTIONS Resolution ~24/86 - See Appendix I Moved by Councillor Arthurs Seconded by Councillor Robertson That the Executive Committee Report dated February 24, 1986, be adopted. CARRIED Resolution #25/86 Moved by Councillor Brenner Seconded by Councillor Robertson That the request from the Massey's Men's Slo-Pitch Organization to conduct a Beerfest in Kinsmen Park on June 6, 7 and 8, 1986 (alternative rain date of June 13 and 14, 1986) in conjunction with a Men's Slo-Pitch Tournament be approved subject to approval from local Health and Police authorities and the Liquor License Board of Ontario. CARRIED 5/86 Resolution ~27/86 Moved by Councillor Robertson Seconded by Councillor Stoner That the report of the Director of Public Works dated February 26, 1986 regarding pedestrian crosswalks be received. CARRIED Resolution ~28/86 Moved by Councillor Robertson Seconded by Councillor Stoner That pursuant to the Public Transportation and Highway Improvement Act, the Council of the Corporation of the Town of Pickering here- by requests an allocation of subsidy funds for 1985 public trans- portation as follows: OPERATING CAPITAL Transit $68,115 - Handi-Trans $13,126 $ 6,231 CARRIED Resolution #29/86 Moved by Councillor Stoner Seconded by Councillor Robertson That pursuant to the Public Transportation and Highway Improvement Act, the Council of the Corporation of the Town of Pickering here- by requests an allocation of subsidy funds for 1986 public trans- portation as follows: OPERATING CAPITAL Transit $355,173 $721,326 Handi-Trans $ 80,640 $ 25,000 CARRIED Resolution #30/86 Moved by Councillor Stoner Seconded by Councillor Robertson That the Council of the Town of Pickering petition the Minister of Transportation and Communications for a supplementary allocation of subsidy moneys in the amount of $200,000 for the reconstruction of the Linton Bridge on Concession 8 Road in Lot 10. CARRIED 5/86 24 Resolution ~31/86 Moved by Councillor Stoner Seconded by Councillor Robertson That Mayor Anderson be authorized to proclaim the month of March, 1986 as "Kidney Month" in the Town of Pickering. CARRIED Resolution ~32/86 Moved by Councillor Arthurs Seconded by Councillor Robertson That Councillor Brenner be authorized to discuss the feasibility of establishing a long range program of multiculturalism and race relations in the Town of Pickering with the Social Planning Council; and that a report be forwarded to Town Council on the recommend- ation of the Social Planning Council prior to meeting with the Human Rights Commission-Race Relations Division. CARRIED (III) BY-LAWS Councillor Arthurs, seconded by Councillor Stoner moved for leave to introduce By-laws of the Town of Pickering: By-law Number 2162/86 Being a by-law to authorize the execution of a Development Agree- ment respecting Part Lot 30, Range 3, B.F.C., Pickering - Part 1, Plan 40R-4825 (Vorelco Ltd/; A7/85). By-law Number 2163/86 Being a by-law to authorize the sale of those parts of Lot 30, Range 3, B.F.C., Pickering, designated as Parts 3, 4 and 5, Plan 40R-2206 to the abutting owner. By-law Number 2164/86 Being a by-law to exempt Lots 97, 98 and 99, Plan 40M-1333, Pickering, from part lot control. By-law Number 2165/86 Being a by-law to dedicate part of Part Lot 11, Plan 820, Pickering as a public highway (Part 3, Plan 40R-9255; Fairport Road). By-law Number 2166/86 Being a by-law respecting remuneration for Members of Council. 5/86 THIRD READING Councillor Robertson, seconded by Councillor Arthurs moved that the report of the Committee of the Whole on By-law Numbers 2162/86, 2163/86, 2164/86, 2165/86 and 2166/86 be adopted, and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED (IV) OTHER BUSINESS 1. Councillor Stoner requested that surveys be conducted and a report prepared with respect to warrants for crosswalks. 2. Councillor Stoner requested a report of the feasibility of providing free transit for the handicapped and the effect on subsidies. 3. Councillor Brenner asked that the Canadian flag at the monument at Altona Road and Sheppard Avenue be replaced. 4. Councillor Brenner asked that an identification sign be installed at the Town border on Twyn Rivers Drive. 5. Councillor Robertson inquired into the feasibility of installing no parking signs on Liverpool Road, south of the bridge. 6. Councillor Stoner and Arthurs inquired into the status of the 4-way stop signs at Rosefield Road and Fieldlight Boulevard. 7. Councillor Arthurs asked that the sign with a telephone number on the J.D.S. apartments be removed. (V) CONFIRMATION BY-LAW By-law Number 2167/86 Councillor Stoner, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on March 3, 1986 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED 5/86 26 (VI) ADJOURNMENT The Meeting adjourned at the hour of 8:05 p.m. Dated March 17th 1986 APPENDIX %1 TO~ OE PICK~RI~G The Executive Committee of the Town of Pickering having met on February 24, 1986, presents its fourth report to Council and recommends: 1. REMUNERATION AND EXPENSE PAYMENTS TO MEMBERS OF COUNCIL AND COUNCIL APPOINTEES FILE NUMBER - C 1000 That the report of the Town Treasurer dated February 20, 1986 with respect to remuneration and expense payments to Members of Council and Council Appointees be received. 2. DURHAM INTERNATIONAL WOMEN'S DAY FILE NUMBER - A 2111 That Anderson be authorized to Mayor proclaim Saturday, March 8, 1986 as "International Women's Day" and the week of March 2-8, 1986 as "International Women's Week" in the Town of Pickering. 3. DURHAM REGION CRIB SAFETY AWARENESS WEEK FILE NUMBER - A 2111 That Mayor Anderson be authorized to proclaim the week of May 2-10, 1986 as "Durham Region Crib Safety Awareness Week" in the Town of Pickering. 4. "MULTIPLE SCLEROSIS CARNATION MONTH" FILE NUMBER - A 2111 That Mayor Anderson be authorized to proclaim the month of May as "Multiple Sclerosis Carnation Month" and Saturday, May 10, 1986 as "Carnation Day" in the Town of Pickering. ! 5. ACCOUNTS FOR APPROVAL FILE NUMBER - C 2310 That the accounts in the amount of $2,963,132.34 for the period ending February 15, 1986, as submitted by the Town Manager be approved. I 6. LAND DIVISION APLPLICATION SUBMITTED BY P. AND R. CARD, CLAREMONT FILE NUMBER - B 2310 - LD 382/85 That the Council of the Town of Picketing has no i objection to a "residential/commercial" use with respect to Land Division Application LD 382/85 submitted by P. and R.
