Linda Hodgins addressed Council with respect to the m rezoning application submitted the Church by of the Nazarene Inc. to permit a day nursery on Altona Road. She asked that the development agreement be put on the moctober ll agenda along with the zoning by-law. 2. Derek Jackson, 302 Sheppard Avenue, addressed Council mwith respect to the widening of Altona Road. He stated a survey of residents was done and many concerns such as increased traffic and speed, tree removal and the cenotaph were expressed. He added mthat an east/west connection should be a higher priority than widening Altona Road. msee Resolution #215/88 m(iii) RESOLUTIONS Resolution #213/88 - Appendix #1 m Moved by Councillor Arthurs Seconded by Councillor Coburn mThat the Report of the Executive Committee meeting of September 26, 1988 be adopted. mCARRIED m m 23/88 m169 mResolution #214/88 Moved by Councillor Mitchell Seconded by Councillor Brenner m That the firm of Unterman McPhail Heritage Resource Consultants be hired as consultants to prepare the Plan and Study m ~ designating the hamlet of Whitevale as a Heritage Conservation District; and that the over-expenditure in the amount of $8,000 in Account m2743_2392 be approved. iCARRIED mResolution #215/88 Moved by Councillor Mitchell Seconded by Councillor Brenner That the survey presented by the residents of Altona Road pertaining to road widening and traffic be received and a mrequest be made to Durham Regional Works Committee to its study contents. m CARRIED Resolution #216/88 Moved by Councillor Brenner Seconded by Councillor Morgan Whereas information has been made known that there may be a report that is considering properties in the northern area of Pickering as an Ontario Regional Dump Site; and Whereas this proposal may have been prepared in co-operation with the rail system and the Province of Ontario; and Whereas the Town of Pickering has already made it known that they are opposed to any landfill sites within or abutting its boundaries; Now therefore be it resolved that the Corporation of the Town of Picketing hereby requests an immediate response from the Premier of Ontario as to the validity of this information or any other such related facts; and That copies of this resolution be forwarded to: Bill Parish, Chairman of PACT Ken Ferance, Chairman of Coalition of Picketing Ratepayers Gary Herrema, Regional Chairman Norah Stoner, MPP Scott Fennell, MP Dennis Flynn, Chairman, Metro Toronto Premier Peterson CARRIED 23/88 m 170 Resolution #217/88 m Moved by Councillor Brenner Seconded by Councillor Arthurs m Whereas should the Durham Regional Works Committee consider a meeting with the Metropolitan Toronto Works Committee in response to a recommendation to consider a landfill site on the m · federal airport lands; Now therefore be it resolved that the Council of the Corporation ~, of the Town of Pickering hereby advises the Chairman of Durham Region and members of Durham Regional Works Committee of its desire to attend any such meeting which is held; and That copies of this resolution to be forwarded to Bill Parish, Chairman of P.A.C.T.; Ken Ferance, Chairman of Coalition of Pickering Ratepayers Association; Mayor McLean and Members of m Ajax Council. CARRIED m Resolution #218/88 m Moved by Councillor Mitchell Seconded by Councillor Coburn m Whereas the Municipality of Metropolitan Toronto is still in the process of searching for a location to be used as a sanitary landfill site; and m Whereas the Commissioner of Works for Metropolitan Toronto has publicly stated that the Federal Government should convey at m least 1,000 acres in the Picketing airport lands for use as a sanitary landfill site; and m Whereas no study has been undertaken by Metropolitan Toronto on · the impact to the environment on the community that a sanitary landfill site may have on this area; m Now Therefore the Council of the Corporation of the Town of Pickering hereby expresses its objection to the acquisition of lands by Metropolitan Toronto in the airport area for use as a 'm sanitary landfill site; and that copies of this resolution be forwarded to: m scott Fennell, M.P. THIRD READING Councillor Mitchell, seconded by Councillor Brenner moved that the report of the Committee of the Whole on By-law Numbers m 2896/88, 2897/88, 2898/88, 2899/88, 2900/88, 2901/88, 2902/88, 2903/88, 2904/88, 2905/88, 2906/88, 2907/88, 2908/88 and 2909/88 be adopted, and that the said By-laws be now read a Third Time m and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. m CARRIED I {V) OTHER BUSINESS 1. Councillor Robertson read a letter from the Federal l Minister of Transport stating that no landfill site will be permitted on the federally-owned lands in North Pickering. m Mitchell stated the Food Bank is running 2. Councillor low of food. He also stated that the Hospital fund-raising campaign has begun and that Runnymede I Developments has donated one million dollars. 3. Councillor Brenner asked that a notice of motion m regarding Brandy Lane Homes be prepared for the October 17 meeting and that the builder be asked to attend. m 4. councillor Brenner asked that a report be prepared regarding the feasibility of making Beachpoint Promenade a public road and if a hard coat of paving m could be applied on a private road by the Town. 5. Councillor Brenner stated a letter should be sent to i the Federal Government commenting on the lack of sensitivity for calling the Federal election one week after the Municipal election. i 6. Councillor Coburn asked that improvements to Liverpool Road be included in the 1989 Budget discussions. m 7. councillor Arthurs inquired into the status of traffic signs in Whitevale and the Forest Glen subdivision. 23/88 173 (V) OTHER BUSINESS - continued 8. Councillor Arthurs stated that the Town Manager should review the response of the Director of Public Works with respect to the closing of Brougham Road. 9. Councillor Morgan stated that a meeting with the Town and Mr. T. Lederer should be held to discuss future plans regarding landfill sites. 10. The following matters were discussed prior to the regular meeting: a) The request of Golfour Investments to pour foundations prior to zoning notification expiry date was refused. b) Cash-in-lieu of sidewalks on Wildrose Crescent in Plan M-1222 was accepted and the adjacent owner is to be advised that sidewalks will be installed when the subdivision to the south is constructed. (VI) CONFIRMATION BY-LAW By-1 aw Number 2910/88 Councillor Mitchell, seconded by Councillor Brenner moved for leave to introduce a By-law Pickering of the Town of to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 3rd day of October, 1988 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED {VI I ) ADJOURNMENT The Meeting adjourned at the hour of 8:45 p.m. I I APPENDIX #1 TOWN OF PICKERING The Executive Committee of the Town of Pickering having met on September 26, 1988, presents its thirteenth report to Council and recommends: 1. GRANT REQUEST FROM UNITED WAY OF AJAX-PICKERING FILE NUMBER - C 2163 That a grant in the amount of 70~ per capita be made to the United Way of Ajax-Pickering for the year 1989; and that the United Way be permitted to fly its flag at the Municipal Offices during the campaign period. 2. REZONING APPLICATION A 20/88{R) SUBMITTED BY ALTONA ROAD CHURCH OF THE NAZARENE INC. FILE NUMBER B 2310 A 20/88{R) That Zoning By-law Amendment Application A 20/88 {R), submitted by the Altona Road Church of the Nazarene Inc., to change the zoning on the subject lands, being Part of Lots 7 and 22, Plan 221, Town of Pickering, from "R3" - One Family Detached Dwelling - Third Density Zone to an appropriate zone to permit the establishment of a day nursery wi th an associated offi ce component of approximately 84 square metres be APPROVED subject to the following conditions; 1. That the implementing by-law: a) recognize the existing church use of the subject property; b) establish a day nursery as a permitted use on the subject property; c) 1 imit the gross floor area for offices associated with all day nursery uses on or operated from the subject property to a maximum of 84 m2. 2. That prior to the forwarding of an implementing by-law to Council, the owner: a) providing cash-in-lieu of sidewalks in such a manner that cash be accepted at the time of construction of the sidewalks; b) bring the subject property into compliance with the approved site plan to the satisfaction of the Town; c) submit and receive approval from the Town of a revised site plan indicating the precise location and screening of the proposed outdoor pl ay area.
