SPECIAL COUNCIL MEETING

August 11, 1988.
Pursuant to By-law 3714 (Procedural By-law), this Special Meeting was
called to consider By-laws 2801/88 and 2863/88:

(I) DELEGATIONS
m 1. Tom Brewer, 210 Valley Gate, objected to the special
meeting being called to give third reading to By-law
m ~ 2801/88. He stated that the public were not aware of the
proposal, were not asked for input and demanded accurate
, information before final passage.
m 2. David Strain, PACT, stated he was unaware that Eastern
Power Developers Inc. were considered by Metro Toronto for
the project at the Brock West Landfill Site until last
m week. He requested a deferral for one week in order to
meet with Eastern Power Developers Inc. to discuss the
percentage of down time, technical deficiencies and
moisture content.
m 3. Greg vogt, Eastern Power Developers Inc. commented on Mr.
Strain's concerns. He stated the plant will be in
m operation for 95% of the time and that the cooling towers
are unobstrusive, properly designed and there will be no
misting. He added that the project will run for
m approximately 20 years.
s~ 4. Dave Whittamore, Markham, asked what the plant's operating
time frame will be and whether Metro Toronto is considering
m a system to link other landfill sites.

Councillor Mitchell, seconded by Councillor Robertson, moved for
leave to introduce of the Town of
by-laws
Pickering:
By-law Number 2801/88 - Third Reading Only
Being a by-law to amend Restricted Area (Zoning) By-law 3037, as
amended, to implement the Official Plan of the Town of Pickering
District Planning Area, Region of Durham on Part of Lot 22,
Concession 3, in the Town of Pickering. (A 21/88)

DEFER BY-LAW 2801/88
FILE NUMBER - B 2310 - A 21/88
That By-law 2801/88 be deferred for two weeks in order for the
applicant and members of PACT to discuss concerns.

By-law Number 2863/88
Being a by-law to amend By-law 2787/88 to delete the holding symbol,
and related text therefrom.
THIRD READING
Councillor Mitchell, seconded by Councillor Brenner moved that the
report of the Committee of the Whole on By-law Numbers 2801/88 and
2863/88 be adopted, and that the said By-laws be now read a Third
Time and PASSED, and that the Mayor and Clerk sign the same and the
seal of the Corporation be affixed thereto.
