Mr. Nick Salpietro, 1854 Woodview Avenue, addressed Council with respect to the condition of approval of the Land Division Committee to provide full municipal mservices on his property. He requested relief from this provision in order to sever another lot. 2. Jack Milly, Scarborough, addressed Council with m respect to Nick Salpietro's request for relief from the provision of the Land Division Committee regarding full municipal services. He stated that he wants to msever the property and eventually create three new lots and wants to avoid the draft plan of subdivision procedure. m3. Ed addressed Council with Nick Gibson, respect to Salpietro's request for relief from the provision of the Land Division Committee regarding full municipal services. The Director of Planning is hereby directed to undertake a review of the land use planning policies of the Woodlands Community Plan, Part B, as they affect the Highway No. 2 - Whites Road Northeast Quadrant, as described in Planning Report No. 20/88. FILE NUMBER - E 4000 That the Town Clerk be directed to prepare a by-law to establish the speed limit on Glenanna Road between Dixie Road and Fairport Road at 40 K.P.H. CARRIED Resolution #116/88 Moved by Councillor Brenner Seconded by Councillor Arthurs ESTABLISH STOPS ON FOXWOOD TRAIL FILE NUMBER - E 4000 That by-laws be prepared to establish: 1. a three-way stop at Strouds Lane and Foxwood Trail --. 2. a four-way stop at Braeburn Crescent and Foxwood Trail 3. a three-way stop at Weyburn Square and FoXwood Trail 4. the speed limit on Foxwood Trail to 40 kilometres per hour, and 5. a four-way stop at Fieldlight Boulevard and Glenview Road. Durham West the Clerk, Municipality of Metropolitan Toronto the Clerk, Regional Municipality of Durham the Clerk, City of Scarborough the Clerk, Town of Ajax the Clerk, Town of Newcastle CARRIED Resolution #119/88 Moved by Councillor Coburn Seconded by Councillor Mitchell SIDEWALKS ON FINCH AVENUE FILE NUMBER - E 1000 Whereas the lack of sidewalks on Finch Avenue poses a danger to pedestrians, particularily children who use the roadway to access schools and parks; and Whereas development adjacent to Fi nch Avenue i s rapidly increasing and adding to the number of pedestrians who walk along this road; Now therefore the Council of the Corporation of the Town of Pickering hereby resolves to inform developers that unless they participate in installing sidewalks on Finch Avenue prior to subdivision approvals, development will be held in abeyance until such time as money is available for the sidewalks. ' 1 5/88 1 O1 THIRD READING Councillor Arthurs, seconded by Councillor Brenner moved that the report of the Committee of the Whole on By-law Numbers 2788/88, 2789/88, 2790/88, 2791/88, 2792/88 2793/88, 2795/88, 2796/88, 2797/88 and 2798/88 be adopted, and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. ! (V) OTHER BUSINESS m 1. Councillor Mitchell stated that the widening of Whites Road and the reconstruction of the bridge will commence this summer and that area residents will be notified. m2. councillor Mitchell stated he attended the cenotaph on Altona Road with the Highland Creek Branch of the Royal Canadian Legion. m3. councillor Mitchell stated he will address the matter of the speed limit on Finch Avenue at the Regional Works Committee meeting. m 4. councillor Brenner stated he had attended a meeting of the Cultural Partners in the Region of Durham and presented a plaque to Councillor Arthurs on their behalf. 5. Councillor Brenner stated that remedial works by Brandy Lane Homes is not satisfactory and asked that the following Notice of Motion be considered on June 20, 1988: m Moved by Councillor Brenner Seconded by Councillor Mitchell m Whereas the majority of residents who houses purchased from Brandy Lane Homes have expressed dissatisfaction with workmanship and after-sales service; and Whereas attempts to resolve the homeowners' concerns are not yet satisfactory, specifically with respect to brick and mortar work; Now therefore the Council of the Corporation of the Town of Pickering hereby resolves that the Toronto mHome Builders Association and the Ontario New Home Warranty Program commence an investigation into: m1. the quality of workmanship, and 2. the ethics in dealing with purchasers of homes as defined by the Toronto Home Builders Association's Ethics Committee and that copies of this resolution be forwarded to the Toronto Home Builders Association, the Minister of Housing, the Minister of Consumer and Commercial Relations and Norah Stoner, MPP. 6. Councillor Brenner stated that the use of lands in mvictoria county should be investigated as an option for a landfill site. 7. Councillor Coburn asked for the status on installing mtraffic signals at the intersection of Finch Avenue and Dixie Road. ! 1 5/88 102 (V) OTHER BUSINESS - continued 8. Councillor Arthurs asked that a report on fire station locations, staffing and equipment be put on the agenda when received. 9. The following natters were discussed prior to the regular meeting: a) The following motion regarding the application to the Committee of Adjustment submitted by M. Perman in Whitevale was considered: Resolution #120/88 Moved by Councillor Arthurs Seconded by Councillor Brenner REFUND OF COMMITTEE OF ADJUSTMENT FEE TO M. PERMAN, WHITEVALE FILE NUMBER - B 2300 That the application fee to the Committee of Adjustment in the amount of $100.00 submitted by M. Perman regarding lands in Part Lots 53 and 54, Plan 21 (Whitevale) be refunded. CARRIED b) The request from residents at 280 and 282 Hoover Drive to delete the pedestrian walkway between their properties was discussed: Resolution #121/88 Moved by Councillor Mitchell Seconded by Councillor Brenner DELETE WALKWAY ON BLOCK 11, PLAN 40M-1502 FILE NUMBER - B 2310 That the pedestrian walkway located between 280 and 282 Hoover Drive {Block ll, Plan 40M-1502) be deleted; and that the Town Manager be directed to negotiate the sale of the land to the abutting owners. CARRIED (VI) CONFIRMATION BY-LAW By-law Number 2800/88 Councillor Mitchell, seconded by Councillor Brenner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 6th day of June, 1988 and that same be now read a first, second and third time and that the same be now finally, passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
